This will be a reincarnation in some ways of the NSG Senate. Right now, I am just trying to get applications to see how many nations want in. There will be two Houses: the House of Representatives and the Senate. Please state your preference in your application. We will have a proposal on rules after there are enough members to proceed on initially.

Rules of the NS Congress
1. There will be two houses: the House and the Senate
2. Once there are enough members applied in both houses to have a quorum (House 15, Senate 10), members will be assigned to committees (Armed Forces, Finance, Judiciary, Transportation and Infrastructure, Veterans' Affairs, Health, Education)
3. Bills can be introduced from the start of the NS Congressional Session, these bills will have to go to the assigned committee(s) either the member or the Speaker wants the bill to go to. Bills have to be considered by the committee, and then once approved, have to wait 24 hours before consideration by the house the bill is in.
4. Committee reference can be dispensed with if two-thirds of either house agrees to either skip a committee or put it to the floor.
5. Bills once on the floor will have 72 hours of debate, and 72 hours following that to vote.
6. Once passed, bills are sent to the other house to follow the same process.
7. Members could either be in political parties or non-partisan.
8. An Speaker of the House and a President of the Senate will be elected by the members of the houses at the start of the Congressional Session.

This is potentially controversial, except maybe don't model your new system for democracy on something that exists IRL that most of the world rejects and has been called that country's "most dangerous export".

Just saying.

Maybe think over your objectives and design a brand new way of doing things. Currently all political systems are flawed, maybe take a shot at building something better?

But this going to have no real power. Member nations won't be FORCED to compel to this body's regulations, and their NS stats won't change
