Army: 200,000. Decently trained troops. Definitely below European standards but not horribly outdated. Modern-day weapons and equipment. Split into three main Army Groups.

Army Group A: Stationed at the city of Albany, this group consist of 45,000 men and is designed to be used in an offensive capability against the Republic of Vermont or the Serene Republic of New York. This group is the most trained of the three, prepared at any time to push to New York or Montpelier in seven days.

Army Group B: Stationed in Pittsburgh, this group consists of 60,000 men and is designed to strike the Western flank of the Kingdom of Virginia and the Carolinas. The group would push into West Virginia and try to cut a line right through the nation all the way to the border with Georgia.

Army Group C: The largest of the three, this group is stationed along the Potomac and consists of 100,000 men. This force is designed to be the main force to combat the Virginian Kingdom in the event of a war. Upon the outbreak of war this force would push immediately south in an effort to take Richmond.

Navy: 40,000. Not the greatest Navy in the world. Consists of 32,000 sailors and 8,000 Marines. Ships include 25 destroyers, 3 battleships,15 cruisers, and several dozen patrol boats in Lake Erie and Lake Ontario. Also a few transport ships for the Marines.

Brief Description of your Economy: Completely Capitalist. Socialism/Communism are extremely stigmatized and viewed negative in the CSA. A good mixture of industry from New York and New Jersey mixed with the agriculture of Pennsylvania. Exports from the Potomac mainly go to France and other European nations.

- United States of Mexico: The Southern neighbor is more of a strange place than the Republic wishes it to. They see them as more of "The enemy of my enemy is my friend". Seeing them as a quick and easy ally to help destroy the State of Deseret, then see where the relationship goes from there. An ideal relationship is that of trade and friendship, the least ideal is a new enemy on the border that replaces the State of Deseret.

Brief Description of your people: Due to the geographical location of the New California Republic, it had left it into a weird mix of several cultures into one Californian Culture. Hispanics, Anglo-Saxons, and Native Americans. Even with the large mix of cultures many percieve those that haven't lived in the New California Republic for long times or those that don't assimilate into the culture as foreign and unwelcomed. Causing large amounts of Nativist sentiments.
Religion: Due to the melting pot that is the region of California, there is a mix of Catholics and Protestants and any of the inbetweens. Though, due to the situation with Deseret Mormanism is heavily repressed by the Government that generally tries to keep things secular.
Ethnicity: The ethnicity of the New California Republic are, again, a mix of both the Spanish Hispanics that first colonized the area along with the American and English settlers that spread west due to want of new land and gold rushes. Though many still refer to tie their roots to their ancestors, though this is steadily declining.

Army: The Army of the New California Republic is made up of 11 active battalions and 16 reserve battalions all of which consist of 500 men. The quality of these men range between veteran career soldiers and yearly volunteers whom serve for a certain amount of time in the armed forces getting paid then going home back to whatever job they had before. The Army of the NCR is mostly equipped with locally produced variants of the Krag-Jørgensen.

In contrast to the Army of the NCR, the California Desert Rangers are given the best equipment and given harsh training due to the need of a specialist force that will support the Army in the deserts the Republic plans to fight in. They train in the Mojave Desert, dangerously close to the Desert border, for several years until older more veteran rangers deem them good enough to join the Rangers. They are given instead of bolt action rifles, are given lever action rifles such as the Winchester Model 1895. Along with given lever action rifles, they are given more independence on missions than the Army. They are experts of desert warfare, guerrilla warfare, and the most capable of destroying enemy supply lines.

Navy: Although the NCR has a strong basis for a powerful navy, good ports, a long coastline. It is rather the weaker of the two branches, given less attention than the Army due to the large threat that Deseret poses against the Republic. The navy consists of mostly sailors who are given below average training and most are repair crews at port. The size of the navy is 1 armored cruiser, 2 light cruisers, 5 destroyers, and 11 minesweepers.

Brief Description of your Economy: The economy of the New California Republic mostly consists of trading, agriculture, with limited industrial capabilities in the main cities of the nation. Sitting itself in the most advantageous position on the west coast, it has one of the largest coastlines allowing many ships to come into port. Bringing in goods and wealth through the nation. For agriculture, winter wheat grows plentiful along the coast along with many grape vineyards which is turned into wine for export. The cities have the main seat of manufactures for the NCR, with a small domestic arms industry and a decently powerful naval industry, the NCR can become quite the arms powerhouse if dedicated time to it.
Goals: Ensure dominance of the Pacific Coast, Expand Eastward for more resources, put Deseret in their place once and for all.
History:

With the first permanent were made by the Spanish by 1769 which would slowly expand, mostly due to lawlessness and native counter-advances against the settlers. This would generally make a disfavorable view towards the central government down south that has neglected them. These settlements would slowly expand in size as more settlers moved into the region, which would then follow with the Mexican Declaration of Independence which allowed much of the former Spanish territory in the Americas to be freed. Though this did little to change the minds of the people of California. Continued they were neglected by the Government to their south. Though it did bring some relief when the Government gave large amounts of land to ranchos, bringing some new prosperity into the region. Along with a new sort of culture to California, one that was slowly growing self reliant and against the central Government.

Small scale revolts would be done by the people of California which would lead to the First Bear Revolt in 1835 which would last at least 1839, put down with military force. Which would leave an ill sentiment towards the central Government. When gold was founded in 1848 mass amounts of migration from the eastern portion of the continent migrated west and many from the south migrated north to find gold in California. Even as much as Chinese immigrants from the west sailing to California to find new opportunities, booming the population with the wants of freedom and prosperity.

But with this new population boom, came new ideas. It was obvious since the beginning the people of California were much different than the people of Mexico, although similar they were now different. This led to a California-identity movement which took roots from the First Bear Revolt, growing throughout the rural countryside into the cities that have grew from their humble beginnings. Which in 1856 at the end of the rush, the people of California revolted once more in the Second Bear Revolt. The city of San Francisco, a stronghold of Californian thought, declared its independence and the creation of the Republic of California. Militias armed themselves with the firearms they would use to hunt or defend themselves from the Native Americans, now using them against the Government that once ruled over them in name. Despite the hope, they lost their first battle in San Diego and was pushed north. To Fresno.

The battle of Fresno was a bloody battle, where the people of California were desperately holding onto the town for reinforcements that never were going to arrive. Thankfully, after the fourth day, during the night. A small group of rural hunters found the city under siege, quickly sending work to their encampment they led a small force of almost 100 men on horseback into the Mexican encampments. Burning, shooting, and cutting down anyone within. The people of Fresno, quickly learning of this charged out of the city and clashed with the Mexican army that was caught by surprise. Thus leading to the route of the Mexican army southward and the independence of California secured. Along with the formation of the Desert Rangers who were made from that group of hunters that brought forth their victory.

With their victory after six years of war, albeit low scale skirmishes and clashes, led to the Republic of California to head to Sacramento. Seeing it as the best city to set up a capital. But with great victory now comes the costs. Northern California, although uneffected by the war for the most part was now responsible for rebuilding the southern portions that had been hit by war. Thus the first Government created needed to be strong enough to deal with such a thing, a single military leader rising up and leading the reconstruction efforts, along with smashing any opposition to his Government. Many people started relating the Government to that of the one in Mexico City, causing dissent. After two years of management, although the country was well into its way of rebuilding, the people marched on the Leader's palace in Sacramento with demands of liberty and rights.

After a small clash with soldiers holding back civilians, they were overpowered and the people marched into the palace. Though before anything could happen, one of the revolutionaries shot the military leader. Thus preventing any sort of show for them to bring, showing their victory. Instead of dealing with punishments, they needed to form their new government that was more equal than previously.

Thus after six months a new Government was formed in San Francisco, the National Congress being formed to stop any further transgressions made by the leader that once held power but six months prior. The President was forced into a ceremonial role and a judicial supreme court was created. The National Council was made to create the laws of the land, but the National Council knew their power needed to be in check in the case some things were to happen in the future. As such the President was chosen for choosing the Supreme Court Justices that headed on the Supreme Court of California. With such radical changes, it was no longer a image of the Republic of California. It was then chosen to change the name to something to suit the new changes, the new future, for a new people. The New California Republic was born, being the current government to this day which focused heavily on trying to restore ties with Mexico, though it has long since decayed where it could now feud with the State of Deseret.

Decades passing the people of California made their identity, but also started to enforce it and reject others that came. Although the Chinese were there during the revolution and independence, they were rejected as foreigners and not true people of California. Traditional values on the clash with new forward ones, forming the divide, in which would let socialism join through the cracks. War is on the horizon and friends could become daggers while snakes could become shields. In such a trying time, can California survive?

Going through the wiki's list of ships, you have 15 pre-dreadnoughts, 5 armoured cruisers, 14 protected cruisers, 8 torpedo cruisers (basically super-heavy destroyers) and 47 destroyers.

Relations

Britain- The British have long been Russia's primary rival in the 'Great Game' for Central Asia. However, India must take a back seat to more pressing concerns in Europe and the Far East. In that regard, Britain could prove a useful ally of convenience against Japan, and a likely partner against revolutionary France.

Persia- Infidels they may be, but the Persians serve as a dual bulwark against the Turks in the West and British India to the East. Russia will continue to pursue friendly relations with the Persians, and will likely help to prop up the Shah with whatever assistance he may need.

Bulgaria- The Bulgarians, fellow Slavs, stand triumphant in the Balkans. They have proven an indomitable partner against both the Turks and the Austro-Hungarians. Russia will never abandon its most dependable client state.

Pontic State- Russia has maintained its commitment to protect the Christian Greeks and Armenians in the Pontic State since its independence. Tens of thousands of Russian troops are stationed there in case of a Turkish attack - that is unlikely to change.

Polish Republic - Russia has every intention of one day reabsorbing Poland into its borders. But concerns over the potentially explosive reactions of Prussia and Austro-Hungary have rendered Poland a secondary objective compared to Japan.

Austro-Hungary- In normal circumstances, Russia would be happy to support Slavic secessionist movements in the Balkans, and potentially go to war with Vienna to make it happen. But the reality is that Russia needs a counterweight against both the Prussians, and even more importantly, the revolutionary fervor that continually pours forth from France. Tsar Vladimir is not about to pick a fight with a fellow monarch.

North German Confederation- Russia finds itself in the odd position of wanting to prevent German unification while also wishing to contain France. Should another Franco-German war erupt, Russia would likely place continued German disunity above defeating the French.

France- Russo-French relations are as complex as ever. On the one hand, the two countries are total ideological foils of each other, with some of the most reactionary elements of Russian society calling for a march on Paris to depose the toxic revolutionaries. On the other hand, German unity is totally unacceptable to Vladimir. The Tsar may have to chose between these two competing interests sooner rather than later.

China- Politically divided and wallowing in chaos, China looks like a land ripe for the picking. Russia already exerts some political influence over Mongolia, and has a strong economic interest in Manchuria, where railroad construction has proven to be a profitable business. Vladimir considers Russia's interest in northern China to be strong enough to warrant a war.

Joseon Kingdom- Given Korea's proximity to Manchuria and Japan, Russia considers the Korean state to be its best chance for victory in a war. They would prove valuable local allies in a fight against the Japanese, and might become a true ally if promised gains in China. Russia will do everything it can to support Korea, and to modernize its armed forces.

Japan- At present, Japan is Russia's primary rival. It represents a direct threat to Russian ambitions in China, and her ability to operate in the Pacific generally. Both Port Arthur in Manchuria and Vladivostok in Russia proper are under threat by the foreign radicals. There is a great deal of concern in St. Petersburg regarding how to counter the threat.

Army: Alexander II's massive reforms were aimed at decreasing the total size of the Army while increasing its professionalism. These efforts were only partially successful, as the conscription-based system limited what changes the branch was capable of making.

Russia's army stands at 1,000,000 divided between an active-duty, volunteer-based force of 250,000, and a conscript-based reserve army, which makes up the rest. History: Russia's recent history begins with an infamous carriage ride through St. Petersburg on 13 March, 1881. After a bomb exploded underneath the armored carriage of Tsar Alexander II, his Cossack guards forcibly restrained their Emperor from attending to the wounded, which ultimately saved him from a second and then third detonation that tore through his escort and innocent passers-by. The members of the revolutionary Narodnaya Volya responsible for the attempt were promptly hunted down and executed.

Alexander II would rule for five more years before dying a peaceful death in 1886. The throne passed to Vladimir, his oldest surviving son, who had been heir presumptive since the death of the younger Alexander in the Russo-Turkish War. Vladimir proved to be an Emperor in a similar vein as his father, pursuing liberal reforms to stave off revolutionary movements. His many modernization projects helped to update the military and to spur economic development within Russia. His most prominent contributions include the conception of the Trans-Siberian Railway in 1891, and the establishment of a State Duma and a constitution in 1894 - the first democratic representation on a national level of any kind in Russia's history. Those first elections, largely boycotted by revolutionary parties, were primarily won by either constitutional monarchists or republican liberals. The landmark achievements of the first Duma include the land reform bill of 1895, which capped the amount of land nobles could own at 3,000 acres, and forced the rest to be redistributed to local peasants. The electoral law of 1897 further empowered the zemstvo system of local government, and somewhat curbed the aristocrats' weight in voting for a zemstvo.

Socialist organizations considered these reforms to be too minor; but they succeeded somewhat in seizing the political momentum from leftist parties. When fresh elections took place in 1898, the socialists failed to achieve the plurality they had been hoping for; with the liberals and constitutional monarchists again the largest parties. 1899 saw further reforms at the encouragement of Vladimir - providing for partial religious freedom (at least, the end of repression of other faiths) and the beginnings of self-rule for ethnic minorities. Lithuania and Finland received their own local parliaments in 1900.

On the geopolitical front, Vladimir's primary goal was exerting Russian soft power while avoiding a large war during the 'MacMahon Peace.' Russia averted any lengthy conflicts - Russian troops did participate in the suppression of the Boxer Rebellion and the closely related intervention in Manchuria, which protected Russian economic assets like the South Manchuria Railway and Port Arthur from seizure by Chinese warlords or the Japanese.

Now 55, Vladimir sits comfortably on the Russian throne as he grooms his eldest son Kirill. He still faces a real, though diminished, threat from socialist revolutionary elements in Russian society, but the pace of reforms are sufficient to satisfy most. Aided by Prime Minister Sergei Witte, a fellow reformer, Vladimir now begins to focus on Russia's various geopolitical goals, and a personal pet project of his: a Russian bill of rights.

I'm probably going to try and convince Britain to guarantee their independence as a buffer state. Although it looks like trying to play them wouldn't be a very fun time
