I assume, since they are probably setting up for a siege, they do not intend to stand around and wait for months for Novas’ people to starve while within range of arrows.

Yeah, it’s a rough situation. I don’t -think- they have the strength to successfully sally and break the siege, but neither do they have any food reserves to allow them to try to out-last the besiegers. And public order... isn’t the best.
