I can especially see the more genuinely libertarian wing of my party subscribing to such an idea. Governor Stephens of Montana for example, I believe is quite socially liberal. I’m not too sure about the Democratic Party however. You would know better.”

It was warmer in the city than where he was coming from, but the Spokane night was cool enough that Hammitch had chosen to stay with the moderately faded jacket and hat that he had always been fond of when off-duty or in the brush, not putting on any special airs for the meeting, even as he took it seriously. He was not a man too much invested in point-by-point planning, but had gone over some of the questions he planned to ask ahead of time, and done some reading up on the man that he was meeting to prepare himself for a talk that did not carry an overabundance of risk, but felt important regardless, felt like an assessment of whether or not he was still in the political 'flow' at all, or if he would be singly pulling himself back up again.
He was not especially interested in the city, never was interested in any city, really, and so his afternoon flight was cutting time a bit short, but the taxi ride had been both relatively short and a manageable cost, letting him arrive a few minutes early to the nighttime meet. A look at the building from across the street led to a slight frown, as he could not tell whether or not it was open or not at first glance, but after giving the driver a fair tip, he exited and crossed to take a closer look at where he was to find the Senator.

Augustus Sinclair was sitting in his office, as he had been all day and the day prior. Budget negotiations with both the Democrats and his own Republican leadership in the state legislature was going nowhere. The budget had massive new projected pitfalls thanks to the carbon tax and the recession, which was hitting the impoverished Mountain State especially hard. There was no consensus. There was no agreement. Sinclair was not a great mediator or consensus builder, causing the state government to come grinding to a hault. According to West Virginia law, the state legislature and by extension the governor are hamstrung by any lack of a balanced budget.
So, Sinclair was consigned to writing executive orders in his office. He had already produced one that had proven popular with his base, and another on immigration was coming. His base was still with him, but the state's surprisingly large Democratic Bloc had soured on him, as expected. Cal Reed's sinking popularity in the state proved to buoy him, however.
Executive action could only go so far. It proved to barely be action at all. And as a man of action, Sinclair craved more than his office could provide. There would be a move to make, and that was in part related to the day's key visitor.
As Sinclair polished off his wife's fried chicken, his secretary let Senator Kramer into the office without warning.
