These men are the best-of-the-best, veteran caravan guards, ex-mercenaries, and anyone who gets through the tough vetting process to work for the RMC. The majority security forces of the RMC are dressed in their signature black mass-produced leather armor with their corporate logo. This outfit is fashioned out of belts, straps, braces and pads and provides adaquete protection. On routes through high-risk areas, caravan guards sport combat armor crafted out of polymers and ceramics, with a flexible body suit interwoven with thermal-dissipative membranes and bulletproof material. The security personal of the company have an open armory; often armed with a standard issued 10mm pistol; they have access to R91 assault rifle's, 12 gauge Winchester Combat shotgun's, Wattz 2000 laser rifle's, DKS-501's, and a wide range of explosives such as makeshift Molotov's and hand grenades.

History: The Rousseau's were once one of America's most prominent families in Louisiana. They came to American from France in 1720 and were pioneers of the budding city of New Orleans. Andre Rousseau was a venture capitalist, having much invested in the fur-trapping expeditions in the area. The family continued to grow in wealth and power; much of their money became tied up with the development of the Mississippi river and the rise of Steamboat technology. By the 20th century, the Rousseau family had formed the Old Blue Shipping which became the primary shipping company on the Mississippi River and later helped build the Port of Greater Baton Rouge. Not only did the family became immensely wealthy through shipping; they became politically connected with one former governor of Louisiana, four New Orleans mayors, three congressmen, and even nearly-elected presidential candidate in 2074 who was arrested for fraud charges.

Luckily with a partnership with M&M Construction, the Rousseau's had a shelter built under their manor. When the bombs fell, most of the family were in New York City celebrating an expensive government contract they had attained to ship supplies to government troops in Canada. Several of the extended family members were able too survive with most of their household staff. When the food supplies began to wane, Peter Rousseau, the new family patriarch, led a party to the surface. To their dismay, the world had changed greatly since the bombs fell. Peter had an epiphany, he saw this not as the "end of the world" but a new opportunity for his family. Soon they began reorganizing the city of New Orleans with the provisional city government, soon to be monarchy. Peter was appointed the treasurer of the city, by the newly coordinated King of New Orleans and tasked with assisting the rebuilding of the city. With an array of talented individuals, Peter gathered a party and soon went north to see what remained of their holdings in Baton Rouge.
new, the Rousseau family began to garner more influence and wealth. Right before Peter's death, he organized the Rousseau Mercantile Company and expanded trade to nearly eighteen riverside settlements. Roger Rousseau, the new patriarch of the family, took the company in a new direction. Using their excess cash, Roger bought several brahmin and horses; he began to breed them on the estate property and then opened a ranch near Baton Rouge. With their new access to pack animals, Roger began to expand their company's interest into overland caravaning. The Rousseau Mercantile Company delivering the goods where no one else would; they were known to travel through the worst radioactive storms, through swamps with deadly mutated-gators, and right through Cajun tribal territory. Their willingness to go the extra distance pushed them beyond most competitors; now they were efficient in both river and overland caravaning.

Jean-Marc, the current patriarch, was a god-send to the company. He became legendary, some say he once fought a Gator with his bare hands while trying to defend a pack brahmin with valuable munitions for the Monarchy of New Orleans. Jean-Marc was one of the few who welcomed the Texan's as they annexed the area. His men actively helped Texas forces subdue rebels throughout the territory and provided them with necessary arms. Through this support of the Texas Republic, they allowed the Grand Southern Bazaar to act as an autonomous entity, becoming a city-state ran by the corporation. Jean-Marc continually spread the corporation through the outlying states and continually tries to become the most prominent caravan company in all the wastes.

Cultural Advantage: the children of the aristocratic elite of Tsubaki have been educated in classical court literature, and as a result, are masters of charisma and negotiation. The demands of the spoiled aristocrats for stylish kimono, architecture, and paintings based on the books they've read has lead to the imperial treasury subsidizing corporations (-be) which produce gorgeous works of art that may be used for trade.

Government: the “Empire” of Tsubaki is a monarchy where a theoretically absolute but mostly inactive mikado of the Tsubaki dynasty rules with the help of a regent from the Fumikiri clan. Clans (-uji) and corporations (-be) are the main organizations, with no representation for unskilled commoners. Other hereditary aristocrats are appointed to positions (bugyō) in the state but pride themselves most of all on their courtly aesthetic which they believe distinguishes them from the “barbarians” - both commoner and outsider.

Military: the top leadership of the Rikugun are comprised of aristocrats more concerned with rite and parade than martial prowess, warfare is viewed as crude and barbaric. To insinuate that a courtier is adept at martial arts is a backhanded insult. The central ranks are samurai, coming from poorer roots, being lead by ambitious demoted relatives of the Empress, and are more militaristic and sardonic, having no compunction about the grim realities of warfare. The lowest ranks are composed of ashigaru - conscripted peasants who serve the landowning classes.

The ashigaru's attire is a plain hakama with yoroi katabira and armed with a M1 Garand, simple and cheap, not hard to replace. The lower ranking samurai wear dō-maru armor and fight with mass-produced guntō and laser rifles. The highest ranking samurai wear ō-yoroi armor, heavier than what the foot-soldiers and commanders wear, while carrying custom made katana and plasma weapons.

The Kaigun (navy) does not suffer the stigmata that the army does, and the minister of navy, being a close friend with the Fumikiri regent, secures most of the funds allotted to the military. The belief that trade is what will make Tsubaki a civilized power, and lack of a desire to expand eastward, have both contributed to the court's confidence in the navy as well.

History: the Tsubaki citizenry are mostly descended from Japanese Americans in Washington who took shelter in Vault 971 before atomic fire ravaged the earth. In 2110 AD, because of problems with the water valve, some of the more restless members managed to successfully push to leave the vault due to dwindling water supply. They moved out into the wasteland that had been their ancestors' home. Loose knit communities formed, despite occasional attacks from ghouls, bandits, and irradiated wild life who seemed like monsters out of old Japanese fairy tales, earning folk names like “oni” and “kappa.”

Around 2150 AD, these decentralized communities through much of central Washington would be united by a mythical figure named Yume no kimi who's life is a compilation of myth and history. To most Tsubaki-jin, “Yume-sama” was a divine being sent from Mount Saint Helena by the gods in order to rule the wastelands and create the empire. In reality, the woman who would become the mythical demigod, Charlotte Satō, was a half-Japanese Vault descendant who used prewar classics her grandparents had passed down to her in order to construct a new social order which would secure her power and ensure that something resembling the Great War would never happen again.

In contrast to myths, her conquests were less militaristic and more a result of sociopolitical power coalescing around Tsubaki Grand Shrine, an important sacred place for the wastelanders, even if they had forgotten its prewar purpose. Rather than destroying other tribal rulers and professions, Satō incorporated them as various clans. The Fumikiri's, descending from railroad workers turned tribal warlords, became sophisticated courtiers who would eventually become regents and ministers to various empresses. Other clans, such as the Hamamatsu, Nekoyashiki, Tsukishima, and Fuchigami would equally lose their barbarism and prefer aristocratic refinement with all its pleasures and indolence.

Satō's granddaughter Yukie would conquer most of central and eastern Washington. But despite their expansion, western Washington would only be fully conquered in the year 2240 when Sumeragi Tora, the Chinzei Bugyô (Defense Commissioner of the West) eradicated the last of the ghouls from the region and established a provincial governorship which would settle the area. Since then, Tsubaki has been concerned most of all with trade and art, having little concern with expanding outside their borders. A post out to the east is regarded more as a punishment than an honor, effectively a banishment for those who displease the powerful and haughty Fumikiri clan.

Transportation tech is much more wide spread in the region, with motorized gangs having ruled the area before the formation of the Confederacy. Due to the nature of Detroit recruitment, troop quality varies significantly based off of where they were levied, with some being barely trained, equipped with pipe rifles or whatever scavenged gear they could get their hands on, up to the troops of the former motor cities, in their gleaming suits of steel and prewar-era weapons. However, efforts have been made to both standardize the equipment and the training.
Military Leadership: Mostly former raiders or local leaders, no standardized training for officers.
Military Doctrine: Rather undefined due to the diverse nature of the army, but one common trait between all leaders is the use of "shock and awe", in that forces try to assemble as many guns and put as much fire on target as possible. A push has been made to motorize, with workshops dedicated to both repairing scrap cars found all over the Motor Cities, as well as to retool old designs into a brave new world.
Equipment: Mostly non-standardized, but the official weaponry being produced at the military workshops of the Motor City are the designs of equipment constructed during WW2.

His plan being that he would follow the old highways across the lower half of Michigan to simplify supply lines and actually know where he was going to assimilate the other motor cities, either through diplomacy or force. The Chryslus Host: Based in the Chryslus Industrial Park: ~800 soldiers, although primarily used for garrison and caravan duty. Has an impressive stock of Chryslus Highwaymen and Corvegas, often used as reconnaissance and envoys by the Confederacy.

As an industrial hub the majority of the vessels within the Motor Cities are either merchant or fishing, and a small amount of actual warships. The remaining naval power belongs to the privateers, technically not associated with the confederacy, they're paid off to focus on other nations trade, and to be a general hindrance to everyone not in the pocket of the Confederacy on the Great Lakes. Notable bands include the exiled Pitt City Pirates, adorned in gold and black, the regalia of an ancient warrior cult from the city. The Ragnarok Raiders, famed for their large quantity of canoes which are used to silently move upon the lakes and rivers.

History: In the early 21st Century the United States Armed Forces began researching and developing vertical take off and landing technology. While this research took place in multiple facilities across the continental United States, the Naval Experimental Research Facility, in Seattle, was responsible for the first successful prototypes of the earliest models. The success of these prototypes elevated the Facility to become the largest and highest priority research lab on the West Coast. In the mid twenty-fifties, with the creation of Operation Safehouse, the facility was enhanced with a Vault-Tec brand Nuclear Fallout Shelter. This change to the facility, along with a self-contained underground nuclear fusion plant, ensured the facility would survive through the impending threat of nuclear war; if such a thing would ever happen.

However when the unthinkable happened, and the world was ended in nuclear fire, Seattle and the surrounding areas were struck with multiple high and low yield nuclear warheads. Seismic activity would drastically transform the the terrain of the city, and would ruin a large portion of the secret underground facility. Large swaths of the manufacturing plants were buried under tons of stone, concrete, and steel. Leaving only the Residential Quarters, a single damaged research lab, the Barracks, and part of the Armory intact. Much of the facilities ability to manufacture materials needed for the creation of Vertibirds, and other military equipment, was buried beneath the city. In the immediate aftermath of the nuclear strike, the facility descended into pure chaos. The commanding officer of the facility, and as well parts of his staff, were declared missing upon the initial seismic activity. Fractions within the existing staff, mostly between the bored conscripts of the Navy, and the overworked and underpaid researchers erupted. Violence began as soon as resources within the facility were realized to be dwindling, or outright missing, from the storage facilities.

Cultural Advantage: Union Above All: Through the years, the common populace has been coerced into upholding the ideas of the state; through the use of propaganda and brute force, a significant portion of the population has been "reformed" into radical fanatics for the Union. To this fact, they have been entrenched with the central idea that they give everything for the Union, even their lives. Thus, providing a 5% bonus in the quality of the military the Union, as they will fight to the tooth and nail for the Union.

Government: The government of the Union is akin to a Military Junta, being that all power is held by the Executive Committee of the Union, which is essentially a triarchy among three Marshals of the Union. To this fact, though authority among the Marshal's is "equally" divided, the preeminent official of the Union is the First Marshal, effectively acting as the head of state of the Union. The selection of the Marshals is based on a military council of the Union, in which vote on several candidates among their ranks, in which the tenure is either for life or retirement. In accordance, the selection the First Marshal is based on the same basis, with a military council voting on which of the existing lesser Marshals will be promoted to the rank of First Marshal, and tenure is the same as the Marshals.

National/Group Ideology: For the most part the Union State's values are akin to the United States' Enclave; being that they perceive themselves as the last bastion of humanity, and are very xenophobic. But uniquely, with the intrinsic mix of American and Canadian values, the Union is somewhat more liberal compared to the Enclave, being that they are willing to cooperate with outside groups to an extent, as they see the benefit of trade for the Union. In addition, the Union are willing to accept outsiders as citizens, only if they pass a very strict process, in go through a series of medical test, and also go through the "reformation" programs of the Union.

• Consolidate more territory in Alberta.
• Look at the possibility of establishing outposts in the United States.
• Establish outposts in the territories of Northwest Territories and Nunavut.

History: Prior to the Great War, Alberta was once a thriving province of Canada, mainly due to the fact of the large petroleum industry, but once the oil production ran empty, Alberta transitioned into developing the high-tech industry. With the establishment of the Anchorage Front Line in 2059, American and Canadian relations began to deteriorate rapidly. When the relations turned to the worse, and the subsequent annexation of Canada by the United States in 2067; Alberta was a major hotspot for various Canadian uprisings, with the most prominent one, the Uprising of Edmonton in 2071. After quelling such uprising, a large American military garrison was to be stationed in Alberta, making the former Canadian military bases of Edmonton and Cold Lake as their main bases of operations, in which they began with the construction of vast underground complexes in both bases. But once the Great War started in 2077, more American troops were funnelled through Alberta in order to support the operations in Alaska. But as the bombs began to drop, the remaining of the American troops in the province fled to the military bases for shelter.

After several years, there were multiple attempts to contact the remnants of the US government, known as the Enclave, have been futile; yet AFB Edmonton had managed to make contact with someone, but it was with AFB Cold Lake. To this fact, both of the high-ranking officers in both bases had reached an accord to form their own continuity of the US, dubbing themselves as the "Northern Enclave."

Furthermore, news reached the ruling council that it has become viable to exit their shelters, the consensus was to immediately establish control over the area surrounding the military bases. Knowing if they were to establish a civilization in the Canadian wasteland, they required a population to govern over, in which they looked at the vaults as their answer. In accordance, as Northern Enclave troops investigated various Vault-Tec buildings in Alberta, they had eventually managed to find specific records of vaults in Canada. To this fact, the Northern Enclave engaged in a campaign of forcefully relocating the populace of the vaults located in the Rockie Mountains, and for the most part, were relocated to either Edmonton or Cold Lake.

Initially, the government was for the most part liberal to its populace, but it was evident the populace were hostile to their rule. In the year 2243, a large group of vault dwellers attempted to rise up against the central government, though it failed, it made the ruling council realize the fact that the only way for the state was to progress was through the means of force and disinformation of the populace. Moreover, In order to deal with the new influx of prisoners, the ruling council decided on the creation of a penal colony, on the mining town of MacMurray, which was acquired by Northern Enclave forces, ten years prior to the uprising. In addition, by the time of 2268, rumours from traders have reached the ruling council that the Enclave still existed, but they recognized the fact they have developed their own unique identity, to this fact, they decided to rename the state as the "Union State of Alberta," and reforming the ruling council into the Executive Committee of the Union.
