Question, given that I have Commander Shepard and such - am I able to replicate the Mass Effect trilogy games? (Ex. Like Sending off Shepard to the human colony of Eden Prime to recover the unearthed Prothean beacon, sending Shepard to the colony of Feros, etc.)

Correct, though that would imply that Sovereign visits those locations as well.

Second, I'm a bit tied down IRL but when that ends you better believe I'll be here.

Faction: Quarian Flotilla
Leaders:
Admiral Shala'Raan vas Tonbay
Admiral Rael'Zorah vas Alarei
Admiral Zaal'Koris vas Qwib-Qwib
Admiral Han'Gerrel vas Neema
Admiral Daro'Xen vas Moreh
Citadel Council member Y/N or N/A: No
Brief description of diplomatic relations:

The Quarian Flotilla is a rouge state to much of the galaxy, having few official diplomatic ties with other species and widely viewed with distrust. While they do have few relations with the rest of the Galaxy, it doesn't mean that they aren't open to bargaining, often taking bribes from local planetary governments to speed them along their way rather than the local leadership putting their mining interests at risk. While relations are cool with the Citadel races, beyond the reach of the large interstellar governments the Quarian Flotilla has been known to throw around its military weight. Being outright hostile and clashing with groups such as the Blue Suns is seen as par for the course.
Military state of readiness:
History:
Infrastructure and Claimed Worlds:
The Quarians have no claimed worlds, however they have three Lifeships laid out as follows:

The Lifeship Rayya, heart of the Migrant Fleet, home to both the Admiralty Board and Conclave is one of the most prestigious ships in the Quarian Flotilla. It contains aboard: 2 Urban centers, 2 fuel depots, 3 industrial and 1 major industrial

The Lifeship Chayym while having none of the prestige of her sister ship Rayya it is still an honest hub of the flotilla's foodstuffs. It contains aboard: 2 Urban centers, 2 fuel depots, 3 industrial and 1 major industrial

The third Lifeship Shellen was host to the most ambitious project in Quarian history since the exodus. It has been refit with a mobile production yard for new ships, allowing them to add to the Foltilla's numbers without having to contract out of fleet any longer. It contains 2 Urban centers, 2 fuel depots, and a shipyard
Military:
a) On Planet Forces: N/A
b) Space Fleets:

Quarian Heavy Fleet:
When pirates, slavers, and unidentified ships come close to the Quarian Flotilla they come face to face with the Quarian Heavy Fleet, the most combat capable of the three main Quarian Fleets. While certainly smaller than most other military forces in the galaxy, the Heavy Fleet is concentrated into a single system, giving it numeric superiority in most battles.

10 Dreadnoughts
2 Battlegroup Carriers
4 Heavy Cruisers
15 Light Cruisers
31 Destroyers (25 of them Free)

Quarian Patrol Fleet:
Dedicated to a combination of navigation, internal security, and making sure intership rivalries never extend beyond their friendly stage. Like most navies in the galaxy the Quarians operate a large number of fighter craft, however unlike other navies they can use docking clamps on their civilian ships as a base for the Patrol Fleet's fightercraft.

20 Frigates, all equipped with free Boarding Teams (Quarian 5% off upgrades)
60 Corvettes
10 Fighter Wings
4 Interceptor Wings
7 Infantry (Base units Free, equipped with Electronic Warfare Capabilities, and CQC Training)
2 Combat Engineers
2 Spec Ops
2 Gunship Wings (To be used in space in an emergency)

Quarian Civilian Fleet:
The largest fleet in existence bar none, with almost 50,000 ships within the flotilla alongside the warships of the other two Quarian Fleets. While not having warships like the other two fleets, they do carry the infrastructure of the fleet into combat, alongside a large number of armed civilian ships who can concentrate their gunfire on approaching targets with proper orders.

3 Lifeships
10 Bulk Transports
5 Transports
5 Light Transports
11 Mining Ships (5 Free)
2 "Planetary" Defense Guns Mk 3 (Representing the massed fire of the Civilian Fleet)

RP Example:
Questions and Suggestions:
S13

Just going to leave this here to reserve the Quarians, and make sure my starting ship numbers seemed right. I also took the assumption that the Migrant Fleet isn't just what is pictured in terms of raw ship numbers, and thus I can still use the vast logistical benefit of tens of thousands of starships (Keeping my fighters there) alongside their massed gunfire (The Defense Guns Mk. 3)

So far so good, and I suppose we can add a mechanic to the Habitation Ships that permit them the planetary defense guns to represent the amassed firepower of the rest of the fleet.

I'd like to see what they have at their disposal before I choose them or not, since as of ME1 they do have quite a few bases that Shep kicks over.

Faction: The Geth Consensus
Leader: First Voice Hegemon
Citadel Council Membership: Negatory
Diplomatic Relations: The Geth Consensus is formally at war with the Quarian Flotilla, due to the latter's desire to destroy their creations, root and stem. The Heretics are treated with wariness, due to the knowledge of how dangerous the Old Machines can be, while other races are treated with caution due to their antipathy towards synthetic life. The Geth tend to keep to themselves, for reasons of self-preservation and disinterest in the movements of the wider galaxy.
Military State of Readiness: Moderate - though the Geth have not had to deal with a military threat in over a generation, their fleets neither tire in their readiness nor stand down from their preparation to defend the Consensus. Where organic sensibilities fade and falter, the vigilance of the Geth is ceaseless.
History: Woop, canon Geth. Sitting around in the Far Rim being a boogeyman towards the galaxy, working on true synthetic elevation.

Just some clarification before I start on the app for Cerberus Nux; do 'Advanced' Training and Irregular Military apply to Elite Specialists and Spec-Ops teams, does the former apply to robotic units and does the cluster limit for starting infrastructure mean I can't start in the Terminus at all, or that I can't start with infrastructure on the capitals of Terminus factions?

Also might be a good idea to add the Nemean Abyss as a cluster to the map since, well, it's where I tend to end up hiding Cerberus, and making Cronos Station a Mobile rather than a Major station so it's slightly more survivable.

Yeah, Cerberus are still their shady selves as far as I'm aware, they just haven't jumped off the deep end into being obsessed with Reapers and trying to make other superweapons yet.

I meant to type out mobile station, but I was reading an old set up for them.

You can't start the game with infrastructure in the Terminus Factions, at the time of your application.

'Advanced' Training applies to Elite Specialists and Spec Ops. Irregular Military excludes them. I realize that Cerberus sorta needs those units to function at peak efficiency.

I should have edited it all in correctly for you.

Faction: Human Systems Alliance (or just Systems Alliance)
Leader: Prime Minister Amul Shastri
Citadel Council Membership: Technically No - Associated Status

Diplomatic Relations: The Systems Alliance maintains good relations with the the Asari Republics and the Salarian Union. The Turian Hierarchy is on cold, but warm reception, with the Systems Alliance. The memories of the First Contact War and the occupation of Shanxi still lurks about, which has negatively affected relations with the Turians. The Krogans and Quarians are not talked to often due to their rarity of a dialogue, however Krogans and Quarians do not hold any bad relations with the Systems Alliance. The events at the Traverse and the Skyllian Verge had caused high tensions between the Systems Alliance and the Batarians. Various Batarian slave raids, attacks, and border skirmishes, done on Human colonies ensures that any future talk with the Batarians will be hostile.

As for the other races/civilizations, no known stance has been made as no official dialogue has been spoken with any of the others, but that will likely change as Humanity starts to expand its reaches.

Overall, the System Alliance is at a precarious state. The approval of a Alliance Embassy on the Citadel as recognition for the fast growing power of Humanity has caused friction among the 'Citadel Races. The System Alliances has to prove itself in the following years to gain a Citadel Seat, but the Systems Alliance has an opportunity with Commander Shepard.

Military State of Readiness: The Systems Alliance’s state of military readiness is, at current, high due to recent events. The Batarians is a issue of concern for the Systems Alliance. Traverse and the Skyllian Verge are hotbeds for the many Batarians skirmishes and raids on Human worlds - causing Systems Alliance High Command to pour in military assets to protect its people and asserts.

The active military readiness of the Systems Alliance is further justified by Captain Anderson's report of Saren and his ties to the Geth to High Command, adding more paranoia of a another threat to the Systems Alliance.

History:
Before the Systems Alliance
Space, the final frontier. Humans would not begin to explore it until the late 21st century (2069). The moon would once again be used but not for a single trip, but to establish a extraterrestrial settlement in the Shackleton crater. In the next following year, private firms got into the space game and started up its own space ventures. One of the most famous examples is SpaceX, a space company that launched all the way back in May 6, 2002. In its quest for space colonization, the firm funded the Elon Expedition, which launched in March 8, 2075, to the Alpha Centauri System. The ship soon lost communications with command on Earth and was labeled as a missing. The results of the FTL-expedition was discovered in 2186 when a Asari explation team found colonists well alive on planet in the Alpha Centauri.

Fast-forwarding 34 years late (from the start date of 2069), the European Space Agency would create Lowell City in Eos Chasma on Mars. This would prove critical for the later expansions into the Sol System by the nations of Earth for the decades to follow. Again, fast-forwarding even more, 45 years more. The date is 2148 and something would change the course of humanity.

The Creation of the Systems Alliance
The date is January 25, 2148, a alone mining team drills for mineral deposits within the southern pole of Mars. What the mining team discovered would forever change the face of Humanity. A ancient alien research station was revealed, answering the question - “We are alone?”

The news quickly made way into the media, affecting every aspect of human culture, but nowhere more so than religion. Many new and bold ideas quickly gained notice. Such examples are the Interventionary Evolutionists, stating that human history was some form of alien experiment, etc, etc. The many questions left unanswered gave rise to a new political body. On May 29, 2148, Earth’s largest and most powerful nations gathered at the Headquarters of the United Nations to vote on the ratification of new draft. After much debate and talk, the creation of the Systems Alliance was official.

Then on June 10, the nations of Earth created the Systems Alliance Military.

The Discovery of Mass Effect Physics and Relays
The data cache founded in the alien research facility on Mars in January 25, 2148, had the effect of causing a global rush in trying to decipher the petabytes of data from the cache. After two years of decoding, new technology was available to Humanity and the nations of Earth discovered a mass relay orbiting the planet of Pluto. The relay would be later known as the Charon Relay. Once explorers managed to open the Charon Relay, the explorers discovered Arcturus.

From there, the Systems Alliance expand its reach to other systems, finding and opening new relays.

The First Contact War and Expansion of the Systems Alliance
The first human contact into the galactic community was meet with fire and shot - when a human fleet (named Nova Terra) tried to reactivate a dormant mass relay, which was illegal under Council Law (after the Rachni Wars), was attacked by Turians. Following the attack on the Nova Terra, the Turians launched a planetary assault on Shanxi - resulting in the occupation of the human colony.

The Turians, believing that Nova Terra was all of Humanity’s ships, only sent a few token portal fleets to guard Shanxi. Their assumption was proved wrong, when a the Second Fleet under Admiral Kastanie Drescher, expelled the Turian token fleet. This would have turned into a full-scale war between the Systems Alliance an the the Turian Hierarchy, but the Citadel Council quickly arranged a peace between the two.

Consequently, the System Alliance was now deemed to be the face of all Humanity - representing humans on the Galactic Community.

By 2165, the Systems Alliance was granted an embassy on the Citadel, gaining Association Status due to the rising prominence of humanity at the dismay of a few.

The Systems Alliance expansion into the Skyllian Verge has also brought Humanity into more conflict as the Batarian’s failure to appeal the Skyllian Verge as a “zone of Batarian interest" has caused high tensions between the two powers with various border skirmishes happening.

I don't think they found the beacon yet Tau; Saren and Sovereign also are not working together to launch an invasion of Eden Prime.

Barren. Though I should add a modifier in there if I haven't already. (Added it as I was typing this)
