Minister of War and Military Affairs General Zhivenkov Korney Gennadiyevich
Port of Karnopol, Liva.
Arengin Union.
"Come on people, we should've been out of here hours ago!" The loud chants of Captain Andre Bobkov rang throughout the Port as he rushed through the main docks of the city of Karnopol. One of the busiest trading cities in Arengin the port was busy with shipments of military equipment heading to Nihon, crates of Humanitarian aid heading to Indianum, and cargo ships carrying loads of raw metals, diamond, coal, and other consumer goods to exchange with the Eastern world. It was raining, it was an unexpectedly tough rain and there was certain air of mystery and grim through the port.
Captain Bobkov kept rushing his men to finish carrying up boxes of ammunition onto the ship named The Veselko, he was a man of 50, veteran of the navy and experience sea faring captain. Since the last war's end he had retired to a life of trading consumer goods and the offshoot military gear headed to exotic places he knew little about. The last shipments of explosives and munitions was aboard now after several hours, and it was due time for departure.
"Alright everyone, we have a big trek ahead of us!" The captain said as he walked up the catwalk to the ship, accompanied by his first mate Artur. It would indeed be a long voyage, three ships carrying weapons of war heading to the far off Empire of Nihon, quite the hassle but the Arenginian government payed well for these private cargo shipments in order to maintain a level of discretion.
The two men were then stopped by a voice speaking through the rain. "I believe you've forgotten something Captain!" The voiced caused both men to turn and face several well dressed men accompanied by a single officer of the Arenginian military holding a notepad.
"What's the meaning of this Major?" Bobkov asked with little amusement.
"The Ministry requires at least one element of the Arenginian military to accompany you. For security concerns," The man in the military uniform said as he then took out a document, a fellow soldier covered him with an umbrella as he handed it to the captain, "Im sure you understand captain."
Bobkov didn't exactly had a friendly face as he inspected the document, it was an official Ministry of War sanction signed by the King himself. The Captain scoffed as he put the document into his jacket.
"Get in then..." He muttured begrudgingly.
"Your understanding is gladly appreciated, shall we then gentlemen!" The officer motioned his escorts to follow him up to the ship.

St. Osloverg, Arengin.
"No, thank you, sir. I'm afraid that must get straight to the point. I am here to offer to your government a treaty of non-aggression with a simple request: that the Union agree to not interfere in any future war between Manticore and Nihon. In exchange, the Empire will not interfere in Arenginian aims in Indianum. Now I fully understand that there is a great deal of animosity and distrust but it is my hope that this agreement can be the first step towards reconciliation and, perhaps, friendship."
Dotskoy let out a small chuckle as he took a sip of his drink, resting himself further into his seat he looked at McDonald with interest. "Well, this is a truly tempting offer Ambassador. May I ask, under what other pretenses are you offering this pact? Have you any sort of ambitions in Indanium? have your Empress wish to invade and lay waste to Nihon?"
