Reed can grow quite excited, overly so, when it comes to his children in particular, and tends to have an outsized reaction to anything relating to them. He did end his professional career early when Aubrey became pregnant for the first time, and the Garestaer situation had a profound effect on him personally, even rippling into his political outlook-and having some effect on his marriage.
That said, this was a more particularly important moment for a couple of reasons. As Dentali induced, it was her first steps, an excitement-inducing moment for him, but beyond that, as has been touched on in a pair of earlier slices of life, they were very late first steps. Mia is more than a year and a half old, well past the usual age for first steps, and seeing them come at last had a greater effect coming on the heels of the worry over the delay.
Out-of-character, of course, the 'psyche' was a bit of fun.
I/Simon fully understand the excitement and would probably be just as excited in the situation however Simon in the moment is angry because he thought it was a life or death matter and it frightened him
