APPLICATION:

Name: Sir Morr Grimm, Count of Gallowkeep and vintner of Stonehollow
Age: 133
Sex: Male
Race: Vampire
Appearance:
Image

Personality: Ruthless yet pragmatic, determined yet content, harsh in tone yet well-intent. Morr Grimm is all of them as he had accepted the fact that his kind is hated. Despite his brooding demeanor, discipline is everything as he cannot stand banditry and hypocrisy. He is honorable to some extent, but how honorable remains to be seen. He holds little prejudiced against other non-human races
Skills: Drillmaster, administrator, competent leadership, skilled in swordsmanship
House: Head of House Grimm, a landed knight under the empire.
Loyalties: He respects the rulership of House Regine as they were fair and just and he is skeptical on how the Empire will run under House Carnifex, especially the Jonathan XIV.
Biography: Morr Grimm is the inheritor of Gallowkeep, the largest fortress a landed knight could ever dreamed of owning, and Stonehollow, a vineyard. Both properties that was in his family's possession ever since their surrender and subjugation to the Empire. Like the family name, Morr grew up knowing he will be hated for what he is for the rest of his life as priests of the Imperial faith railed against him and his family. Despite his father's strictness in his education of history, finance, and military training, Morr loved every minute being with him. He sometimes would watch his father train his soldiers for hours on end or help him record wine shipments on a ledger.

But House Grimm is no stranger to brutality of war as Morr Grimm lost his father in a battle against a surprisingly large group of bandits plaguing the road that was crucial to the wine shipments. It was a pyrrhic victory as Morr bitterly executed the rest of the bandits as he could still recalled being knight by his father a few minutes for the attack commenced. Years past as his face became hardened and stern with his own personal regret for not saving his father. Now, he tends to the vineyard, the fortress and the sales of the family's brand while simultaneously keeping the roads safe by mercilessly hunting down bandits with his own entourage of volunteers from a nearby village. Indeed, roads leading into and outside of his lands are undisturbed by bandit activity due to his ceaseless desire for vengeance. Also he adopted a orphan daughter after her father were killed during a fight against bandits. His longevity is no secret when a few bandits is kept alive just a little longer as the party went back Gallowkeep. His feasting of blood is not out of desire to be immortal but to live long enough to ensure that the trade routes and roads remain safe and prosperous.

The Count was willing to make him an example by hanging him for this illegal profiteering business, it did not came to pass for Lady Fate herself had intervened saving his life as mountain trolls had interrupted the execution enabling his escape alongside the destruction of his village.

The havoc that wrecked the province by the mountain trolls proved a perfect opportunity for Uther to prove his mantel in leadership by fighting off both the Count's authorities(since he was an ineffective ruler) and the mountain trolls; defeating both in the process with a great personal losses. Being recognized of value of leading a successful defense against invading savage creatures and a peasant revolt can grant a man an ambiguous reputation to say the least; instead of getting hanged he was awarded by given apprenticeship as a imperial clerk in the capital by the Empress herself.

It took many years for Uther to climb up the imperial bureaucracy's ladder granted both ennoblement and great status within the palace itself. For the last two decades he has influenced the usher of a "Tranquil Age" mostly peaceful and economic growth that would soon be over, fear looms in the shadows over the Regency Council he oversees.

Personality: Aggressive, Cunning, Dominant, Intimidating, Violent, Determined, Stalwart, Stubborn. He will often take tactics which make no sense to anyone else, but are carefully calculated. His combat style is one of overpowering, not speed. His way of war is often one known for its brutality and ruthless nature; he is feared by many as the bringer of death, like his father. He has no respect for those who are born into wealth and power, only those who truly show competence.
Skills: Battle strategy, combat, exceptional strength, intimidation, cunning
House: Head of the von Draconia-Sterpol house, one of military generals and a military general.
Loyalties: Has no loyalities but to himself
Biography: (Pre-Bio Note: Despite his mixed race, the Empire recruited him due to his exceptional combat and tactical ability, along with his noble heritage of the same.)

Born to the old, powerful yet small house of Draconia-Sterpol, he grew up to a military education, sparring with his brother in long and hard duels, some which could even last for hours. His brother was his greatest friend and he still is, however, his brother, at one point, almost died on the battlefield during a war a long time ago. His brother told him to leave him, and so he did. He still does not know whether his brother is still alive or not, but he fears the worst. Anyway, back to Liecsturn. After training hard and long during his childhood (of which he remembers little of), he, as is customary, fought the Draconia-Persnacht's (their rival house) heir to the death, and so he did, and won, but took a devestating blow to the head, leading to him losing many of his childhood memories. After this, he got accepted by the Emperess as a commander, following his father's request and her assessment. He soon proved himself to be a worthy asset, even becoming a war advisor to the Empress, due to his amazing combat skills and great head for tactics. He fought several wars for many years, earning both the respect and fear of many people in the Empire. After the death of the Empress and the Empire, he rounded up his soldiers, and got ready to find someone worthy of the throne. However, he may declare himself a military dictator if he is discontent with all candidates.

I'm going to have to deny this. Not just because of the weird hybridization (namely, how vampirism and being a dragonborn are incompatible), but because there's not really enough in the biography - and what is there is in direct conflict with some of the lore of this world that has been pre-established that I have posted about and am consolidating to make it easier to access for everyone.

Tentatively accepted. It looks really good so far, I'm interested to see where you'll take this. Vampires are generally able to live about as long as normal humans, except when they drink blood it allows their soul to strengthen its hold over their bodies - thus allowing them to feel/be “younger” by slight degrees for a longer period of time. They are “immortal” only in the sense that, if they have a healthy supply of blood - especially human blood - they can theoretically live eternally, barring execution by someone who wants them dead.

Oh no, the Draconians are something new altogether. I was just noting where I based off their abilities. If that’s not fine with you, I’ll just make him a regular vampire. Tell me, which part of my bio conflicts with the lore? I will fix it to the best of my ability once informed.

Mostly that was my primary concern. Another major concern I'd had was the fact that he likely wouldn't have much to do with the succession crisis, as that is the responsibility of the Grand Order of the Throne of Gaia. I added some more lore regarding two so-far named Imperial Organizations to the Lore Post on the first page, if you need more information on that. The Grand Order is almost exclusively human-only.

APPLICATION:

Name: Sabemai
Age: ~22 ( exact birth date unknown )
Sex: male
Race: Orc
Appearance: ( I am sorry, however I could not find a picture. My description must suffice ). - Sabemai, when standing erect towers at 6 "6' ft tall, though when hovled over in a usual stooped position, he appears about 6 "1' ft. Sabemai easily weighs 300 lbs, almost entirely muscle with very little fat to speak of. His dark gray skin is marked with a slight greenish hue. His eyes naturally appear yellow ( as if with jaundice for a regular human ), with irises a blood red. His usually protruding lower canine teeth he keeps shaved down to nubs which barely protrude above the lower lip. His gray finger nails, which also naturally edge themselves like his canines, are also kept cut short and to the nub. Upon his head he maintains a trimmed black fuzz upon his scalp.

Sabemai wears about him a heavy and multi layered clock of cheap assorted brown, black, gray, and white fabrics. He uses these fabrics to cover himself from head to toe, and to conceal the actual bulk of his inhuman build. Across his face, he wears a dirtied gray veil not uncommon among some medical professionals across certain regions of terra. His hands are wrapped with scarlet gauze up to the base knuckle, allowing his gray fingers to be free. He walks with a large Lux wood branch for a walking cane.

Personality: Sabemai is friendly, if a bit distant and shy. He always offers aid and assistance were he can, truly desiring to help others, but never to the point were others might grow attached to him ( or the other way around ). Soft spoken and humble, he delights in being a pleasant voice among the murmur. Sabemai's pleasant and well wishing demeanor is contrasted by feelings of isolation, shame, and sadness brought on by years of abuse as a child.
Skills: Sabemai can read; he is extremely knowledgeable about the flora and fauna of the Terran Empire; he is an astounding adept in alchemy ( especially natural recipes ); he posses exceptional innate skills for medicinal magics ( though he is still developing them ); his knowledge of poisons, diseases, infections, venom's, and antidotes is rivaled by few apothecary's across the empire; his natural orc physiology allows him to survive in climates and environments that would kill the average human; his physiology also allows for an inhuman rate of regeneration from wounds, as well as an immunity to most poisons, infections, diseases, etc.
House: n/a
Loyalties: loyalties are as of yet not defined
Biography: Sabemai was found alone as but an infant, in the wild lands which had once been the dread lands. His supposed savior had been a surly farmer by the name of Martimus. Sabemai's exact origins, or the reason for why he had been abandoned in the forest were unknown, but any question which Martimus might have had about Sabemai's presence were seconded by his thoughts of profit and exploitation. Martimus would rescue the infant Sabemai from the forest and bring him back to his home. A plan had been conceived by Martimus: he would use the orc boy as a laborer to do his toil. Martimus lived alone with his daughter, and having no wealth beyond that enough to survive. Without either wealth to hire farmhands, nor sons to assist him, the daily chores wore Martimus weary. Sabemai would help elevate Martimus's plight - for it was well known that an orc could well do the work of five men in the same amount of time! Martimus would, for lack of a better word, nurture, the orc boy for the first four years of live - allowing him to live in his barn, feeding him scraps and rodents, allowing him a sack for clothing, even giving him the name mai ( Mai was a small greyish-greenish fish native to the local area ). By the time he had reached the age of 4, Mai would finally be put to hard labor by Martimus.

Mai never really minded the work. Sure, the first few years he would cry and moan often about his feet freezing in the mud, or cutting his hands when wielding the ax or the hoe, or having to work from before the sun went up to after it went down - but his pains and complaints quickly disappear as he aged. At 7 he could plow a field entirely by himself, by 8 he could chop down a tree, and by 9 he could hunt just as well as Martimus could. The older and stronger he became, the less bother the work became, becoming no more than a menial task for him to take on the daily. The ease with which this grueling labor came to Mai made Martimus envious and resentful of his indentured servant, prompting him to torment the boy when ever possible: insults, lashings, forcing him to stand outside in rain or snow, taking away his shovel and demanding he dig holes with his hands, continuing to feed him scraps - anything to demean the boy. The one bright spot in his life was Martimus's daughter, Sonya. Sonya was about the same age as Mai ( as far as either of them could tell ) and bared a more gentle and compassionate attitude than what her surly father did. When Martimus was not present, Sonya and Mai would often hide in the brush and play games, tell stories, catch lizards, or anything to pass the time really. Sonya would tell Mai her dream of being and Angeli and helping people across the world, while he taught her what plants to eat in the brush as well as how to listen to the birds speak. It would be Sonya who secretly gave Mai the second part of his name, Sabe ( meaning brother in the local dialect ).

Sabemai's friendship with Sonya made his otherwise dull life meaningful and warm. Their friendship fell into crisis when a plague fell upon the land when Sabemai was 15, sickening both Martimus and Sonya. Martimus got better, Sonya did not. It was a hot summer evening when Sabemai and Martimus buried Sonya; so still and melancholy was the whole scene, that Martimus had been struck by silence, not even having the will to torment Sabemai. Wrought with grief, that night, Sabemai vowed that he would honor his lost friend. He would journey across the world and cure every plague known and blight known to man, helping and healing all that he journeyed past - just like the Angeli that Sonya had always wanted to be. Finishing all his chores for the day, and ripping a branch from a holy Lux tree ( a rare tree, whose different parts hold powerful medicinal and magical qualities ) Sabemai left Martimus and his empty homestead, traveling northward - intent on wipping out disease and blight, and honoring his lost friend by showing the world the compassion that she had shown him.

APPLICATION:

Name: Kauashe-o’-wisp, Servant to Thrones
Age: Unknown, even to herself; captured 2,373 years ago, and dedicated to the throne 2,368 years ago, in the year 9,977
Sex: N/A, generally reckoned female
Race: “Will-o’-wisp”, magically imprisoned within a Pearl, and used to animate a statue.
Appearance:
Image

Personality: Over the years, Kauashe has become rather proud of her job, and on occasion has been known to express her own opinions—much unlike most other servants. Although she does display a certain boldness on occasion, harkening back to her free-spirited past, for the most part, Kauashe is meek and rigid in demeanour. Her distinct independent will, however, still does shine bright whenever she needs to entertain her master, as she has been known to make use of unorthodox humour, music, dance, and more. Although she has learned from experience to choose her words carefully, Kauashe doesn’t always follow her own best judgement. Like many smaller beings, Kauashe’s long-term memory is poor, giving her a ditzy air sometimes, although she usually circumvents this problem by storing physical accounts of events within her pearl, leaving her a now vast array of records to search through in order to find older memories, which has facilitated her becoming progressively more organised and rigid over the years.
Skills: Kauashe holds a wealth of knowledge about the history of the empire, particularly the happenings of the court, having served the crown for over two millennia. Being a magical being, she is innately capable of a select few magical acts. From the gemstone she is held in, she is able to project light, images, and sound, as well as store and retrieve objects. House: N/A
Loyalties: Kauashe supported the reign of House Regine with some initial reluctance, and, being bound to serve and remain loyal to the Terran throne until it is no more, currently quietly opposes the Lord Carnifex in favour of less repugnant Houses.
Biography: Far out in the seas lies an island known as Whatuiland. It remained undisturbed for eons, seeing little change. Accounts of the first explorers of the island recount a thriving tropical environment with “fairies of fire”, which would later be known as will-o’-wisps for their resemblance to the old myths, but no other intelligent beings, and pristine white sandy beaches. The empire’s most famous mage of the day, whose name has since been lost to the sands of time, set out to find these beings.
The mage travelled to the island, and took little time to secure a specimen, luring one in using a large pearl, and trapping it inside with a spell of his own creation. After four years of studying the trapped wisp, the mage commissioned a marble statue, and had the wisp’s pearl placed in the chest as a heart. Using modifications of necromancy attempts preserved from aspiring necromancers who’d since received their just desserts, the mage linked the pearl with statues, creating, by his estimate, the perfect servant to gift to the throne. In the year 9,977, the new creation was linked not to the standing emperor, but to the throne itself, forever tying Kauashe to the throne of the Terran Empire.
For over a millennium, Kauashe loyally served the throne, yet was markedly useless when it came to recalling information. Her service, which she has little memory of now, continued to the throne until, in the year 10,605, the emperor of the time requested she begin to write notes on the court’s events of the day, in a report, of sorts. Since then, she has written reports, and stored them within her pearl, giving her a nearly unbroken record of events within the court dating back to the summer of 10,605. Since then, Kauashe has continued to faithfully serve the crown. However, with the death of Empress Artemis II, Kauashe has, for the first time in millennia, been without a defined master, and, having been left to her own devices, may serve as a valuable asset to efforts to prevent House Carnifex from ascending to the throne, and bringing forth what some suggest might be a new era of darkness upon the land.

Alright, here's the history of the "Isle of Artana", the homeland of my characters.

Artana is a large, temperate island about one tenth the size of Terra, located to its northeast. It has moderate summers and frigid winters. The northeast of the island is dominated by a large chain of mountains and several smaller islands. The south of the island is a flat, fertile grassland that was once an enormous forest known as "Gylwed Forest". The northwest of the island is a frigid wetland, with many rivers constantly changing course. first appears in the written record around 5,000 years ago, during the Terran Empire's exploration of the seas. The island of "Yrtain" was described in the written records of a Terran sailor as being home to countless petty "Yrtaini" kingdoms, who occasionally united under a "High King".

About 3,000 years ago, Artana reenters the historical record. According to runic inscriptions, oral tradition, and the epic poem The Lay of Argos, Artana was invaded by raiders from across the ocean known as the "Umirlings", named after their leader, the warlord Umir the Lame. Umir the Lame was supported by his various children, including Ivar the Pale, Wulfhildr Long-Tooth, Bjorn of the Black Hand, Sigfrith the Skinner, and Argos White-Hair. Umir the Lame is generally assumed to have been real, but the historicity of his children is highly disputed - in particular, Bjorn of the Black Hand and Argos White-Hair are often considered to be wholly legendary or later warlords unrelated to Umir. The Umirlings had originally been invited to Yrtain as mercenaries by High King Yrgais, but betrayed him. Native Artanni oral tradition holds that the Umirlings betrayed Yrgais because of their thirst for blood and gold, while the Lay of Argos claims that Yrgais was a Daemon-worshipper who ruled with the aid of witches, and that Argos White-Hair persuaded his father and his siblings to overthrow him after falling in love with Yrgais's abused daughter. Descendants of the native Artanni also believe that Yrgais, who they call "The Old King", employed magic-wielding druids, but that those druids received their gifts from the gods, not from Daemons. The native Artanni also believe that Yrgais's magical sword is hidden somewhere on the island, and someday the true ruler of Artana will find it, reactivate its magic powers, and drive the Umirlings out.

At any rate, Yrgais was defeated and slain in battle by Umir, and his dynasty faded from history. Umir died coughing up blood later that year, furthering rumours that Yrgais and his followers practiced dark magic. Umir's children divided up Yrtain between themselves, forming a handful of petty "Jarldoms". The Artanni clans of the northwest retained their independance, due to the difficulty the Umirlings found in navigating the wetlands.

The two cultures slowly assimilated into each other. The Umirlings swiftly adopted the "clan" structure of the native Artanni. "Yrtain" became "Artana", "Jarls" became "Earls", and "Gylwed" became "Galwood". Clan Payle ruled the forests in the south. Clan Longtooth ruled the northeastern mountains, Clan Ribbell ruled the northwestern wetlands, and Clan Skinner ruled a small archipelago off of Artana's eastern coast. The new Umirling clans elected their own High Kings, usually when threatened by the wetlands clans.

Around a thousand years after the Umirlings first arrived in Artana, Alpin Argoss, Chief of the minor clan of Argoss, was declared High King of Artana by the other clans. High King Alpin commissioned a group of the kingdom's most accomplished bards and scribes to write an epic poem honouring his clan's founder, Argos White-Hair. The result was The Lay of Argos, which incorporated oral tradition, older sagas, and Alpin's own theories into an epic story about Umir the Lame's youngest son. Clan Argoss would lose much of their newfound influence after Alpin's death, but The Lay of Argos would go on to become an integral source of information about the early Umirling period, and have a massive impact on Artana's cultures and languages.

Of the various clans, the Payles eventually became the most powerful, as they controlled the fertile southern lands of Artana that had once been Gylwed Forest. For almost a thousand years they held a monopoly on the title of High King. The title became pseudo-hereditary, and permanent, rather than elective and temporary. The Longtooths, Ribbells, and a variety of minor clans all swore fealty to them. Meanwhile, Artana was increasingly influenced by the Terran Empire, and the Terran language, the worship of Gaia, and some of the trappings of feudalism spread to much of Artana through cultural diffusion.

In 11,277, High King Dunchad Payle subjugated the Eastern isles, executing Thorfinn Skinner when he refused to swear fealty. One of the minor clans of the Eastern Isles was Clan Blackhand Brennus Blackhand had fought against the Payles alongside the Skinners, and thus feared for his life when King Thorfinn was executed. Brennus, his family, and many other Clan Chiefs fled from the Isles to Terra, where they were granted asylum by the Terran Emperor. Brennus reached an agreement with the Emperor, where the Emperor would provide men and ships to depose King Dunchad, and in exchange Brennus would swear fealty to him.

In an elaborate ceremony, the exiled Artanni lords elected Brennus to the position of High King in absentia, and he was given a crown by the Emperor. Soon afterwards, he returned to Artana with an army of Terran knights at his back. The Skinners betrayed Dunchad for Brennus after a few victories, while the Ribbells remained neutral, and the Longtooths initially remained neutral but eventually sided with the Payles after learning of Brennus's agreement with the Terrans. The Payles and Longtooths were defeated in a series of battles, and eventually Brennus came to control the whole of Artana. Brennus held a coronation ceremony, where the great clans formally elected him a second time.

Brennus had the main line of Clan Payle killed in order to prevent them from claiming his crown. The lesser branches of the clan were allowed to live, but were forced to abandon their surnames and found new clans. The most powerful of these clans were Clan Thorn, founded by Thorin Payle, and Clan Vulne, founded by Volnarr Payle. The Blackhands seized control of Galwood and the Eastern Isles, and have reigned as High Kings ever since.

The Regines rarely interfered with Artana, albeit mostly due to lack of interest. With the instability caused by the death of Empress Artemis, however, the Blackhands are increasingly concerned that they will be dragged into mainland politics.

Sex: N/A, generally reckoned female
Race: “Will-o’-wisp”, magically imprisoned within a Pearl, and used to animate a statue.
Appearance:
Very interesting. I'll add this to the Lore Post, then, since this all seems fairly consistent to lore and timeline thus far. It all seems to fit fairly nicely within things, as well.

I was either considering play a League of City States grouped together in fealty towards the empire in a style similar to the Delian league of ancient greece both culturally and probably leadership wise. That or maybe a more tribal great house the holds sway over various semi civilized tribal vassal's with the house themselves barley being any better than barbarian's a couple centuries back.

APPLICATION:

Name: Mako Mordue
Age: 25
Sex: Male
Race: Charcharion (Amphibious human like creatures with gills, worth noting they take extreme offense to the term "merfolk." They dry up in sunlight.)
Appearance:
Image

Personality: Mako is a temperamental young man, with a passionate distaste for unwelcome authority. He despises large governing bodies, and has a firm belief in personal rights. He also believes he is the only one who can provide this for the Charcharions. He is a beloved figure, and a wise leader. He lacks diplomacy however, and only knows how to get his way by force. Faust is impatient, reckless, and dangerous.
Skills: Mako specializes in running his portion of the world, as he is the long running envoy for the Empire in the undersea.
House: None
Loyalties: Mako is the envoy of Atheo, the small undersea portion of the empire where the Charcharions reside. It is inhospitable to oxygen breathers, thus a new envoy is picked each year. Mako has no preference who holds the throne, so long as it allows him and his general to march on Atheo and claim it as their own. Atheo has long held a desire to break away since joining the empire to avoid war decades ago. Faust believes now is that time. He would prefer the new ruler be in good terms with Atheo however.
Biography: Faust was a peasant born in Atheo like all the Charcharion. He worked tirelessly farming for his family, growing seaweed en mass. He received no education, only learning how to barter and mange his resources wisely. Mako became a shrewd businessman as he grew into his teens. What started as a hobby making trades turned a couple of pieces of seaweed from his father into a few toys and games. Mako's father was impressed, as was the city's current enovy, a man named Thresh. Once a few years later once Mako had matured, Thresh saw that he had turned his collection into a small seaweed farm and managed to hire workers creating a small but thriving buisness venture.

Thresh decided to take Mako under his wing as apprentice, and taught him the ways of running the city and overseeing how to serve the Empire. He met the former empress many times, a woman he came to admire very much. He was dissapointed at her passing, especially as he had not gotten to Thresh's position yet and had hoped to gain recognition. Instead, her passing came and Thresh was filled with grief. It was with a heavy heart he pulled thresh aside to inform him of his own ulterior motives.

Thresh was dying, quickly. He needed an heir to his role, but Thresh had never intended for Mako to take his place as envoy. He had intended for Mako to take the security forces Atheo used and seize autonomy from the empire for the city state. He knew if the queen named no heir, then Jonathan would likely inherit the throne. And the ramifications of that where unknown. The time was now, and Mako was to be the one to lead in the time of change. Thresh gave Mako the location of a factory, where his engineers had made new equipment to upgrade the security force into a full fledged army. After a few more minutes on conversation, Thresh passed leaving Mako his sword, his banner, and his destiny. He was to take the city of Atheo, and secede from the empire.

Despite all this, Mako's own ambitions got to him, his ego inflating. Outside of Thresh's final resting place, he decided that in this time of unrest, stability would be necessary. Against his teachers wishes, Mako nulled the portion of the new governments founding documents establishing a senate and free elections. Mako had created his own benevolent dictatorship, giving himself supreme power once he and his new army took Atheo. He gathered his generals, spoke to his army, and down the main street they marched directly to the city capital, to wrest control from the empire for themselves.

In that case, I’ll just make him an external (as in, not part of the Grand Order), but still a general for the Empire. I’ll reduce his influence to mar this. Before I make a second draft, should I just get it rid of the Draconian species or is it the fact they come from a non-canon place that’s the problem?

Allow me to ask, what would the tech level be?

As in, is it supposed to be similar to that of the High Middle Ages, or perhaps the Dark Ages? I would like to know.

On another note, i feel like we need a map, as to make grounding ourselves in the lore easier.

Tech level varies greatly, but generally, the most advanced parts of Terra are maybe equivalent with the colonial era (along with ships that can traverse the globe via the ocean surrounding the main continent). The least advanced parts of Terra are stuck somewhere between “ancient Roman Empire” and High Middle Ages/Dark Ages.

As for map creation, I'm not very good at that - but if someone has the skills and doesn't mind discussing it in TGs and helping make one...

Reviewing apps and such. I'm getting the IC ready to go, and it looks like we're on schedule for Monday.

It wasn't her birthright, but when it was discovered that her older brother suffered from the werewolf curse, their father insisted that she, being the second oldest, should inherit the barony, despite the fact that she was a woman. The wolf taint was rather common among house Moonblood, and their father feared that it would be bad for business with a werewolf lord. His son was happy to oblige, he had never been much for ruling anyway, and embarked on an adventurous life all around Gaia. Satana meanwhile, was far better suited. She had always been daddy's good girl, and looked forward to pass on his legacy and make him proud.

However, four years after her father's death, the baroness of Skullcliff began to show symptoms of being a werewolf as well. She tried to hide it, but her secret slipped out nevertheless, and eventually a cousin of Satana manipulated himself to the title, and banished her from her own lands. Satana however doesn't admit her defeat.
Loyalties: Satana is first and foremost loyal to her own house, and since she claims the right to rule Skullcliff despite being not fully human, Lord Carnifex isn't exactly her cup of tea. Someone true to the reign of the Regines would be better, but even better an emperor who doesn't differentiate between races. She's not (as of now) a separatist or a claimant to the throne.

So is it the Draconian species or the location and culture that's the problem?

I think it'd be for the best if you did the Draconians as half-humans/half-Dragonborn, as that could occur. It'd also be unlikely for non-humans, culturally and location-wise, to be recruited as Generals even with impressive feats. At best, the Empress could have welcomed him into the Imperial Court - a high honor when serving the Empire, which would not necessarily equate him with a Lord or Lady of a major noble House, but would still make him notable.
