Ohh yeah, my Palestinian troops will be expatriates who fight for the Mamlakans in order to liberate their homeland one day. But they are far away from home, indeed, outside the country in which they were born.

It's mainly because they haven't been reclaimed by the Empire yet. Britannia, until now, has been harassed by Nordic and Iberians, which prevented their growth.
