This appears to me an inconsistency. Is this a colony bonus you started with or a research project you did to increase building count limit?
Because if the latter, I'm definitely taking that tech too as soon as I have a research centre.

I'll probably still go for research to increase build limits. That seems like an incredibly powerful bonus, being able to build more highly cost-effective mineral building rather than having to move to buildings with lower return on investment.
