EDIT: No, no it doesn't. Only recently it allows tats due to associations with gangs (understandable), five year sentence for possessing weed, given the same harsh treatment as Speed. Tohori is slow-talking and apparently clumsy for a maid whom possess an almost constant demeanor of dopiness and a lack of feminine charm, however she is an adept artist with a good memory who can sketch out landscapes and people with ease, and she also shows some talent in electronics and telephony. Fukuzawa claims to be a high-school dropout. Her dull duties -cleaning up and delivering food- grant her a very mundane utility: easy access to all of the college and the dorms.

She has an awkward fixation with Baihesha for some unknown reason and Oshiro makes her feel uneasy. Though Tohori tries to hide it, she feels that Cyrene is her rival. Fukuzawa has a tendency to mutter to herself or wince whenever tasting Japanese coffee and cheese.

Fukuzawa is also a member of the DGSE...the Directorate-General for Exemplary Services...a housekeeping business.
