No federal court at all, you need to obey the laws of the state you are in. If you break the law in a state you get tried in that state, doesn’t matter where you’re from

Being quite honest, I don’t think that gun made by Heedrisburg is functional. I’m pretty sure the gun would explode while trying to fire a shot.

The weapon as described would likely face greater difficulties from a legal standpoint than an engineering one. While not exactly common, handguns chambered in .45-70 Government are reasonably widespread, and while that is graded on the curve of being a revolver market, one could almost certainly manufacture a .60 semiautomatic at some cost. Legally, however, the gun's bore would see it classified as an NFA-restricted Destructive Device, and it could not be sold or acquired as a standard firearm.
