The system G, has allows freestyle magic design. He may simplify things a bit, but it should be close to whatever you were hoping for. Trying to unlock arcana spell, specifies your school of magic more and more, further submitting it into a specific school. Theres been light magic, necromancy, whatever the heck zhous is, and rune magic. If your very peculiar, you can talk to G to work out the inner workings of your magic type.

Hm. So far, I guess the gist of what I've been hoping for has been 'mystical visions provoked by research into amber'. And yes, I know. That's about as vague as any fever dream.

Novas left his city state and is offering it, but I would wait for G’s confirmation to see if you can make your own citystate, which will likely be a yes.

For those who want to make a city state, here’s my mock application that I made based off of memory. Prepare yourself on necessary corrections, but this should help you get started at least.
