Half efficient at home. In lands unsettled though, they work at full efficiently

Not exactly; resources convert based on common vs uncommon vs strange status. Worth one, two, or three Wealth, baseline.
Opals and gold, as both uncommon resources, convert at a base of two, augmented by a forge/jeweler to three. Potentially up to four, for a first conversion bonus.

Okay, cool.
So a tier 1 Geolocus of Strength is Labor V, Wealth III, and Industry II. It will give your Soldiers a minor bonus in melee combat and generate 1 free Labor as long as you have at least one Laborer working, or you can direct it only towards your Soldiers for a slightly more impressive boost.

EDIT: I assume you meant "Timber Camp". The records suggest Brewnwall built one as early as CE 329.
