Looks pretty good, but the bio needs to be adjusted a bit.

So Argus, a specialized UN organization, globally monitors all metahuman activity and sanctioned superhero activity. The Canadian Government (like all world governments) by law doesn't have any interactions with metahumans. Metas can't work for any national military or have official ties to any nation's government as per the St. Petersburg Accords. The man in the suit could be an Argus agent who directed her towards the proper channels to be sanctioned. If she used her powers to fight crime or just used them when not in private, she would be charged with vigilantism if Argus found out and she either refused to stop or become sanctioned.

And, the "New Guard" isn't an official team. Rather, it refers to some of the most famous heroes stepping down for the spotlight, and these younger heroes taking their place. However, if you want to have Eloise start putting together a team called the New Guard, feel free. I just ask that you don't make NPCs and search out other player's heroes.

Powers:
Clairvoyance: Also called Farsight. Allows the user to remotely view nearly any location, so long as they have a general sense of where it is. Shine has a maximum range of 2.5 miles on his remote viewing. Attempting to go further causes the power to backfire, ending the clairvoyance and causing painful headaches. Shine's 'viewpoint' is adjustable in position, able to be placed high in the air for a bird's eye view, or focused in to a super-small scale to observe tiny details. Clairvoyant sight has a maximum time limit of one minute, and attempting to make the vision last longer will cause similar results to over-extending the range. However, everything seen via clairvoyance is automatically memorized down to the smallest detail.

When a metahuman ability is used within the observed area, it shows up brightly and visibly, even if the power normally has no visual effect. Shine's Clairvoyance can also see through power effects that normally block vision or mess with senses- however, his regular sight would still suffer the power's effects as normal.

Prediction: Shine's Clairvoyant ability is used to fuel his second power. Any person observed by his farsight is 'sherlock scanned', with the various details on them being stored in Shine's subconscious. He cannot normally access this information at will. However, if he encounters the subject outside of his Clairvoyance, the information is automatically pulled up. If he goes into combat against someone he's observed previously, his prediction power feeds him information on how they fight, allowing him to almost simulate the effects of Combat Precognition. Information gathered on other subjects might be pulled up if his power finds it relevant, though it wouldn't be as useful. For example, if he observes a pyrokinetic, and then fights a different pyrokinetic, his power would give him information from the first to help him combat the second, though it wouldn't be able to help him deal with the specifics of the second pyro's powers.

Drawbacks & Limitations: Strict limits on time and range. His prediction is less accurate against people he hasn't observed. The subconsciously stored information cannot be accessed at will.

Weaknesses: The 'human weakness' excuse is actually valid here. His powers are non-offensive, primarily serving utility purposes.

Personality: Grumpy boy. Focused and precise, but usually used to deferring to his partner.

Bio: Alaric Kirin met his superhero-ing partner in a coffee shop. That's pretty much the most interesting story he has. They're independents, sanctioned, but working outside of any teams. She's a Private Eye, he's the Watson to her Holmes. His Clairvoyant abilities make him an invaluable resource for any investigator.

Of course, there's a little more to him than that. He had a bog-standard childhood, living with his parents and grandparents in the same house. Generational gaps lead to arguments and disputes, not between Alaric and his parents, but rather between the parents and grandparents. Things reached a boiling point, a climax, and the grandparents left. That was about the end of it, for several years.

When Alaric began approaching adulthood, his family began to slowly rebuild the burnt bridges with grandma and grandpa. He was indifferent to it, being a bratty teenager. On a seemingly unimportant day, his grandparents were finally going to come over and visit for the first time in years. They texted him, asking about road conditions, to which he dismissively replied that it was fine. The roads were icy, but he didn't care much. Seeing his parents excited about re-meeting the grandparents, he started to feel some kind of happiness and excitement about the reunion- just enough to make things painful.

The call came in late, late at night, after the grandparents had been behind schedule for hours. The hospital, calling the closest of kin. His parents were crying. Alaric heard just enough to make the guilt sink in. Both grandparents, dead. His fault, he believed. In the weeks of depression and self-loathing that followed, Alaric's power finally awoke.

He probably did get permission, I had just said in bio vigilantee so *shrug*

Well, once he's sanctioned, he doesn't take orders from Argus. They'll possibly ask him to help from time to time (like with Yaldy), but he's his own hero. Sanctioning involve a full power examination, physical, and mental evaluations. Its kind of like getting an open carry permit for a weapon.

Now, there are rules for using powers that Argus will enforce. Like if Finnbar goes and starts killing people or taking bribes, they'll step in an arrest him.

If he accepts Argus call for help, they'll fly him out there personally. They have a fleet of Vtol drop ships and various other means of movement.

Alias: Illusionist

Alignment: Hero

5'11". Not muscular. Blue eyes. Brown hair. He really can look like anything though

Literally anything. But he likes wearing sweatpants and a t-shirt to battle.

Powers: Sam can manipulate the senses of other people, by creating fake images, noises, feelings, smells, and even tastes(not going to be used much though). These illusions can be broadcasted to everyone or a specific person. He can also camouflage himself and others, but it requires more concentration. The illusions(of every sense) are hyperrealistic, but less so if Lowes has only experienced the thing he is trying to imitate once.

Drawbacks & Limitations: Quite a few. First of all, Sam can only manipulate one sense at a time while remaining fully conscious. 2 and he idles, standing there unable to move or be fully aware of his surroundings. 3 is just not possible without jeopardizing his life. Additionally, putting an illusion on a specific target requires more concentration, so he can't fake more than one sense to a specific person. The same is for camouflage. Secondly, all illusions can only be generated within line of sight. Thirdly, none of the artificial sensory inputs can actually hurt anyone. A "punch" (using touch) would not bruise, which would be the same for say, an ear-piercing screech. Fourthly(not sure that's a word), incredibly large images( like say, Godzilla), incredibly loud sounds(150 Decibals plus), and so forth (really large fake earthquakes for touch and ridiculously strong smells) equate to doing two senses at once. Finally, copying a sound/ face/smell/etc. requires experiencing the sense beforehand(EX: He can't mimick the look of someone he has never seen).
Weaknesses: He can't fight at all. Additionally, inhibiting a sense(like throwing dust in his eyes) prevents him from making illusions of that sense.
Equipment and weapons: a pistol.

Personality: Sam is a happy, talkative person. Not very funny though. He will help someone in need of it. Killing is strictly forbidden for him.

Bio: Samuel was an only child born to a poor family. This family of his was very tight-knit, and he got a lot of love(and knowledge) from his parents. They worked hard, but the jobs they had paid minimally. His meta power allowed him to change that. The money he earned from being a street magician was more than both of their jobs combined. The money allowed the family to enroll him in a high school. Lowes got decent grades in most classes (excluding gym) and got his high school diploma wondering what he was going to do. He figured that he should help families in debt like his family used to be and got a part-time job in a charity helping said people. He still has that job, but he will cancel his shows as a street musician if ARGUS is in need of help. But charity working is something he never cancels.
