Depends on the ship and infrastructure available.

For example the Roman Republic during the First Punic War was able to copy a Carthaginian galley and produce 500 copies in a year. Now obviously this is a key example of the Romans using their typical “all hands on deck for the republic/empire!”

But generally maritime powers where able to put together from scratch (if the skills, infrastructure, and resources available are adequate) a decent fleet ( a few squadrons at least) in a few months

Yep, that's why I let the merchants do the shipbuilding. When I need ships, I just tak--I mean "borrow" their ships.

Do watch out when alienating the rich merchants of your country, though.
