I think I went the right route going finishing mine complexes first, gives +5 to industrial complexes.

Also what does population actually do? Does it just act as a measure to how big a settlement/colony is or does it do more?

This turn they started to come into effect. Below 4000 pop is +4 minerals and +2 energy and above 4000 pop is +4 energy and +2 minerals.
