So what sort of ideologies would the warlords be, and how much flexibility would we have with them? I was thinking of doing a republican strongman/benevolent dictator of sorts in Guangdong. (They would, of course, be republican mostly in name.)

I would assume quite flexible; you could use Sun Yat-Sen and a successful Huizhou Uprising if you want.

They're all basically independent but Qing claims to have them under control I think.
