Brief Explanation of Government:
The Austrian Empire is a constitutional unitary, hereditary monarchy under the House of Habsburg-Lorraine. The monarch, currently, Franz Joseph I of Habsburg-Lorraine who rules as Emperor of Austria, King of Bavaria, and so on, continues to have extensive powers, but his prerogatives are limited by the Constitution of the Austrian Empire (die Verfassung des Kaisertums Österreich), commonly known as the Kremser Constitution(die Kremser Verfassung) or the 1848 Compromise (der 1848 Ausgleich), that was adopted as an agreement between the conservative-reactionary elements and the moderate liberate revolutionaries. The Constitution is kind of a mixed bag, combining elements from both sides in an attempt to be moderate. The legitimacy of the monarch is bound to the principle of popular sovereignty, exercised through the people's elected representatives, and the constitutions enshrines the rule of law and a limited separation of powers in the state. The Constitution proclaims Austria as a unitary national state, within the German Confederation.
The position of the Emperor (der Kaiser) is a hereditary office, perpetually belonging to the House of Habsburg-Lorraine. The Emperor is the heart of the nation and the main power in the country, and his person is inviolable. He holds the main executive powers, delegating them to a Conference of Ministers (die Ministerkonferenz), formed by various ministers, and led by the Minister-President of the Austrian Empire (der Ministerpräsident des Kaisertums Österreich). The Emperor names and dismisses the ministers and the Minister-President - who also have to be confirmed by a vote in the Council. The Emperor sanctions and promulgates laws, names and confirms men to all public functions, is the head of the army, signs treaties and conventions with foreign countries, has the right to grant political amnesty, to pardon criminals or reduce their sentences, and coin money. At the same time, he opens and closed sessions of the Council, which he could convoke in emergency session if needed.
The bulk of the legislative powers belongs to the Imperial Council (Reichsrat). Its legislative powers are directly derived from the power of the Emperor, who can dissolve it at a moment's notice with the proper justification - however, with the obligation of calling for new elections at the earliest possible date. The upper house is called the House of Lords (Herrenhaus), and its members are appointed by the Emperor. Membership of the House of Lords is made up of the appointed Archdukes of the ruling House of Habsburg-Lorraine, the Austrian archbishops and bishops of princely rank, the heads of the wealthy and landed noble dynasties entitled by the Emperor, and Austrian citizens appointed for life by the emperor for their services to the state or church, science or art.
The House of Deputies (Abgeordnetenhaus) on the other hand, is elected, but the elections are done through a rather complicated system, the system of "curiae". The deputies are elected by the diets of the circles, and The diets themselves are elected by four curiae. The curiae are essentially assemblies of certain social classes. There is one curia for the landowning class, one curia for the towns and cities, one curia for the chambers of commerce, and one curia for rural communities. Each curia elects a number of deputies to the diets, which in turn elect deputies to the Imperial Council. To be part of the curia of the cities and the curia of the rural communities, a man had to pay at least ten guilders in tax, as such, voting rights are limited to those who can pay it - although the Emperor can offer the right to be part of the curia to any person he wants.
The chambers debate and propose bills, however the Emperor can propose bills of his own. To become law, bills have to be passed by both houses, signed by the government minister responsible, and then granted imperial assent by the Emperor. As such, both the Crown and the Imperial Council have to come to an agreement in order to pass laws, but the Constitution does not contain any specifics about what has to be done if an agreement fails to be reached and a constitutional crisis is triggered - although this hasn't happen so far. After having been passed, laws are published in the Imperial Gazette of the Laws (Reichsgesetzblatt).
The judiciary of Austria is organized as a hierarchical system of courts, with the highest authority resting in the hands of the Highest Judicial Office (German: Oberste Justizstelle), was founded by Maria Theresa in 1749, and it has jurisdiction over all the lands of the Austrian Empire.
From an administrative standpoint.. it's complicated. The Austrian Empire is divided between multiple Crownlands (Kronländer), united through the person of the Emperor and the constitution. These Crownlands tend to follow the historical borders of the Habsburg Hereditary Lands (the Archduchy of Austria, the Kingdom of Bavaria, and so on). These Crownlands are further divided into historical principalities, duchies, and counties, led by other nobles who are all vassals of the Emperor. Practically, however, this division is only retained for historical and symbolical purposes. Most administrative power has been transferred to the Imperial Circles (Reichskreise), which act as administrative and military provinces. Each Circle is administered by a Circle Diet (Kreistag), led by a Representative (Vertreter), as well as a Circle Colonel (Kreisobrist), which, despite the name, is not a military office, but is a representative of the Emperor, responsible for the administration of national affairs at a circle level.

Relations Now, describing the relations of Austria is going to be pretty difficult. The diplomatic prowess of the Austrians is known and envied throughout Europe, and the Austrians have been mostly following a pragmatic stance in foreign policies in order to achieve their varied goals. For the first few decades after the fall of Napoleon, the diplomacy of Austria was led by Prince Metternich, who created the so called Concert of Europe, or the Vienna System. In order to maintain the conservative regimes of the European nations in power, to oppose revolutionary movements, to weaken the forces of nationalism, and to uphold the balance of power, Austria became a founding member of the Holy Alliance (Heilige Allianz), an alliance created by Austria, Brandenburg, Hungary and the Commonwealth in order to restrain liberalism and secularism in Europe. In theory, it was created in order to ensure the survival of their absolute monarchies. In the case of internal threats, any of its members could call upon the others for help, a fail-safe against any liberal revolutions or revolts. The alliance however failed to achieve its goals during the 1848 Revolutions. The Habsburg Monarchy had to compromise with the moderate liberals and to agree to a constitution in order to defeat the revolutionaries, and while most of the revolutions throughout Europe were suppressed, 1848 marked the end of the Vienna System and of the age of absolutism. It also marked a sharp shift in Austria's diplomatic policies. The Holy Alliance, while still active in theory, is only worth as much as a piece of paper right now, with Austria and Brandenburg focused on the German realm and with Hungary and the Commonwealth focused on their own internal issues, with none of the member states willing to intervene in the affairs of others. Regardless of the Holy Alliance existing or ending however, Austria is also a founding member of the German Confederation (Deutscher Bund), a political, military, and economical association of the German states in Central Europe. Created in order to replace the Holy Roman Empire, its purpose is to maintain peace between the German states, to improve their economies, and to keep them united against any foreign threats. From a strictly economical point of view, the member states of the Confederation are also members of the German Customs Union (Zollverein), which has enormously helped the economy and the trade of its member states. The main objectives of the Austrian foreign policy are all related to protecting the German space in one way or another, like placating the French threat, reducing French influence in Italy, and further strengthening Austrian influence inside of the Confederation, and so on. However, the situation is a little bit more complicated than how it seems to be. In order to properly explain it, I will take the relations of Austria with other states one by one.
  • Bohemia - is an interesting situation. While some members of the House of Habsburg might still view the crown of Bohemia with envy, there are no forces inside of Austria right now that would wish to take over Bohemia or to directly annex it as part of a German idea. While Austria could still be trying to limit Bohemia's influence into German affairs on a political level, Austrian policies have started to favor Bohemia more and more, as the relations between the two nations have been improved by the actions of Austrian Minister-President, Kolowrat-Liebsteinsky, who has Bohemian origins. As such, Austria is starting to view Bohemia with a more friendly eye, and ideas have been proposed about friendly agreements that would allow Bohemia to maintain its unique flavor in this realm of continued German integration.
  • Brandenburg - Austrian relations with it are perhaps the most complicated. The two nations are old and bitter rivals, as they are the most important contenders for the position of the leading power of the German states. Austria, considering its position justified by the former position of most of its monarchs as Holy Roman Emperors, has always tried to keep Brandenburg away from expanding its influence into the rest of Germany. In the German question, the two states have distinctly opposing views, as Austria supports the idea of a union of all German-speaking peoples in one nation, led by Vienna and the House of Habsburg. However, the two states also have certain common interests. They both agree on certain matters that involve the German region as a whole, that being, that the Germans should work together against their enemies, a cooperation that is critical for the survival of the German states. The two nations are also formally allied as part of the Holy Alliance and the German Confederation, and have helped each other in their fight against the radical 1848 revolutionaries, which has helped foster a certain respect in both nations. Recently, their relations have started to somewhat improve, in that they both support measures that would strengthen the German Confederation without leading to a direct union, and this has led to a third German idea being developed, one that would create a strong Germany without a direct unification, with both Austria and Brandenburg as its leaders.
  • Britain -The two nations share a certain caution when it comes to France, and used to be military allies in the past, during the War of the Austrian Succession and during the Napoleonic Wars. France's recent imperial rise has once again pushed the two powers closer together, and the Habsburg Monarchy is trying to improve its relations with the British Crown.
  • Commonwealth - Austrian relations with the Commonwealth are actually pretty good. As of right now, the two nations do not have any conflicting claims- even if there is a certain level of precaution because of the Commonwealth unknown stance on the issue of German unification. The two nations are theoretically allied as part of the Holy Alliance, but the Holy Alliance itself is nothing more than a formality now, weakened by decades of neglect and its failures to prevent the 1848 Revolutions. Austria is trying to maintain friendly relations with the realms that form the Commonwealth, and is selling military equipment to the Grand Duchy of Lithuania.
  • France - Austrian-French relations are tense and somewhat hostile, even if there have been attempts to implement policies of detente. Starting from a history of conflicts between the two nations, the French Revolutionary Wars and the Napoleonic Wars only made the Austrian hate of the French people even stronger, strengthening feelings of German nationalism and of Francophobia among the Austrian people. France is considered to be a major rival of Austria and of the German space as a whole, and Austria, like other German states, considers that the Congress of Vienna has not punished France enough for all the horrors that it had caused during the Wars. As such, Austria has been trying to steer the foreign policy of the German Confederation as a whole towards a strictly anti-French position. The situation of Elsaß-Lothringen/Alsace-Lorraine is also a big thorn in the relations between the two nations. That territory is contested between the Germans and the French, and it was given to the Habsburgs after the Congress in the virtue of their blood claim over it. France might want the territory back, and so far Austria has considered that keeping control over it is essential to its position and influence among the German states, but with the evolution of internal policies in the German Confederation, certain factors of influence in Vienna have started to think about a possible diplomatic solution to this issue.
  • Hungary - Austrian relations with the Hungarians are complicated. The two states have mostly maintained a historical friendship, ever since the end of Hungarian claims over the Archduchy of Austria and the Holy Roman Crown so long ago, and Austria has helped Hungary in its conflicts against the Ottomans. Their friendly relations eventually led to Hungary's inclusion into the Holy Alliance, but Hungary's inaction and internal problems during the 1848 Revolutions have strained those relations a little, combined with a certain weariness that Austria has towards the Commonwealth's influence in the Lands of the Crown of Saint Stephen.
  • Venice Austria has really good relations with Venice, and wields a certain amount of influence in the Venetian government, ensuring that Venice is part of Austria's sphere of influence and a friend of the Habsburg Crown. Austria entered the Italian Revolutionary War in order to protect its Venetian ally, saving it from Garibaldi's Milanese hordes and ensuring that Venice received territory as compensation during the peace treaty. The two nations are military allies and cooperate in terms of economy and trade, while Austria continues to guarantee Venice's independence and territorial integrity.

Brief Description of your people: The Austrians (German: Österreicher), are a Germanic people, native to the region of Austria, which share a common culture, descent, and history. The Austrians are regarded as ethnic Germans, and they do consider themselves to be Germans. Austria is still very much a part of the German area, through their membership in the German Confederation, and through their close involvement in the politics of the German region. As such, Austrians have not yet fully developed a national identity. Their identity is closely connected to their larger German identity, and to the Habsburg Dynasty which has ruled Austria for centuries. The Austrians are the dominant population of the empire, Austria however also has several other German groups inside of its empire, like the Bavarians ([German:Bayern), Lorrainers (Lothringer), and so on. That is why Austria has been a huge supporter of the idea of a unified German identity. This idea proclaims the existence of the Germans (German: Deutsche) are a Germanic ethnic group with a common identity, ancestry, culture and history. The Habsburg Monarchy as such claims that the various groups that would be a part of this greater identity, like the Austrians and the Bavarian, are just regional, ethnographic groups - that the common German identity is superior, and that all the Germans should and will be unified in the same national state. With the rise of German nationalism, this idea has become more and more popular, and the efforts of the Austrian authorities to strengthen it in the lands under their control has been successful so far.
The Slovenes (Slovene: Slovenci, German: Slowenen) have the majority in the region of Carniola, and while German is promoted, they do enjoy a certain degree of autonomy and freedom, and combined with the general favorable policy that Vienna has towards them, this has given birth to a sincere feeling of loyalty among many of the Slovenes. Italians and Croats inhabit other small territories of the Empire, but they are mostly insignificant in numbers. Elsaß-Lothringen is a special situation, with its common Germanic and French ancestry Through extensive efforts, Austria has managed to gain the loyalty of most of the Germans in the region, who view the Austrians as their liberators. But the French population in the region has been oppressed and policies of Germanization have been strictly enforced, like the promotion of the German languages and a ban on the usage of French in administration and education, colonization with German natives, and so on.

Army:
The Austrian Imperial Army (Kaiserliche Österreichische Armee) is the main armed force of the Austrian Empire, directly under the command of the Austrian Emperor, formed by 178.748 men throughout the Empire. It was formed by the remains of the Holy Roman Army loyal to the Austrian Emperor during the Napoleonic Wars. It is a professional army, and while it can not match the same level of discipline and excellence of the Royal Army of Brandenburg, as an example, it is still a force to be reckoned with. Reforms ever since 1840 and an active interest of the Empire in its armed forces has led to the Army becoming a lot more competent, better organized and trained in the period ever since the Napoleonic Wars. The embarrassing defeats during those conflicts and the rising power of Brandenburg's army led to the so called "Grand Reform", successive series of reforms and reorganizations of the imperial military, the most effective of which was that led by Field Marshal Radetzky. The reforms proved their worth during the bloody year of 1848, where the Imperial Army led by Feldmarschall Radetzky crushed the Italian revolutionaries with the help of France and the Papal State, and then put an end to the popular insurrections in Germany, earning a lot of experience during these conflicts. The rising threat of France continued to emphasize the importance of a strong military, with the army finally shedding many of the last remains of its feudal organization under the leadership of Generalstabschef Franz Freiherr von John and Feldzugmeister Ludwig von Benedek. The officer corps still favors those of noble descent, and the recent reorganization of the military conscription, while a huge step ahead of the previous, messy rules, is still far from perfect. The Imperial Austrian General Staff (Kaiserlicher Österreichischer Generalstab) commands an impressive force, but one that is still perhaps inferior to that of its enemies, meaning that every singe detail will matter in the years to come.
The core of the army is formed by the Imperial Common Army (Kaiserliche Gemeinsame Armee), the regular army, conscripted from all the lands of the Habsburg Crown. Well organized, and well trained, the Common Army uses a system of conscription that exempts the nobility and very rich citizens. Upon coming of age, each Austrian male citizen that does not qualify to be exempted from military service is conscripted and has to serve one year in the Common Army. The Common Army tries to foster the sense of unity between the various lands of the Habsburg Crown, and as such, recruits are generally trained and serve in different regions from where they originate. The use of their regional dialects is frowned upon, and Austrian German is used as the standard language of the military. While in the Common Army, the soldiers benefit from the best training, and the best equipment - all forces of the Gemeinsame Armee are armed with the M1854 Werndl–Holub single-shot breechloading rifle. The best soldiers are usually retained in the main army, while the others are moved for another year in the Imperial Landwehr (Kaiserliche Landwehr). The Landewehr is a regular army force but mainly acts as a territorial army, tasked in time of war to support the Army and to defend the homeland; in peacetime, and by exception, also to maintain law and order and security of the homeland. As such, the Landewehr is divided into regional territorial armies, like the Austrian Landwehr and the Bavarian Landwehr. Service in the Landswehr generally lasts from age 21 up to 32, and after two years of active service, the soldier is moved into the reserve. The Landwehr is generally more poorly armed than the Common Army - while the Werndl–Holub rifle is being introduced, most of the Landwehr currently uses the Wänzl rifle was a breechloading conversion of the earlier Lorenz rifle.
These forces are supplemented by a group known as the Imperial Guard (German: die Kaiserliche Garde), that has as its main purpose the protection of Vienna and of the Emperor, formed by elite regiments with ceremonial names like the Arcièren-Leibgarde (Lifeguard of Halberdiers),the Trabanten Leibgarde (Guard of the Gentlemen at Arms), the Leibgarde-Infantrerie-Kompanie (Guard Infantry Company) and the Leibgarde-Reiter-Eskedron (Bodyguard Mounted Squadron).
The final part of the army is comprised of the militia force. If absolutely necessary, the Austrian Empire will call upon the Landsturm, a reserve force formed of men aged 34 to 55. It is intended to provide replacements for the front line units and a militia for local defense. From among them, the best units are those of the Border Guards, the so called Grenz infantry (Grenzers), specially recruited in the border areas of the Empire with the purpose of defending them until the main forces arrive at the front. They are different from the regular militia in that they are called once a year for special training in their specific regions, and are generally armed as well as possible, trying to continue the legacy of their predecessors. In times of war, they have to take advantage of their better knowledge of the terrain and surroundings to delay the enemy, and will often man the defenses and forts. The militia forces are generally armed with leftovers from the army, with the M.1844 Lorenz rifled musket as their main weapon.

Navy: The Imperial Austrian War Navy (German: Kaiserliche Österreichische Kriegsmarine) is the naval force of the Austrian Empire. It's.. well, not much, as the navy has never been a major focus of Austria. The Navy has remained relatively unknown to the Austrian population, and the general feeling is that the Navy is expensive and unnecessary. Currently, the Navy is divided into two. The River Fleet (German: Flussflotte), also unofficially known as the Danube Fleet (German: Donauflotte), and the Adriatic Fleet (German: Adriatische Flotte). The former is basically force built out of small ships used to navigate on rivers, with its strongest force existing on the Danube River, in order to defend the Austrian part of it, and especially the capital of Vienna. As such, the Austrian Empire has a relatively strong but still obviously small fleet of river monitors at its disposal. The Adriatic forces on the other hand mainly exist as a coastal defense force, mainly existing in order to protect the Austrian Adriatic coast against enemies like Venice. While the naval force itself is relatively small, Austria can boast with a pretty strong line of coastal forts, mainly concentrated around the port of Triest.

Brief Description of your Economy: Due to its size and history, the Austrian Empire has developed a strong economy in its region, with a strong agriculture and a powerful industry, that can't match the output and development of the great industrial powers of the world, but is pretty good for its size. Ever since joining the Zollverein, Austria has greatly developed its trade with the other German states, and its largest cities, like Vienna, Munich, Köln, Bonn, Oldenburg, Graz and Linz have become important urban areas, centers of economy, trade, and culture.

Normal early Austrian history. Established as the Marchia orientalis (March of the East) or 'Margraviate of Austria' in 976, ruled by the House of Babenberg. The march was then elevated to the rank of a duchy. After the extinction of the House of Babenberg and a brief interregnum, Austria came under the rule of the German king Rudolf I of Habsburg. In the 15th and early 16th centuries, the Habsburgs expanded their territories through marriage and diplomacy, taking control over Spain, the Netherlands, and parts of Italy. This brought the Habsburgs into conflict with Bourbon France, and the conflicts between them were important in shaping the history of Western and Central Europe. The Edict of Worms then divided the dynasty, as Charles V gave the hereditary Austrian lands to his brother, Ferdinand I. A central administration was properly created in Austria for the first time, and this is where the modern Austria was born. Ferdinand I probably never inherited Hungary, with it never being crushed by the Ottomans, but he still inherited Bohemia, which became a core part of the Habsburg Monarchy. Even without inheriting Hungary, Austria probably took part in the various anti-Ottoman wars by supporting Hungary and other Christian states in their struggle.
The Reformation started to spread in the 16th century, and thepolicy of recatholicisation or Catholic Renewal (Rekatholisierung) of the Habsburg Holy Roman Emperors was a major factor which led to the beginning of the Thirty Years War, which eventually ended with a defeat for the Habsburgs, pressured by the the anti-Habsburg coalition. This reduced their authority to the Austrian and Bohemian lands directly under their control, weakening the position of the Holy Roman Emperor.

The extinction of the Iberian line of the Habsburgs led to the War of Iberian Succession, through which Austria gained control of the Spanish Netherlands and of Lombardy, limiting the influence of France. 1713 was marked by the Pragmatic Sanction, an attempt to solidify the hereditary Habsburg control over those territories, and to ensure the legitimacy of Maria Theresa's succession to the throne. But when she finally ascended to the throne, Austria was perceived as being weakened, leading to the War of Austrian succession. The Austrians were defeated in Silesia by the Saxons, and Charles Albert, Prince-Elector of Bavaria, marched his armies into Bohemia. Maria Theresa and her husband Francis contested these claims, and in the ensuing conflict, the Austrian forces tried to recover both Bohemia and Silesia. While they failed there and in Central Germany, allowing the forces of Charles Albert to take Frankfurt and to be crowned as the Holy Roman Emperor, they managed to conquer Bavaria, finally accomplishing an old Habsburg dream. A new military push resulted in the Austrians managing to push the enemy forces from Central Germany, and Charles Albert was forced to return to Bohemia, where he died, being succeeded by his son Maximilian, but not before the Austrians were able to recover Silesia. Victory seemed to be near..

Maximilian's attempts to take Frankfurt and to be crowned Holy Roman Emperor failed, as the other electors bestowed that title on Francis of Lorraine. Silesia was however lost to the Bohemian forces, and all Austrian attempts to recover the region of Bohemia were in vain.The Treaty of Aix-la-Chappelle was finally signed in 1748. Austria gained Bavaria, which was incorporated into the Habsburg Monarchy, but it lost Silesia and Bohemia. The next period marked a series of massive military reforms in Austria, and the death of Maximilian without an heir in 1777 triggered the War of the Bohemian Succession, with Joseph II proclaiming his claim to the Bohemian throne, facing the closest living relative of Maximilian, Charles Theodore, who was supported by the Saxons. The first part of the war was fairly indecisive, before the Austrians finally started to gain the upper hand. The Austrian diplomacy managed to attract the Commonwealth, and the threat of its entrance on the Austrian side was enough to bring the war to an end. Through the Treaty of Prague, Charles Theodore became the King of Bohemia, but his heir was going to be chosen by Joseph, who obviously chose himself as the heir. His death however brought Leopold II to the throne. While Leopold desired the Bohemian throne, he was a lot more willing to back down in front of foreign opposition, and as such, he chose his second son, Ferdinand, as the heir of the Bohemian royal title. Bohemia was brought under Austrian influence, and everything seemed to be alright.

But the French Revolution brought Austria into a direct conflict with the young French Republic. Under Francis II, Austria lost the War of the First Coalition, and the War of the Second Coalition, losing many territories, and with Austrian defeats in the War of the Third Coalition, the very survival of the Habsburg Monarchy seemed to be at stake. With Napoleon's reorganization of the Holy Roman Empire, Austria lost Bohemia and the Holy Roman imperial title. Francis II proclaimed the creation of the Austrian Empire in August 1804, with the Holy Roman Empire of the German Nation finally ceasing to exist in 1805. Austria then took part in the War of the Fifth Coalition in 1809, which ended in another defeat, but the disaster of Napoleon's expedition against the Commonwealth sparked the creation of the Sixth Coalition, which finally brought down the French Emperor. Despite the 100 Days, the victory of the Coalition was confirmed at Waterloo. The Congress of Vienna marked the beginning of the Concert of Europe, the creation of the German Confederation, and much more. But all the efforts of Metternich, the Holy Alliance, the strengthening of the Austrian military, failed in the face of the wave of revolutions that drowned Europe in 1848. Metternich was forced to abdicate by the revolutionaries in Vienna, revolutionaries in Frankfurt created an assembly that claimed to speak for all Germans, the House of Habsburg-Este lost power in Milan and Italian revolutionaries started a campaign of unification, and Emperor Ferdinand had to leave Vienna.. all hope seemed to be lost. But Archduke Franz Karl and Count Kolowrat took power in Vienna and convinced Ferdinand to abdicate in favor of his nephew, Franz Joseph. The new government negotiated with the moderates, while in Italy, Field Marshal Radetzky led the Austrian forces in a victorious campaign to help the French and the Papal forces, defeating the revolutionaries of Garibaldi and restoring order to the peninsula. In Austria proper, a constitutional compromise was reached, and the troops of Alfred, Prince of Windisch-Grätz crushed the extremists, saving Vienna. The revolutionaries in the rest of Germany lost too, and peace was restored, with the blood of many fallen.
Two decades have passed, and the power of Austria has been increasing, but so has the threat of the new, imperial France to the west, with Alsace-Lorraine being in Austrian hands and competing interests in Italy guaranteeing tensions. Hungary and the Commonwealth, old allies of the Habsburg Crown, both seem to be weakened internally, and only God knows what will happen if they collapse. While inside of the German Confederation, Austria is playing a complicated game that aims to strengthen its own influence and strengthen the Confederation as a whole, without upsetting other centers of power. But no one knows what the future holds

The Monarch has supreme Executive and Legislative Powers, but secondary Judicial Powers, with the High Chancellor of Justice passing him. Members of the High Presidium are selected by the Parliament and serve for life. Local governments are created via charters and remain subservient to any national authority, the local government consists of the Province and its counties. Provinces had a Governor who represents the Emperor and is selected by the Emperor, other than that, they are copies of the federal government. Descended form the line of Arrazola, the colonial rulers of Mexico and later the imperial family, Lorenzo originally had intentions to become a lawyer, but following the death of his older brother he became the heir and after finishing up his law degree at the University of Buenavista (Mexico's equivalent of Harvard), he returned to the palace where he began to learn about the workings of the government. In 1853 his father died of measles, thus the 41 year old Lorenzo took his place as Emperor, he had married twice but both times his wife died early into the marriage thus he has yet to have an heir.

Born in Mexico, Antonio Lopez grew up in the life of a lowly colonial family part of the elite criollo racial group. When he was 17 he joined the army and his father bought him a commission, he quickly rose the ranks as one of the most prominent and best Mexican military commanders. The Mexican commanders around him tended to be incompetent nobility and he quickly grew a distaste for the traditional ways of life. Antonio was given control of the Southern Army and put down several rebellions in the costa rican region. It was here where he pioneered the Jaguar tactics, designed to fight Guerrilla forces it divides the attack force in to a set of smaller groups and then they move in a coordinated fashion as a set of hard points for the enemy, once positions of the enemy force are discovered the hardpoints will move to encircle the area and take it out. He became famous for having an eye for sharpshooters and was hardened by his time in the jungle. Due to his popularity and skill he was eventually promoted to the head of the military by Lorenzo Arrazola's father. He removed the purchasable commission system instead requiring commanders to go to military academy to receive a commission. After his numerous army reforms he requested to retire and was made ambassador to Colombia, when Lorenzo took power in 1853, he requested Santa Anna be made his Chancellor.

Originally descended from Spanish explorers Spanish families began to mix in with the Amerindians and create the race that became known as a Mestizo. Army: A total of 72,000 troops are in the Army on active duty, with another 200,000 in reserves. The army has 3 different major unit types, these include Infantry, Cavalry, and Artillery. Around 52,000 of these troops on active duty are infantry. Of the remaining troops 15,000 are Cavalry and the other 5,000 are Artillerymen. The army has been dividing into corps of 10,000. There are a total of 7 Corps at current, with capability to create 20 more corps if all reserves are called in. Each corps is lead by a Field Marshall. It prioritizes coastal defense instead of offensive tactics. This it operates large amounts of naval guns at ports, and largely has smaller but more numerous and maneuverable ships. The largest ship is the Aztec Class, a 5th Rate Ship of the Line. The Aztec Class is the flagship of the Pacific Fleet. Also in the pacific fleet are 10 6th Rates, 14 Corronade Frigates, 30 Sloops of War. Brief Description of your Economy: The Economy is mainly focused on Natural Resources from agriculture and mining, however, the development of an industrial corridor spanning between Mexico City and Veracruz has certainly jump started a modern industry in the country. The corridor encompasses cities like Puebla City, Xalapa, Tolupa, Mexico City, and of course Veracruz. The corridor is the site of the nations first railroad and produces refined metals, and processed agrarian goods. In agriculture the country is the worlds largest producer of Vanilla, Maize/Corn, and Chico (The primary ingredient in chewable foods like Chewing Tobacco and Gum) among other things. It remains a dominant agricultural power in the region.
Goals: The main goal of the country is to continue development of the nations rail networks, and industrial sector. Ideas for a public education system and new university model are also in the works. However the most prominent goal would be to curb influence of other powers in the region and maintain the status quo.
History: Discovered in 1517 by Francisco Hernandez de Cordoba, the Spanish region quickly became the target of Spanish colonial influence in the Americas. In 1519 under the leadership of Hernan Cortes, the Spanish conquered the region from the natives removing old empires like the Mayans and stomping new ones like the Aztecs. The entire territory was consolidated under the Chart of Mexico in 1528. The ruins of Tenochtitlan, the old Aztec capital, were turned into a new colonial capital by the name of Mexico City. The loyal Arrazola line became the colonial rulers of the colony, the Arrazola line inspecific had a history of crusading and serving the king. The first couple governors quickly expanded the colony creating several ports and encouraged the clergy to establish missionaries in the area. These missions helped create a set of early outposts throughout the colony allowing travelers to have rest stations on their journey's and providing bases for colonial troops. It was the fourth Arrazola ruler, Ferdinand Garcia Arrazola, in 1589 that established the plan to integrate the natives into the populace. This involved encouraged racial intermixing, mass conversion, and forced schooling. This newer mixed race became among the most educated and served in the courts of kings for generations to come, due to the forced schooling. The schooling made it appealing to marry natives because it would provide a route to social movement. Thus the class structure of old European ways was abolished in 1611 by Governor Jose de Francisco Arrazola, in favor of a two class system that was mobile, with chiefs of government and generals making the top rank.

In 1619 Jose also established a table of ranks the established a meritocratic system in the country providing an effective system of civil service, along with the introduction of civil service exams similar to those of China. In 1634 the Territory of Panama and Nicaragua was integrated with Mexico, providing a new area for them to govern, unfortunately here the natives had became resilient and resistant to the colonial government, which would continue a century long feud that wouldn't end until Santa Anna's jaguar campaign and the forced integration of the native populace in the beginning of the early 1800s. The 1600s marked a period of growth with around 3 million immigrants to the colony providing a fresh source of labor. In the early 1700s Chinese and Korean businessman and laborers came into the colony looking for work and opportunity, hoping to expand Fusang business in the area, this brought in a tint of Chinese and Asian culture that integrated to create a unique Mexican culture. In the mid 1700s tax hikes, tariffs, and increased Spanish governance of the region began to anger the locals who previously enjoyed much autonomy from the Spanish crown. The Spanish didn't understand that the colony had come to form its own unique culture and even had a dialect that was quite different from European Spanish.

In the Mid 1700s Spanish troops came to the colony to help aid in attacking remaining native resistance, however with most of the natives having integrated, the locals didn't particularly support the war, forced quartering of troops didn't help the situation. By the 1790s resistance to Spanish rule became appearant, in order to try and quell rebellious fervor, the Spanish began to get more and more restrictive against the colony. This only made the people more angry. In 1801 the Mexico City Riots saw the raid of the Spanish Garrison there twice. This soon proved the ineffectiveness of the Spanish units in Mexico, by 1802 the nation had turned to open rebellion with the full support of the Arrazola family. The Mexicans raided the armories of several Spanish units. Soon complete control of the Mexico City area and west coast were established. The Mexicans then began a push toward the east coast, the Northern Army would quickly secure the important cities of Monclova and Monterrey. The Mexican forces began a full push southeast in 1803. Long travel distances and ineffective communication hampered Spanish movement, supplies, and tactics. Veracruz and the Yucatan region would be secured by the Autumn of 1803. With their last remaining territory in Costa Rica and Nicauragua, the Spanish agreed to a terms of a peace which saw the creation of a Mexican State.

The young Mexican Nation got to work making a constitution that saw the creation of a supreme court and unicameral legislative body, the Imperial Senate. The organization of a national bank soon followed along with the development of an industrial corridor between Mexico City and Veracruz which began construction in the late 1830s. The first rail way, the Veracruz - Mexico City line was completed in 1841, followed by a second railway between Mexico City and Guadalajara in 1852. The nation developed a system of cobblestone roads between its major cities by the mid 1850s. In 1821 the Mexican Postal Service began to connect the nation on a large scale. Finally becoming a full flegded and functional nation the Mexican's began to exert influence into the Carribbean and Texas, sending missionaries and diplomats to numerous countries in the region, along with the founding of the Mexican Navy in 1858, combining the various state coastal defense fleets into a contiguous and coordinated force.

However, successes in the wars of expansion against the remaining states in Northern China have fostered a camaraderie of sorts amongst the rank and file of the soldiery. Never again will Qian's cavalry run down the artillerists of Wu, nor will Wu's infantry gun down the stragglers of said cavaly charge.

The Wu army is a large, efficient professional fighting force that stands at 315,000 men in peacetime, equipped with the latest and greatest military technology. In particular, the Wu army's artillerymen are notably skilled, and the army has a large artillery park equipped with some of the finest weapons in the world, routinely implementing innovations in cannon and rocket designs. Effective personal firearms are also universal in the Wu army, which was an early adopter of breech-loading rifles and rifled steel cannons. The artillery corps has recently begun to implement innovations in balloon technology to improve observation and targeting on the battlefield.

Soldiery is regarded as an honorable profession, and for those who show merit, becoming an officer and rising through the ranks can also be a path to political power (though many are divided on whether some high-ranking officers owe their rank more to their fortune and patronage than their ability).

In addition to the professional forces, who form the backbone of the Wu army, men between 18 and 60 are given a year's training in the military's reserve force when they turn 18, followed by semi-annual or annual training periods of a few weeks, and there is an entire government agency, the Mobilization Directorate, responsible for coordinating the call-ups of reserve units and the maintenance of the armories that supply them. Reserve units are usually only called up in wartime, but occasionally individual units will be mobilized for a few weeks or months during peacetime if the army requires it. They are generally led by retired soldiers or police, and are not as well equipped or well trained as regular units.


Navy: While the Wu army is probably the best in China, the Wu navy is not as powerful, advanced, or capable as that of Yue or Min. The bulk of the navy's personnel are actually marines, who help man its many coastal and riverine craft on the mainland. These are generally small craft, often powered by paddle-wheels, and vary in construction. Some are heavily armored monitors and carry a few super-heavy cannons, intended to protect the coast from enemy warships. Many others are unarmored or only lightly armored, and either lightly armed, unarmed, or armed with larger numbers of light guns, like breech-loading swivel guns, intended to transport troops, support landings, and suppress, kill, or capture lightly armed pirates and smugglers in littoral or riverine environments.

Notably, the Wu navy and army have an integrated command structure, cooperating heavily with one another (especially with the navy's riverine and littoral assets) and coordinating operations by means of the Imperial General Staff.

The oceangoing elements of the fleet are mainly focused on long-range patrol squadrons. These patrol the East China Sea and the Pacific to fend off pirates, keeping shipping lanes safe and occasionally escort military convoys or helping to transport troops. These vessels typically have relatively light armament, comparable to anything from heavy frigates or sloops in the European navies and primarily intended to deal with pirates or privateers/commerce raiders. Wu's heavy oceangoing capital ships are number 63, with around a quarter of those being stationed at various points across the Pacific (typically Okinawa, Palau, Pearl Harbor, Tamaki [aka Auckland IRL), and Tahiti. The remainder are based in Hangzhou, Jiangning, Shanghai, Qingdao, Weihai, and Tianjin.

The navy has been quite accepting of new innovations in steam engine technology, which have been helpful in assisting both its riverine and littoral missions and in its long-range oceanic operations. Most capital ships and many other smaller craft have been outfitted with screws or paddle wheels in addition to normal sails.

Brief Description of your Economy: Much of the economy remains agrarian, centered on the many small farming villages across the North China Plain, and many areas across the country are still recovering from damage inflicted by years of warfare (particularly Qi, and to a lesser degree Yan and Zhou). However, in the Wu and Ming regions around the lower Yangtze, and to some degree around major industrial cities in the north and west, a different society and economy emerges, driven by urban industrialism and international trade.

Following the Partition of Zhou and the imperial marriage between Wu and Qian to secure a peace deal, most observers expected little to meaningfully change in the two states' relations- their respective aristocracies would never tolerate a high degree of integration, and given both monarchs' sexual proclivities (and rumors that the Anfu Emperor was infertile due to venereal disease he had contracted), no one expected them to produce an heir that could throw up questions of the succession to both states' thrones. Some even speculated it could end in a divorce- after all, each were fiercely independent and seemingly lived diametrically opposed lives.

However, to the shock and horror of both courts, within a year of the match, the Black Dragon was pregnant, and produced a healthy baby boy. Nor did the imperial couple seem to have the kind of strife many had predicted- trips to Mongolia and Okinawa and exposure to one another's lives seemed to have moderated both and made them into a powerful (if not necessarily terribly romantically loving) couple. Wu aristocrats were quite opposed to a half-barbarian boy suddenly becoming first in line to the throne, rather than one of the emperor's daughters or his children, and Qian leaders were almost equally appalled at the prospect of a half-Chinese boy ascending to the Tuvan throne. However, the imperial couple successfully crushed opposition in a series of purges, aided by their respective loyalist allies, and initiated a program of reform and integration to enmesh the two imperial bureaucracies and center them firmly in Kaifeng (as well as producing a second son).

With Qi descending into civil strife and conflict in the wake of the Partition of Zhou, Wu and Qian launched an intervention, primarily spearheaded by Wu forces along with some help by their Ming allies. This happened roughly contemporaneously with a rebellion and palace coup in Yan, leading to the installation of a much more bellicose regime in Yanjing, which the new dual empire responded to with a successful invasion, mainly spearheaded by Qian cavalry. While Qi only had a puppet emperor installed to keep the peace and lost some of its territory to Ming (as well as granting Wu the port of Weihai), the invasion and annexation of Yan (which was led by the Black Dragon herself) provoked fears of a wider war across East Asia, as Joseon was alarmed by the display of aggression. However, the Koreans were unwilling to enter a war without Yue naval support, and Yue, secure behind a screen of buffer states and consumed with internal upheavals and colonial rebellions at the time, declined to join the fray, defusing the situation. A few years later, after a botched palace coup to install a new Qi emperor and remove the Wu puppet regime led once again to civil war, a joint invasion also led to annexation and a war scare.

At this point, the Ming court, feeling Ming could be next despite its long alignment with Wu, became divided over whether to try and pursue a possibly hopeless war to preserve its independence, or to maneuver diplomatically to try and peacefully join the emerging North Chinese super-state in a favored position. With some nudging and subtle interference from Kaifeng, the latter faction ultimately won out, with young Ming princesses being promised to both of the imperial couple's sons and the Ming military and bureaucracy receiving certain rights and privileges and a small degree of autonomy in their integration, while the Ming emperor recognized the authority of Kaifeng and was given a fair degree of autonomy in the continued governance of the region. This provoked a third war scare, but once again, Korea was unwilling to fight without Yue backing.

As integration continued, a decision was also made to invade Tibet, resulting in the near-encirclement of Shu. However, Shu leadership, still recovering from the state's crushing defeat at the Black Dragon's hands in their last conflict, did not resist this land grab.

Army: Roughly 110K strong, the Königliche Brandenburger Armee is well known as a disciplined, well trained, and highly effective fighting force. Since Brandenburg has fewer resources and manpower than its main rivals, the Commonwealth and the Habsburg State, the doctrine of the KBA, known as Blitzkrieg, or Lightning War, advocates for light artillery, fast moving cavalry, and rapid infantry charges to overwhelm an enemy. Brief Description of your Economy: Brandenburg trades mostly for raw materials that it can't get within its own borders, and usually doesn't have to trade outside of the German Confederation itself. The economy is currently doing well, but it's not spectacular by any means. Main areas of government spending are of course the military, followed by education and an increasing interest in industry.
Goals: Unify Germany by any means necessary, bury the hatchet with Austria, destroy Pomerania(gib coast) and take Silesia from Bohemia.
History: Brandenburg has been ruled by the Ascanians for the majority of its history, barring several interruptions. For the early part of its history, Brandenburg was ruled by the Ascanian Dynasty, until in 1320 when it came under the rule of the House of Wittelsbach, who would remain in power until 1373, when it came under the rule of the House of Luxembourg. After the downfall of the House Luxembourg in 1415, we find the first divergence of Brandeburg's history. With the Hohenzollerns a minor German house, and with Prussia being controlled by the Poles, the Ascanian Dynasty regains control over the Margraviate of Brandenburg in 1415 instead of the Hohenzollerns. This doesn't change much of Brandenburg's earlier history, as most of its politics, domestic and foreign, are dominated by the ungodly mess that was the Holy Roman Empire. The real changes start to happen in the late 1700s and early 1800s, which saw Brandenburg and the HRE swiftly crushed by Napoleon. Brandenburg would be given a large area around it courtesy of the French, who sought to placate Brandenburg and establish it as a loyal puppet state. Brandenburg would be placated for the moment, but when the time came Brandenburg rose up against its French masters alongside their Austrian brothers. The disastrous French campaign against the Commonwealth and the smashing success of the Sixth Coalition, which Brandenburg was a part of, resulted in the rather awkward situation of the formerly small German state being in control of a great deal of its surroundings. In the Congress of Vienna, many European states would argue against Brandenburg keeping the land, however Brandenburg was able to convince several key nations to allow it to act as a counterbalance within the new German Confederation against Austria. That could be an interesting way to avoid a pointless war.

Austria was already planning to propose the strengthening of the German Confederation's army and naval forces as a response to outside threats against the German nations.

Government Type: Commonwealth of Countries/Confederation
Brief Explanation of Government: Emperor -> National Assembly -> Constituent States/Emperor -> Constituent States -> National Assembly and on occasion Constituent States -> Emperor -> National Assembly. The Emperor is elected from the four rulers of the Kingdoms of Poland, The Grand Dukedom of Lithuania, The Tsardom of Russia, and the Hetmanate of Kiev, by the nobility of all fours realms following the death of the Monarch. This elective council of nobility also serves as the National Assembly but, within this National Assembly all four nations are equally represented with a total of 150 Representatives from each Kingdom. It is up to the various states on how representatives are chosen, Poland and Lithuania both elect theirs while Muscovy appoints all of theirs. Kiev has a mixture where it both appoints and elects their representatives.
Ideology: Poland is currently suffering from a trend of Liberalism and Republicanism, with Worker Unions becoming present. Serf's are becoming rebellious in Muscovy while the nobles maintain their traditionalist and conservative elements. Lithuania faces a divergence between the noble families, merchants and industrialists, and the lower class. Kiev faces disgruntled soldiers who were being laid off after grain production setbacks and a loss of income for the nation, with Nationalism spreading and anti Commonwealth attitudes evermore present.

Relations The Commonwealth Nations mostly partake on their own foreign diplomacy, however there are various agreements in place. The Commonwealth is still part of the Holy Alliance, though its hardly anything at this point. As well, the Imperial Army receives funding that buys weapons from the United Kingdom and Fusang, while other nations acquire arms domestically and/or foreign. Lithuania purchases Austrian weapons and has a close relation with other Northern European powers, since its imposing power over the Baltic Sea. Kiev purchases their Arms from both Muscovy, Poland, and Austria, predominantly Poland and Austria. Muscovy developed its entirely independent arms industry outside Tsaritsyn, developing their own Percussion Cap Muskets, Rifled Cannons, and machining. Poland has several companies throughout its southern regions and Prussia, though has developed a connection with the United Kingdom.

Trade wise, the Commonwealth mostly exports its goods par Lithuania which relies on imports from both within the nation and outside, particularly for tooling and equipment, developing connections to the various Chinese nations, Germany, France, the Balkans, and Northern Europe.

Brief Description of your people: the Commonwealth is very diverse, having differing cultures and identities. Between its Catholic Population, Orthodox, Muslims as well as its various cultures within such as the Poles, Tatars, Kievan, Belorussians, Germans, various baltic groups, and all thats within Muscovy. Very diverse, almost could be considered a powder keg if it were not for well done maintenance done by the respectable governments.

Brief Description of your Economy: The Commonwealth dominates Eastern Europe, emphasizing exports over imports. Exporting predominantly Wheat, Coal, Tooling, Timber, Fish, and Horses, with a very diverse economy for the Commonwealth, internally regions have issues such as Lithuania who has little to no true industrial development. Decentralization limits the efficiency and export.
Goals: Centralize, deal with dissidents, reform the military, reform the Government, address domestic issues
History: Treaty of Minsk: 1572-1670
1571: Signing of the Treaty of Minsk unifying the realms of Poland Lithuania and Russia into one single Commonwealth with Ivan IV. However as part of the treaty, each nation maintains a separate ruler and the position of King is elevated to Emperor to represent its status over the three realms.
1584: Following the Death of Ivan IV, for fear of Russia leaving the Commonwealth, his son Feodor the First is elected in hopes of tying the three realms securely together.
1600: At the End of Feodor's reign, with his death, his brother Boris Godunov was selected to be his heir. His short reign would be the beginning of the Time of Troubles in Russia.
1616: Following a large famine and the short lived Peasants Kingdom formed during the Russian Peasant Revolt, which was put down with Lithuanian and Polish arms, the Romanovs were selected by a national assembly of Boyars with the guidance of Polish-Lithuanian Arms.
1630: An attempted Boyar revolt threatening the Romanov power base by challenging the national assembly vote is viciously stomped out by Micheal Romanov who would go onto virtually stomp out any real authority the Boyars had instead making the title of Boyar more of a administrative title rather then one of nobility.

1801: Reign of Paul I begins while his reign was short it was the cause for the inevitable Commonwealth Civil War that had been slowly brewing since the end of the Seven Years War and the Second Northern War. What the immediate cause would be is his attempts at permanently centralizing all four states into a cohesive bond under the monarchy, replacing the monarchs with more of governors and shifting the dependence from the states to the Monarch. However he did push for the Monarchy to still be elected and to maintain the electors in hopes of "preventing the dominance of one state above all."
Commonwealth Civil War: 1805-1814
Congress of Vienna and a Republican Commonwealth: 1815-1822
The Time between the Congress of Vienna and the end of the Commonwealth Civil War marked a new era in the Commonwealth with the Republican Factions winning but, they still maintained the Monarchy which would inevitably be their failing in the Revolution of 1822 which forced the Republican Government out by way of popular revolt. The election for the Monarchy was held soon after with the Kievan Hetman easily winning as he was seen as the last true "neutral" in the great debate over centralization as now the Russians and Poles prepare to settle soon.
Reign of the Hetman: 1822-Present
The Hetman barely reduced the situation internally within the Commonwealth, unable to face the dire consequences of it. Incapable, all reforms have been met with opposition. Barely scraping by the Ottoman War where 10,000 Commonwealth Soldiers died due to utter incompetence between national Armies, the war was deemed a massacre and is used against him. 1860 does not start well either, with various worker unions and anti Serf movements springing throughout the Commonwealth, he is simply unable to stop the winds of change.

That could be an interesting way to avoid a pointless war.

Austria was already planning to propose the strengthening of the German Confederation's army and naval forces as a response to outside threats against the German nations.

We will have to work it out in detail, but I think tying our economies together, having free and open borders, encouraging interstate trade, military cooperation, and so forth is definitely agreeable. Possibly we could form something like a council of the various German heads of state where influential states such as Austria and Brandenburg work with the smaller states(just to make them feel like they have any choice in the matter)
EDIT: the only problem is that most of Europe would probably be unhappy with a unified/confederated german state. But I think all of us together would be a force to be reckoned with.
