Vienna arrived early, but not too early, to open up the chambers. Formerly a disused courtroom, the place the commission would be using for their debate chambers had been repurposed into an ornate chapel. Vienna stood outside the doors fumbling with the key — it was huge — and jammed it into the keyhole. Twisting it, the door swung open.

"So it was unlocked all along..." Vienna grumbled to himself.

He looked around the dim room for a light switch before realizing he would have to light the lamps on the walls with a candle. As he was finishing up people started to arrive. Vienna greeted them briefly, then made his way to the rostrum at the front. Much more of a big chair than somewhere you could actually run a meeting from, but so be it. He shuffled through the papers in his bag for a thick book of rules, but upon opening it and seeing how small the print was, he decided to put it back. They could govern this meeting with mutual respect for one another. This was heaven, after all.

The clocked eminence of Azimuth entered the debate chambers with his usual gusto, the two great doors of the building swinging open and clanging against their opposing walls as he moved through them. Azimuth let out a small groan as he saw who sat at the front of the courtroom: A bloody mortal, in his century of occupying a place in heaven he'd come to sorely miss the mortals of Hell, each one there had their own savage secret, a horrifying crime or some crimson promise that they had made in their life time that made those mortals in particular so deliciously interesting. Even better every mortal of Hell had cripplingly low self-esteem and were willing to grovel at a moments notice, those who had been granted a place in heaven were all together far too full of themselves, most of them upon arriving in heaven had thought to themselves that they'd already done enough good in their life and that they could simply lie back and let their true colours show creating a heaven full of egotistical asses.

Yet upon seeing the mortal governing the commission a small smile crossed Azimuth's face, it was Mr Elliot; a man who had been but a knife's edge from being cast down to join the congress of the damned down below. Azimuth briefly chuckled to himself upon observing the names placed upon each seat, every single one was a politician and a mortal talk about the lord's favoured children. Looking even more closely at the names Azimuth was beginning to develop a theory that the heavenly farther had somehow managed to convince the executive committee of Hell that a few administrators should be extradited to heaven.

But that was of no matter now, seeing how he was one of the first to arrive it was probably high time that he looked at what the people he was representing actually wanted, hidden within his cloak was a black-bound tome containing the demands, requests and wishes of every Immortal being. The tome had been left to mould in a forgotten corner of the Velvet manor (Former embassy of Hell) for the past two weeks, who could blame Azimuth the latest batch Morelays 4000 BC wine had arrived and he had booked a two week holiday just for the occasion. Azimuth gave a quick gesture of acknowledgment as Vienna greeted him and moved towards his assigned chair, he pulled the tome out of his cloak and turned to the first page upon doing so the tome immediately burnt to nothing but ash, apparently some wise ass immortal had decided that it would be funny to include some forbidden knowledge in the tome that paper simply could not handle causing it to burn up.

Azimuth groaned again and shoved the ashes and cinders of his table, despite this small setback Azimuth was still fairly confident that he sorta maybe knew what the immortals of the celestial realms wanted, lord help him if he didn't. Azimuth cast his sky blue eyes upon the only other individual in the room, he'd been told numerous times that he had to learn how to properly speak with mortals and there was no time like the present.

A voice emanated from the depths of Azimuth's cloak with a distinctly lethargic tone "Mr Elliot is it? I trust that this is all a rather jarring experience for you, going form the prime minister of a spider infested nation to one of the men who determines the fate of reality itself, you know I have a question for ya, if you had exclusive control over this entire commission and no objections from any of the celestial beings how would you run the show? I assure that I won't judge you I've heard far worse then whatever your mind could concoct"

Holt had walked into the room a few seconds later, dressed well as he would have years ago if he had still been leading his country on earth. Looking around the room, he thought well enough of it. Perhaps it wasn't as grand as he had expected, but it was something that was worthy enough to be called a debate chamber. Arriving at his designated seat, he examined the furniture that he would be sitting on as his time as Commissioner. It was quite modest, made of wood. Quite contrary to the typical vision that a normal person had of heaven with everything made of gold.

Sitting down, Holt examined the two other beings in the room. Azimuth and Vienna Elliot. He was familiar with Elliot, and had a somewhat high opinion of him. Sure he had served in the Labor party, but these things didn't matter in Heaven anymore. Azimuth on the other hand, he had only heard about and never took good care to find out who this immortal truly was. He waited eagerly for the other commissioners to enter as Azimuth and Vienna were discussing their own topics.

The statesman entered the chapel. He had been here hundreds of times before, acting as a lawyer for the souls that were being judged. Most of his cases had been successful.

He was the fourth one to enter the room, walking past the chairman of the committee, who was in a conversation with some celestial being. He also noticed another human sitting at a table. He sat down on the opposite aisle of the other human, and waited for the meeting to begin.

Aleksandr was the 4th person who entered the capel, and sat away from them. He wondered how they would think of him, considering the fact that he was sitting with people who had been doing this for centuries, while he has only been doing this for a measly 20 years.

He waved at Vienna, then sat down his old coffee cup. He had had this one since he was a member of the Politburo. It was white, with a crack on the bottom, and in faded marker, "For Alexandr" on the side.

In fact, he actually had all of the stuff on him that he did when he opened up that package. His pocket watch (which doesn't work), and a letter opener. But that wasn't important.

Vienna did his best to appear warm toward Azimuth, though the notorious ambassador certainly had a chilling effect to him. Perhaps it was that Vienna was usually the one doing the chilling that was off-putting, but he was relieved to find that Azimuth's voice, while hinted with a few billion years of experience, was not the booming roar he had expected from the fallen angel.

He thought a moment about Azimuth's question, then grinned. "If I were God, do you mean? I think — don't quote me, — but that's almost, but not quite, the very opposite of—"

Holt's distinctive voice cut him off. Vienna, admittedly a little relieved to see another human, gave a deep nod to the former prime minister of his country. While the two had never known each other in life, they had become friends after death. Seeing the distinguished leader, a man twice his age, had always humbled Vienna, in a way seeing leaders he personally deposed on earth did not.

"Anyway, to answer your question," he said, turning back to Azimuth, "I should say as much that I hope our little commission can produce a constitution for the ages. There's been talk of ruling without one — nonsense. We need a robust basic law, one with an efficient secret: an unbridled executive, designed to rule quietly and quickly." He glanced at the newcomers entering in. "But that's none of my business, what the constitution does. I'm just going to make sure we don't leave this place without one."

Mark had just entered the chamber, which was decorated fantastically and looked amazing. And it better have, as he was going to spend quite a bit of his afterlife in this chamber. He had been dead for about a year now after being run over by a car while contemplating a run for president. So now he had to settle for the next best thing, overseer of heaven and ruler of nature.

While Mark was admiring the room, he had seen Vienna talking with some mysterious figure. Most likely a member of the convention that he hadn’t heard of before he got out there. He had also noticed a couple of other people in the room, including people who had clearly been ages older then himself.

Mark sighed for a second and looked down at a photo of his family. Ever since his death, his wife had launched a campaign for Governor of Indiana, and his kids were doing amazing, if only he could ever see them again.

Mark then proceeded to put the photo away, and walked up to Vienna. “Good morning, Mr. Chairman. It is an honor to finally meet you in person. I’m hoping we can work together and be able to run nature itself into success.” He then proceeded to shake his hand and then waited for a response from the Chairman.

Mr. Bush enters the chamber late, as usual. He greets Mr. Holt and Mr. Johnson and strides right over the the Chairman. "Hello, Mr. Chairman. It is my every honor to meet you. Please, forgive me for being late. I was when on earth and I still am. Mr. Bush rushes to the restroom, where he remains until the Chairman calls "Where's Bushy?". He then goes back into the chamber, and starts to read a book.

He is in his own little heaven reading the book, and dreaming of a little boy telling him "I love you daddy". He sudennley realizes he fell asleep, and wakes up to an empty room.

Vienna greeted Mark, finishing up his conversations with everyone, and then surveyed the chamber. Though he wasn't sure how many were supposed to be on the commission, this seemed sizable enough.

"Alright, everyone, we might as well get to work. I'll let you know, I'm not much of a stickler for hard-and-fast rules. We'll stick to a few basic concepts — let's not talk over each other, and majority rule will carry the day — but beyond that, I'd love to hear what everyone's been thinking. We're drafting a constitution, here, so the question we're dealing with is what, exactly, this, uh, divine government, I suppose, should look like."

Jeffrey L. Okelson had arrived an hour early to the meeting, before everyone else, ten pounds of documents pressed against his chest. The security had informally unlocked the door for him, and he forgot to lock it back up. The folder he carried was full of grievances, requests, and general ideas of governmental construction, some requested by the Mormon church but most of them his own doing. He'd parsed through them, ensuring that each of them was the final draft of the respective set. His piece de resistance, his flagship program, was going to floor the, um, well, floor.

He held the beaut in his hands, touching the pages in specific spots so as not to get too much oil on it. He peered at the header: "Act for the Installation of the Office of Lucidity in Invention:" the AIOLI bill. He squinted. Wait a second. This was draft 0.3.6, not 0.3.7! He'd worked on it last night and forgot to print it and replace the old document. Well, it was only a few grammatical errors... no! This was heaven! Everything has to be perfect! He got up, papers and all, and returned to his house to print out the new copy.


Okelson returned late as a result, barely missing the commencement. He clutched a folder with one hand and raised his other. "Um, excuse me, yes," he loudly mumbled as he scooted his way to his seat. His voice was louder and clearer and no more appealing. "I would like to present my first legislation for the morning, the Act for the Installation of the Office of Lucidity in Invention." Shoot, he didn't have copies to pass around. Whatever, wing it. "This bill would establish a group that would post reasons for why the majority voted for new miracles, as well as which departments would be responsible for questions about which spiritual events. I know there are aspects behind parting the waters, for example, that we'd rather not have the public know, but I feel like this would be a good assurance that we're here and that we're here to help."
I use my NationStates stats, because a population of billions/trillions and an economy of hundreds of trillions is totally viable, trust me.
But seriously, aside from the population and GDP, just assume that my NS stats are roughly accurate.

Sven the Sacrificer felt a bit out of place. God works in mysterious ways, it was said, and Sven was starting to believe it. He was the only pagan present, the only one with a beard and long hair, and the only one who hadn't been alive during the 20th century. In fact, the only thing that wasn't unique about him was that he was a white guy, which everyone except Azimuth was, though Sven wasn't entirely sure what was hiding behind those red robes...

Nevertheless, he had chosen the seat next to Azimuth, mostly because he seemed much cooler than the others. Partially due to him being a demon, and partially because they had similar tastes when it came to fashion (Sven wore what you can expect from a viking: tunic, mantle, hammer necklace, etc., sort of like a character in Game of Thrones, a show which he by the way was quite fond of).

He had expected that he would get along well with Xebec Tremont and Azimuth, but he didn't knew much about the others and their view of things. However, that Okelson fellow seemed to be on to something.

"I agree, we should do that", Sven said to him. "Public insight is always good, or at least most of the time it is. Besides, now that God isn't God anymore, I think the system needs a bit of a democratic overhaul." He was now addressing all the commissioners around the table.

"Become more like an elective monarchy. Well, that's what I'm used to calling it, but from what I understand, you have similar systems in your societies too, right?" Sven glanced at Bush as he spoke the last sentence, but seeing as the former president was lost in his own world, he quickly looked away.

"Anyway, my point is that I agree with Jeffrey on this", he finished.

"And also we should create dragons again", he then added.
