Oregon and Idaho are rather depended on money coming in from the Federal Government, California is just the first nation to take control of the land after the US collapses.
Washington joins into union with California, because would you rather be the satellite state or become one with California? You become one with California because otherwise, you become their satellite state and give up any idea of sovereignty.
As of 2007, I can't find more recent data, only 41.6% Utahians are active members of the Mormon church, and with religiousness in a general downward trend, it's likely to be even more in 2040. What's to stop California or Texas from taking advantage of splits in the Mormon Church or arming the various groups that would rebel against a Fundamentalist Mormon rule, or straight up invading. Deseret wouldn't have a Mormon majority unless it wanted to commit hardcore war crimes, CA/TX could even play it up as a humanitarian mission to save the majority from the Fundamentalist. Then, under the chaos, absorb it into their nation.

History:
The Russian Empire was borne from the ashes of the Russian Federation. The Russian Empire was officially formed as a result on February 5th, 2044 in Saint Petersburg (until the capital was moved to Moscow in 2051) with the election of Mikhail Vladimirovich Romanov, a Russian State politician and son of Grand Prince Mikhail Vladimirovich Romanov (a grand-nephew of Tsar Nicholas II) as the head of the Russian Empire followed the absorbing of the Muscovy Republic which was was brief successor state to the disintegrating Russian Federation. Mikhail had been a popular politician of the people and his newly founded All Russia's party swiftly took the majority of seats in the first Imperial Duma elections of the same year.
The infantile Russian Empire was immediately beset by problems that Mikhail struggled to get around. While Russia had been relatively fine economically till the early 2040s when political and economic stagnation firmly took hold under the increasingly totalitarian Federation government. But two brief respites could be said to have saved the fledgling empire. Belarus by referendum voluntarily joined with the Empire after years of peaceful occupation by the Federation forces present. The same occurred in Eastern Ukraine by the People's Republics of Luganks and Donetsk. Allowing Mikhail to focus on his Southern and Eastern Fronts. The Federation military had fragmented by did not totally disintegrate. In 2045 much of the former Federation military was in European Russia and remained loyal to the Imperial cause. Yet, the Empire never conducted a bloody war of immediate reconquest like foreign observers would have thought. No, instead Mikhail worked in preserving as much as the Russian economy as he could. Securing settlements with Chechyna and the other small Caucasus states while procuring a general armistice with Ukraine and rebuilding the Kaliningrad Oblast military infrastructure he managed to anchor the fledgling empire territorially.
The reformation of the Russian Banking system saw a rapidly strengthening ruble while interest rates dropped from a strangling 27% down to 17% and finally 7.1% as of 2052. The Russian economy stabilized as a result of this new financial security and while its nominal GDP on paper still lagged behind other Western countries its purchasing power was strong by the time of his daughter's ascension to the throne on December 5th, 2053. For Mikhail had died of a stroke in the early hours of December 5th while at the Winter Palace in Saint Petersburg. Putting his 23-year-old daughter on the throne of the Russian Empire.

History:The history of the current Spain had been shaped by the events leading up to the Central European War. Until then Spain had been slowly climbing out of the European Economic Crisis and in a way, handling the Migrant Crisis as well - all the while not sliding completely into extremism, even with the rise of several Right-Wing Parties due to rising illegal immigration and the Catalonia Secessionist Movement. Spain themselves were more resistant against the attack, due to the recent history and failures of the European Union to deal with the migrant and Euro Crisis. Although when Krusch began actively supporting Separtist Movements openly in 2022 - then Spain completely cut ties with the EU and began to invoke Article 50.
Although, nobody in Spain or in the rest of the world could imagine how quickly the European Union descended into warfare. As just two years later, the German-led European Union outright declared war and sent soldiers to annex their neighbors and start to spread their Antifascist Ideals. The fighting was brutal, as Spain had to defend themselves for the first time against a hostile force in three hundred years. Nevertheless, the people and the country were prepared for war - further aided by the United States of America. As Spain at the time, bought massive amounts of equipment and arms from America - even while the Arsenal of Democracy themselves slowly crumbled.
While the situation for the Freedom Alliance went badly in Central Europe - the front in Spain and Italy had managed to stabilize, turning the Central European War from one of blitzkrieg to back to the old ideals of World War One - with defenses and trenches dug and fire traded back and forth. This status quo would continue for ten years, with the only respite coming from the French Military collapsing due to bankruptcy and German retaliation, before the German Civil War would spark and give the Spanish a chance to counter-attack and drive the weakened Germans away. Although at the same time, the United States themselves were forced to withdraw.
During these times, Spain had managed to agree to unify into a political union with Portugal - to prevent a radicalization of the country due to nearing economic collapse and prevent a pro-EU coup from being initiated - forming the Iberian Union. As well as securing Northern Morocco against the tide of migrants from the collapsing African continent. Queen Leonor had initiated a coup, with the aid of the Army - to prevent the Spanish Alternative, a neo-Francoist ultra-conservative party from turning Spain into a right-wing dictatorship - after the Spanish Army began losing due to loss of American support - as Spanish Alternative, began blaming their losses on the Autonomous Territories, the Fifth Column Liberals and Leftist Degenerats and such. Around this time, two new conditions were added to the Constitution - granting the Monarch power to ban any political party that displayed extremism (be they left, right or moderately pro-EU) or threatening the civil liberty of the Iberian people. After this and having Iberia be made into a federation to limit any separtist forces, re-elections were granted and a national unity government was forced - between España 2000 and United Left - the two different parties finding common ground against EU-Imperialism, Iberian Unity and public support for the people.
There still remained the issue with Catalonia, which had managed to achieve independence yet didn't join the EU, due to the extremist acts of Krusch - although they allowed EU officials to aid in a advisory role. What happened next, would be the defining moment of Spanish history. As Queen Leonor went and met with Catalonian officials to talk about their national sovereignty and peace talks - what instead followed was Queen Leonor reading to the gathered audience in Barcelona 'the Message'. While the Message remained controversial to this day - it detailed a single answer - 'on how Catalonia, in choosing to support the EU would become one among a million; while among Iberia they would become one of a family. As the great glory of Europe was made by their people and culture - not through the forced idealism and annexation into blue mass of elitism, that would treat them as nothing more than another group of people and not a rich culture. As Krusch desired a multicultural world, although with no culture existing at all.'
The Message wasn't as important, as the effect of it - since near the end of her speech, Queen Leonor had been shot by an EU official in broad daylight. Although, what followed had been planned for months ahead - as the act enraged both the Spanish population and also the more moderate Catalonians against the Germans. Demonstrating that the EU had become nothing more than a German-organization attempting to annex Europe once more - this time through a Leftist Dictatorship. The fact, that EU Forces moved on to seize Catalonia - further aided the Queen' cause. As the three-month Catalonian Civil War - saw the moderate gain power and reunite with Iberia - to push back the EU completely and into southern France. The Battle of Andorra cementing the shattered unity of Spain, Catalonia and Portugal into Iberia - as the battle would be used heavily to showcase the unity of the Iberian Union - as it was a battle that broke the back of the EU Battlegroup in the Iberian Peninsula and had many Catalonian soldiers awarded the newly minted Star of Iberia - the highest honor. Either by young Queen Isabella or awarded post-posthumously.
For the moment, the Battle for Iberia had been won, and two years later the German Civil War itself was won by the German nationalists - putting an end to Albert Krusch and his extremist expansionism. Iberia would occupy the southern parts of France to both act as a buffer for any further aggression and also as spoils of war. As compared to the other countries in the world - they had managed to survive without being completely destroyed. While the destruction of the world economy hit both Spain and Portugal hard - it also gave them new chances to recover, as mineral reserves were made worth again and riches of the homeland started to be mined and utilized for the new recovering economy and increasing industry.
Fourteen years later, Iberia has become something of a surviving democracy in Southern Europe - as they maintain free elections and civil liberties - although both with limited suppression. As rioting has been made illegal, except with government approval. Extremist parties, be they right, left or even moderate EU have been banned from participating in elections. While left-wing parties have survived thanks to the effort of the Spanish Monarch - they are mostly limited to dealing with only economic affairs - becoming more of a worker' party than anything else. As most of Iberian society is dominated heavily by new conservative values, de-secularization and the rise of the Catholic Church, and a strong anti-immigration policy and policy of hostile expulsion of anyone unwilling to assimilate to Iberian society and culture. While some old values have remained - freedom of speech, freedom of sexuality and freedom of thought - the popular opinion is such liberties can be only afforded to fellow Iberians and those willing to assimilate; nobody else.

The Main ground arm of the Great Plains and a conscription based service, the GPA's division strength never numbers more than 10,000 soldiers in each unit, allowing for weaker troops that are more mobile in comparison to older models of army maneuver. It was also done to save on limited centralized repair facilities, though this has been offset with the inclusion of "every father's garage" operating as miniature bases for unit repair and replenishment, though not as efficient as main bases for refitting. The limited numbers of men per division have also given way to exaggerated propaganda reports of over one hundred divisions, with many of these divisions sometimes being at a quarter strength due to plague or other diseases that may spread through the army or poor food. It's biggest strength would be the large force of technicals under it's command, often confiscated civilian automobiles or stolen from car lots to supplement the mobility factor of the army, with somewhat of a nostalgic love for the horse, with the army still utilizing 40% of It's transportation via farm animals. There are even talks of mass Calvary charges that combine technicals with mounted riders, though concerns have been raised about this, and the implementation of the mixed horse car combined arms forces has been a slow one thanks to corruption or 'who can I bribe the most to bend to my political wills?' game.

Situated on the rivers surrounding the nation, The navy has seen lacking funding for much of it's existence, though only now has received an increased budget and interest in the well being of the sailors that man the fleet. The biggest boost was the construction of a brand new force of patrol boats that was to supplement older floating barges with tanks on them that were confiscated from gambling winnings in navy army shooting matches.

An infatuated populace with the supreme leader is also a devoted military force, if poorly trained and equipped to varying degrees worse than the normal army. By far the largest composition within the armed forces (80% active and 71% reserve) They are often given mostly anything that they can get their hands on, ranging from a handful of working MBTs to railroad trains that they fit WWI artillery on. Their formations are the largest at 10,000 soldiers per unit, along with being the only unit that recruits men, women, children and animals of any and all ages. Some pf the units with members over the age of 65 have even forged cane rifles, with clip sizes ranging from 6 to 12 rounds of varying ammunition. You could only imagine how the arms industry keeps up with this, and here's the beauty, we hire those unfit for frontline combat, such as the crippled or those that refused to serve in the roles of manufacturing, cooking and maintaining the large army forces. It's more of a decentralized arms industry, with hundreds of tiny bases that often struggle to keep food on the table and rifles shipped out to the front lines.

History: During the Californian and Texan secessionist movements attempting to leave the union, Ford Squidward Hood was in an insane asylum. He hadn't decided to go there by choice thanks to his even crazier mother in law throwing him in there for apparently setting the neighbor's porch on fire during one hell of a fourth of July celebration in '05 at her house. In 2035 he was released from the asylum due to a riot,often lying low and on the road throughout the great plains states, often posing as former kansas senator and 1996 U.S Presidential election candidate Bob Dole to earn money from hitchhikers and cheese cultists that he would converse with during his travels. It was during these travels that he would turn into a hardline Stalinist, often proposing radically insane solutions such as to execute old people in order to preserve food. While running for various offices, he would only peak at 26% of the vote in some county's election for water commissioner. With the failure of his political career clear by 2039, he would offer himself as the american diplomat to Deseret, which was rejected because of his low sanity. Not wanting to take this, he would pretend he was the american ambassador to Deseret, causing uproar in Washington who would throw him back into the insane asylum.
His second stay in the building would be a sweetly short one of a year before the collapse of the government and his insane speeches captivated audiences within the plains, driving a popular movement and political party he would call the Hobo Communist Party, taking a hard swing left. Planning to contest the newly ordered elections in the Great Plains Republic, Acting President Susan Bread would invite him to the capital in order to take the presidency. Arriving a day later with buses filled with soldiers, Susan Bread would be forced at gunpoint to resign, with the declaration of March 1st, 2041, The Great Plains Republic was replaced with the Democratic People's Republic of the Great Plains, with Ford Squidward Hood being proclaimed Emperor for a full half a millionth of a second until someone whispered in his ear that it was a stupid idea, so he abdicated the shortest monarchy ever and declared himself Politburo President as an alternative title.
