Brief Explanation of Government:
While in the past the Confederacy is a democratic country basing itself on a liberal constitution, the failed "1880 Popular Revolution" led by the Socialist-Communist coalition has inadvertently led to the rise of the military elements, specifically navy general Lucián de la Cavallería into the office acting president of the country. Subsequent purges, self-coup, and consolidation of power led to the creation of 1888 Security Act Resolution, permanently putting Cavalleria as the country's 2nd Supreme Protector with lifelong executive mandate with no real limit of its power.

Despite his heroic status, however, Cavalleria's unchecked power quickly proven unpopular with the general public, who demand the need for an election. To placate such demands, Cavalleria formulated a new parliament with a series of laws regarding elections as well as its structure and duties. Primarily, the new parliament cannot elect a new president and 1/3 of the seats were reserved for appointed military officers, ensuring significant government control over legislative affairs. To participate in the election, Cavalleria aligned himself with an obscure military-run federation of NGOs called Alianza para el Progreso and turned it into his electoral vehicle. Intimidation, gerrymandering, and other such action are common to ensure political dominance in the country.

Cavalleria also supported and relied on the military to maintain domestic control. He expanded the army's territorial system down to the district level and military officers were often appointed as regional heads.

  • France: Franco-Andean friendship is one that has survived and developed through years, with France influence felt both in the army and the navy of the confederacy. Though the relation only peaked during the days of democratic government, Cavalleria nonetheless uninterested to sever the connection with the République for now.
  • Brazil: Andean Confederacy try to maintain a healthy relationship with the Goliath of the South, perceiving it as defender and bulwark of stability on the continent against the hated left-wing revolutionaries. That to be said, a territorial conflict exists between the two, with the confederacy claiming a strip of Amazonian rain-forest as it's own, though the claim is mostly shelved in favor of being in the good side of Rio.
  • People’s Republic of Central America: Perhaps unsurprisingly, Cavallería's government has taken a hostile position to the existence of the People's Republic, seeing them as dangerous and radical revolutionary. It has frozen any previous diplomatic relation it has with the country and actively discredit the state in the international stage.
  • Chile: Andean's rivalry with Chile run deep. From war of the confederation, Santiago has for decades undermine the position and integrity of the confederation, and the Confederacy has endured its aggression for too long. While not a hawkish official himself, Cavallería and his government mostly share the public opinion: One day Chile will pay for all the humiliation and return Antofagasta to its rightful owner!
  • Argentina: Less hated but otherwise massively unpopular are Argentina, who has taken Jujuy and Chaco from Bolivia region. The two countries relation has cooled for quite a while, and Cavallería has made it no secret that he will do whatever it takes to return Andean territory should the opportunity arise.

Born in a country often shaken by political instability, rebellion, and actual earthquakes, the Andean people remain one of the hardiest people ever existed in the face of God's green earth. Heirs of the Incan Empire, its people are prideful and no stranger to honor and glory. Perhaps so, or because the Confederacy has yet to establish itself as national identity, the country still divided between "Ecuadorian"/"Peruvian"/"Bolivian" nationalist sentiments, though especially with Ecuador, as it's rather new addition to the confederation. Divided as it is, the three national believe themselves enough to be brothers in an otherwise hostile and dangerous world. Amerindians are pushed to the corner and "encouraged" to better adapt to the more prominent culture of the country.

the Peruvian Army underwent a series of reforms under the guidance of the French Military Mission. Changes included the streamlining of the General Staff, the establishment of the Escuela Superior de Guerra (War College), the creation of three military regions + one guard division in 1905 and a general professionalization of the military career.

In 1894, the services of a French Naval Mission in charge of CDR Paul de Marguerye, had been contracted to restructure the organization and the operation of the Naval Academy, with positive results of increasing overall effectiveness and quality. Brief Description of your Economy:
The economic history of Andean has its traditional roots in natural resources such as mining, farming, fishing, and agriculture. In precolonial times, during the reign of the Inca empire, the economy was mainly agricultural, though it reached some animal husbandry and mining development. In recent years, there has been a noticeable increase in industries and services thanks to the introduction of the new railroad building program. Nevertheless, cash crops such as cotton, sugar, and rubber as well as mining products of Gold, Silver, and Copper still became the cornerstone of the Andean economy.

History:
The origin of this nation owes itself to a time long before its existence. During the 17th century, the Spanish Empire presided over almost two-thirds of the Continents of America. To govern these huge areas of land the Spanish Empire divided these areas into Viceroyalties. These were designed to allow for the better governance of the Spanish Empires overseas territories. In South America, three Viceroyalties were created to govern the continent. These were The Viceroyalty of New Granda, The Viceroyalty of The Rio De La Plata and the Viceroyalty of Peru. These Viceroyalties would eventually gain independence towards the beginning of the 19th Century in a period often cited as the Spanish American Wars of Independence.

The defeat of Spain in the Peninsular War and collapse of the Bourbon Dynasty left the Spanish Government without rule. With no authority left to govern them, the Viceroyalties collapsed unto themselves in varying degrees. Most would simply declare juntas that would act as independent kingdoms in their own right. Added to the complications of so many new governments appearing was the fact that some territories and cities were not included in these juntas. Political fault lines and cultural divides began to appear. The first phase of the war is argued to begin 1808 when the first recorded fighting took place. In 1810 provinces of the former Viceroyalty of Rio De La Plata declared independence.

In northern South America, New Granadan and Venezuelan patriots, under leaders such as Francisco de Paula Santander, Simón Bolívar, Santiago Mariño, Manuel Piar, and José Antonio Páez, carried out campaigns in the vast Orinoco River basin and along the Caribbean coast, often with material aid coming from Curaçao and Haiti. In March 1814 Ferdinand VII ascended to the Spanish Throne following the collapse of the French Empire. While at first it was expected that his return would weaken the independence movement, his betrayal toward the liberal movement intensify the movement. His actions set most of the South American Junta’s that had not declared a position in the war to side with the independence movements. Those moderates within the independence movements that had once wished to reconcile with the crown now saw an imperative need to separate themselves from Spain.

Of course, as history shown the strings of the success of the Patriots, led in the north by Simon Bolivar and the south by San Martin, eventually led to the Viceroy La Serna signed a Treaty surrendering The Royalist forces to the Independence movement. While Spanish proper officially try to recapture their colonies, no substantially successful move was ever taken and with Ferdinand death in 1833 the reconquista more or less ended.

With the defeat of The Royalist forces and independence won, new nations began to form. One of these would become Bolivia. In 1826 Bolivia achieved independence. At the time of its birth, a union between the newly created nations of Upper and South Peru was desired. The majority of the public supported this idea, but Simon Bolivar publicly disapproved of the notion of this union and instead backed the creation of an independent state. In honor of his role in liberating the nation the nation was renamed The Republic of Bolivia, he as its first president. Soon afterward political turmoil forced Bolivia to return to Gran Colombia, in his place he left Antonio José de Sucre, a Venezuelan Independence leader. Sucre was elected president towards the end of 1826, but due to political and economic reasons was unable to organize the nation.

At the beginning of May 1828, an uprising allowed Peru to invade Bolivia with two aims. To force the removal of the Colombian Army and to institute a new constitution. By 28th of May Sucre was forced to step down and was replaced by Marshal Andres de Santa Cruz. Both Gamarra, the President of Peru, and Santa Cruz agreed that the separation of Peru and Bolivia was a mistake that should be corrected. They eventually decided that a federation or at least a confederacy should be made uniting the nations. Both though disagreed on who should be in charge, Gammara believes in a Peru-led union while Santa Cruz believed that Bolivia should have more political power.

With the war over in 1833, Peru organized a new parliament, one that disapproved of Gamarra, demanding he steps down since his term had finished. Since there was no time to call for elections General Luis Orbegoso was sworn in as President. Gamarra angered by this and attempted to restore his position, but found that most of the county and the army were aligned against him. In 1835 a Peruvian General rebelled and seized the capital from Orbegoso. Orbegoso, however, has strong support in the South of Peru and called the President of Bolivia, Santa Cruz, to aid him. Santa Crus agreed to help him, but on the condition that he would agree to the formation of the Peru-Bolivian Confederation. He did and following the Generals defeat, Orbegoso announced the formation. The union met with support in the South of Peru and Bolivia, but anger in the richer North. The formation would see Peru divided into two states, South and North. The formation now meant that Southern Peru would benefit much greater from the formation and possibly damage their interests in the north. Never the less on the 28th of October 1836, the Confederacy was officially proclaimed and The Peru-Bolivian Confederation came into existence.

The formation of the Confederation while the majority of the population supported and benefited from the Confederations existence, the formation had caused tension at with neighboring countries and with the richer elite in North Peru. The population of Lima had benefited for decades as the trade center for the Viceroy of Lima and since gaining independence had benefited from trade with Chile. With the splitting of Peru, the city of Lima would no longer enjoy the same economic advantages now given to Arequipa, the Capital of South Peru. A number of politicians affected by this moved to Chile in hope to one day restore their way of life before the union. Internationally the creation of this Confederation caused alarm in many neighboring nations. Argentina considered the Confederation a rival, while José Joaquín Prieto, President of Chile, treated it as a threat to the region's stability. His claims were not unfounded. The Confederation now held the position as the Second Largest power in Hispanic America, with the collapse of Gran Colombia.

At the beginning of 1836, a simple trade disagreement would lead to heightened tension between Chile and The Confederation. The disagreement was over how high to set the tariff on Sugar and Wheat. In an attempt to force Chile to the negotiation table, The States of North and South Peru increased the tariff on Chilean wheat from 12 cents to 3 pesos - an increase of 2400%. Chile responded by increasing the tariff on Confederation sugar by the same amount. Tensions between the nations would remain high and this period would later be known as The Tariff War. The Tariff war would become increasingly bitter as the winter months came by.

As if it was not enough tension, on the 7th of January a Confederation ship was stopped by a Chilean Frigate and the excuse of searching the ship for slaves. The accusation of slavery within the Confederation angered much of the population and Velasco demanded the immediate release of the vessel and its property. The Chilean government eventually released the vessel and its crew a month later. The incident caused embarrassment on both as Chile was forced to release the vessel, while criticizers of Velasco and the Confederation pointed at the inability of the government in securing the vessels release.

The two government became increasingly hostile, and as common throughout the time period, the conspiracy began to be cooked to resolve it. From the Confederation side, Santa Cruz conspires with Ramon Friere, ex-president of Chile who has been exiled in Peru that would later be known as the infamous Freire Expedition. Its failure and publicity would ultimately start The First Confederation War, with Chile crying for war against the confederation for attempting a Coup d’etat against them.

The critics, however, does not originate from down Patagonia alone. In the nations of Peru outrage spread amongst the wealthy elite and the critics of the Confederations. The Upper Class of North Peru had always chaffed against the new balance of power. Trade now traveled south instead of the city of Lima, the traditional hub of regional trade. The Tariff War had only worsened the North Peruvian population’s opinion of The Confederation. The continuation of the war was considered a failing of The Confederation Government and structure. Upper echelons believe that should the confederation should exist, Peru should be the center of The Confederation due to size and trade. The Freire Expedition was greeted with public outrage in North Peru and one that these elites do not miss. On the 11th of October, several prominent members of the North Peru Government approached General Orbegoso in declaring North Peru independent of The Confederation and to wage a war uniting all of Peru and drove Santa Cruz away from The Confederation. General Orbegoso accepted and was declared the First Grand President of the Confederation, rivaling the title “Supreme Protector”. He immediately declared war on The Confederation and began to mobilize troops in Lima. In an attempt to bring South Peru into the war on North Peru’s side, Orbegoso sent a personal request to the President of South Peru, Ramón Herrera Rodado. Unlike the North, the South had prospered from The “Bolivian” Confederation birth. Rodado made his position clear. He would support Santa Cruz.

The war is disastrous for Santa Cruz and Rodado however. With Chile controlling the sea and North Peru blocking anything from the North, supplies ran little very fast. Argentina long claimed Jujuy area and its silver mines, joined Chilean side. The resulting declaration stretched public support too far. Throughout the cities and towns of the Confederation, a cry of peace was demanded. Bowing to cabinet pressure Cruz was forced to agree to peace talks. These talks hosted in Brazil, a nation considered neutral by all sides, were held within the city of Rio de Janeiro. On the 12th April 1839 Argentina and The Confederation would be the first to sign the Treaty of Rio de Janeiro. The treaty would annex the mountains of Jujuy into the nation of Argentina and the region of Antofagasta to The Republic of Chile as “payment” for attempting to destabilize Chile. Orbegoso, while no friend to the belligerent states was by no means their enemy like Cruz, and the two agree by the treaty that he would be mantled as the leader of whatever left.

What follows is a flurry of changes, reform, and rebellion. By Rio de Janeiro treaty, Orbegoso is the one who wins the confederation, not North Peru, but that did not stop him from annexing it all into North Peru. Bolivia has been too exhausted by the war and did not raise many protests during the process, but South Peru elites quickly declare a rebellion to protest, one that led by the deposed José Miguel de Velasco, ex-Second President of Bolivia. It quickly ended up in failure. By the end of 1845, the Peru-Bolivian Confederation has officially reformed itself as Andean Confederation, with whole Peru as the dominant partner, its parliament as the only legislative body, and Lima as its capital. Two years of war that had ripped The Confederation apart and brought it back together, smaller, but in some ways stronger. Bolivia would never again regain its level of autonomy, and Peru would never again be divided. Santa Cruz plans were scrapped. The Confederation could no longer stay un-united nor under Bolivia.
But in true South American fashion, things just could not stay stabilized. In his visit to Paris, he was shot down by Bolivarian nationalist, Manuel Stezo, while in a carriage with the French Foreign Minister. The Minister was later confirmed to be unharmed, but due to the sensational headlines, newspapers were unwilling to remove it.

The Parliament of Andean, naturally, shocked and collapsed into disarray. More than just a hero, he’s a strongman who united the collapsing confederation into a unitary state. Without him, Bolivia, or even South Peru, may declare their independence away. Keen to save the Confederation before its inevitable destruction the parliament invited a highly decorated and respected Peruvian general, Manuel Prado and quickly elected him as the country’s emergency leader. The quick response time and military background have proven to be the silver bullet necessary to stabilize the nation. With the pain of Velasco defeat still lingers, the separatist has yet to dare strike again against the military.

Turns out while Prado is a good general, he’s largely uninterested in politics, only accepting his position due to the necessity of the situation. What follows is a series of reforms towards democratization as the conservatives and liberals seek to secure their own supporter base. Andean Thaw, as they called it, turns the confederation from series of dictators into a true democratic republic. Prado too, when his tenure finally ran out, simply back down and return to the simple life of military commander, and only return to the spotlight when Andean Confederation fought against Ecuador in the territorial dispute of ‘57.

The dispute began when Ecuador attempted to sell Amazon basin land claimed by Andean in order to settle a debt with British creditors. When diplomatic relations between the two countries broke down, prior to the fragmentation of the Ecuadorian government into several competing factions, the Andean government ordered a blockade of Ecuador's ports in order to force the cancellation of the sale, and the official acknowledgment of Peruvian ownership of the disputed territories. By late 1859, control of Ecuador was consolidated between General Guillermo Franco, in the city of Guayaquil, and a provisional government in Quito headed by Gabriel García Moreno. Andean President Ramón Castilla sailed to Guayaquil with several thousand soldiers in October 1859 and negotiated the Treaty of Mapasingue with General Franco in January 1860. The signing of the treaty indicated Ecuadorian compliance with all of Peru's demands, and temporarily marked the end of the territorial dispute between the two countries. However, in September 1860, the forces of the provisional government, commanded by García Moreno and General Juan José Flores defeated Franco's government at the Battle of Guayaquil, ending the civil war in Ecuador. The new government disavowed the Treaty of Mapasingue, followed shortly afterward by its Peruvian counterpart; this re-opened the territorial dispute and turning it into open war as Andean government retaliates to defend its claim.

The war started fast and end even faster as Moreno could not muster enough forces to defend Ecuador against the professional military division. The Andean soldier enters almost unopposed in Guayaquil and forced Moreno to step down in favor of Franco and his treaty of Mapasingue. This intervention would unintentionally turn Ecuador into a puppet of Andean as Franco only backed by the Confederation troops. Seizing the opportunity, Castilla put all his effort into annexing Ecuador as the third state in the confederation, and by the winter of ’64, Ecuadorian “bid” for statehood is accepted by Andean parliament.

Things only turned south again in 1870, but this time the nature of the crisis would be economic rather than political. By structure, the Andean Confederacy is politically dominated by Peru, but its economic dominance is a natural byproduct of each constituent territory. Bolivia and Ecuador are weak economically, with Bolivia being nothing more than breadbasket state and Ecuador only worth is its cash-crops, which susceptible to the fluctuation of prices. Instead, the economy of the confederation is run by Peruvian mining business: Gold, Silver, and Guano. Gold was taken out on a large scale by the Spanish for many years following the conquest, but silver and Guano remains an important export. Guano especially served as Europe's most important fertilizer in the mid-nineteenth century and made Peru for a time the largest Latin American exporter to Europe. The guano boom ran out around 1870, after generating a long period of exceptional economic growth. When the guano boom ended, the economy retreated.

This alone would not cause concern if Peru only maintains its own economy. After all, Foreign-exchange earnings from guano exports became so abundant and, therefore, imported goods so cheap that much of Peru's small-scale local industry went out of production. The end of the guano boom relieved this pressure, and with a prolonged depreciation of the currency, the stage is set to stimulate manufacturing.

But with Confederation, Peru downturn meant a dive down for its fellow constituencies. Prices of products also rise up with the falling price of silver, which the country’s currency is backed on. While Peruvian entrepreneurs respond positively to this change, Bolivian and Ecuadorian proletariat does not. January 1880 is opened by a popular revolution, instigated by the socialist and communist wing of Andean society. While in the end, the revolution crushed, it is not without repercussion, and a new strong man rises up from the chaos to led the nation to the new century…

The only things set are that it did rebel against Britain in the American War of Independence, but later became independent when the United States quickly fell apart. How it acquired Spanish Florida, and what it's been doing since then is up to you, within reason.

Ok, So collapse of the Articles of confederation then, i guess the republic would be more agarian than anything, is the whole plantation economy thing still viable or has that era passed ?

History:
The first peoples to Canada were the Indigenous Peoples, coming to the continent thousands of years ago and remained without European contact until the Viking's arrived and were turned away, remaining without European contact till the French explorer Jacques Cartier explored the Gulf of St. Lawrence and the St. Lawrence River through his three expeditions beginning in 1534. The first French settlements in Canada were created by Samuel Champlain with the founding of Port-Royal in 1605 and subsequently became the Father of New France. The revolutionaries attempted to conquer Canada several times and were turned back each time. Once the Treaty of Paris was signed, many Loyalists emigrated to Canada, fleeing the post-revolutionary violence that came with being the defeated, the benefit of this being that it nearly tripled the population of Canada and provided her with a population that could help construct an economy capable of standing on her two feet and being an important colony of Great Britain, worthy of protection.

The fall of the United States was a surprise to many in Canada, her shortlived life proved that the rule of the Crown was a great deterrent to anarchism and destruction, the Canadian Confederation found a brother in the Laurentine Confederation, that had also stuck with the Crown, on account of the British garrisons. I think the system is that any party can reserve and app for the same nation, and both apps will be compared, with the one that is higher quality winning. If one doesn't complete theirs in sufficient time, or request further time, then the other is judged by merit alone.

This explosive economic growth has come with a cost, with the industrial poor increasingly seeking to organize and better the poor hand they have been dealt in the wake of the great games of the captains of industry.

History: Following the dissolution of the United States through the late 1700s, large tracts of North America collapsed into chaos. British garrisons in Ohio held their positions, however, the tide of refugees from the East soon became overwhelming, and the British troops could do little to stem their flow. Most of the refugees settled in Ohio and Michigan Conflict inevitably broke out, as the settlers and refugees encroached on lands held by the Native Americans. This came to a head in 1809 with the Battle of Fort Jacob, leaving dozens dead on both sides. Both the Native Americans and the Settlers requested aid from the Crown, and the conflict seemed destined to spiral out of control.

However, cooler heads prevailed, owing to the shrewd diplomacy of Tecumseh and the British authorities. A treaty was finally signed in 1810 between the fueding parties, dividing the lands of the Great Lakes region between the Native Americans and the settlers, proclaiming protection over both the Indians and the Laurentians, and ensuring peace for the future.

In 1811, a delegation of Laurentian and Virginian representatives met in Norfolk, formally delineating the border between the two lands at the Ohio River. Grand Rapids, optimally placed in the Center of the Confederation, was renamed Victoria D.L and selected as the capital of the new dominion.
