Starting for the RPs for Month 4, yes. You can place your bid for them in Month 3 and then they'll get distributed once the clock ticks over. Though the Batarians only claimed 1 centre worth of research for Month 3, so you could grab the second one if you'd like.

They're basically moving income producers unless you have an orbital mining station in a system in which they can attach to one and get more money from helping it.
