However, any Danish and Norwegian Resistance members who filtered into government would not like him: he carried out the Commando Order which suspended the Laws of War protecting those resistance fighters and their allies. If you think it would work, I'm not against establishing relations with Scandinavia, but I merely expect that views held by the population of Falkenhorst are mixed.
Edit: although, I would appreciate opening diplomatic ties with someone, especially as the Civil War dies down and Germany returns to the international stage
