A Corps itself is about 50,000-100,000 people, and let's say that the average person has 1 sibling and that we'll only arrest the immediate family. So we're already at 200,000-400,000. Then let's assume each person has about 5 friends. 450,000-900,000. And that's the low estimate.

Remember that Leroy is fully committed to tearing the Lightning Resistance out as fully and quickly as possible, and is willing to go to some heavy extremes to do that. Also, I don't think he cares who gets imprisoned despite being innocent in the process.

Government will function normally. Nothing in the government will be changed. It's only scenarios in the nation just to simulate bills and stuff. It seems as if there's a lot of misunderstandings when it comes to incidents.
