I had Labor II in Turn 15 and another II Labor just now. By my count, that should come out at IV, and thus a new Urban District.

Was Hvasskyn recently renamed to the Stalheim Hierarchy, were they always interchangeable or is Hvasskyn a constituent of the Hierarchy?

The Hvasskyn are the “Keen Folk”, the ethnic group the members of the Hierarchy hail from. Essentially, what Slavs are to Russia.
