Here is an updated version of where I am currently at with the Hudwellian Constitution.

Section 1 - Introduction


Section 2 - Rights and Freedoms

Democratic rights
- Each free citizen can vote in a municipal, provincial or federal election in the plebian, tribal or centurion Assembly.

- Each free patrician citizen shall be allowed to run for all offices, with the exception of tribune of the Plebs. Plebians May run for all offices, with the exception of those elected in the centurion Assembly (Censor, Preator and Consul).

Mobility rights
- Each free citizen can enter, remain in and leave Hudwel.

- Each free citizen or free permanent resident who has been recognized as holding permanent residence in Hudwel shall be allowed to live in any province of Hudwel, and work in any province of Hudwel.

Freedoms
- freedom of conscience
- freedom of thought
- freedom of belief
- freedom of opinion
- freedom of expression
- freedom of the press
- freedom of communication
- freedom of peaceful assembly
- freedom of association


Section 3 - Municipal Powers
Examples:
- municipal debts
- libraries,
- museums
- parks,
- community water systems,
- local police,
- roadways
- parking
- water
- sewage,
- waste collection,
- public transit,
- land use planning,
- emergency services,
- animal control,
- economic development.


section 4 - Municipal Voting


Section 5 - Aedile
- 2 Aedile per year
- 1 year terms
- must be at least 35 years old to run


Section 6 - Ephors
- 5 ephors
- 1 year terms
- must be at least 45 years old
- writes municipal legislation
- proposes legislation to the plebian assembly for approval
- random selection
- oversees the aediles
- Selects incoming Aedile guard officers, and their subordinate members


Section 7 - Gerousia
- 28 gerousia + Aediles
- must be over 60 years old
- lifetime terms
- can veto the decisions of the ephors
- sets the agenda for the plebian Assembly

Section 14 - Federal Voting

Centurion Assembly

Patricians - 6 blocks
The Equites (0.1%) - 12 blocks
The first class (1%) - 80 blocks
The second class - 20 blocks
The Third Class - 20 blocks
The Fourth Class - 20 blocks
The Fifth Class - 30 blocks
The Proletariat - 5 blocks

Each block divided in the senior (46 years old and older) and the Junior (45 years and younger) blocks

To vote for a candidate, a junior block will vote first and once a block had reached a majority it will vote for a candidate. The Patricians, Equites and first class vote first. If a candidate has more than 50% of the vote that candidate is elected. If not, the second class votes. If no candidate has more than 50% of the vote this repeats going down the categories until a candidate wins more than 50% of the vote.

Elects the Consuls, Praetors, and Censors.

Can ratify the senates request to declare war

Tribal Assembly

Plebian Assembly


Section 26 - Responsibility of the senate


Section 27 - Rights and Responsiblility of a senator


Section 28 - Imperium


Section 29 - Principalis Senatus


Section 30 - Consul
- Must have previously been a Preator
- Must currently be a Senator
- Must be at least 42 years old to run
- Must be a patrician to run

30.1 - Fasces
The Consul that receives the most votes shall hold fasces, or hold reign, first. The consuls shall alternate fasces on a monthly basis after the first month.

30.2 - Executive powers

30.2.1 - Imperium
The Consuls shall have the power to command the military of Hudwel on the battlefield.

30.3 - Legislative Powers

30.4 Judicial Powers

30.4.1 Imperium
While in office, a Consul may not be the subject of legal prosecution.

30.5 - Religious Powers
It shall be the duty of the Consuls to announce any additional holidays during the year.

It shall be the duty of the Consuls to interpret the will of the deities to see if the omens are positive before proceeding on an action.


Section 31 - Preator
- Must have previouslyly been a Quaestor
- must currently be a senator
- must be at least 40 years old
- Must be a Patrician to run

31.1 Judicial Powers
31.1.1 - Imperium


Section 32 - Aedile
- must be at least 35 years old to run


Section 33 - Quaestor
- 20 elected per year
- must be at least 30 years old
- must have at least 10 years experience in the military to run
- Must be a Hudwellian Citizen to run


Section 34 - Tribune of the Plebs
- Must be a Plebian


Section 35 - Military tribunes
- Must be at least 20 years old

36.1 Thick striped

There shall be a maximum of one (1) thick striped tribune per legion.

36.2 Thin striped

There shall be a maximum of five (5) thin striped tribunes per cohort.


Section 37 - Rights of the Monarch

Legislative
The Grand Duke May summon the Senate.

The Grand Duke may prorogue the Senate.

The Grand Duke may dissolve the Senate.

The Grand Duke is responsible for setting out the Senates program by reading it from the throne.

Executive
The Grand Duke is the head of the military.

The Grand Duke has the right to be consulted by the prime minister

The Grand Duke has the right to encourage certain courses of action

The Grand Duke has the right to warn against certain courses of actions

Judicial
The Grand Duke may not be personally held liable for the Laws of Hudwellian Courts

The Grand Duke may not be personally held liable by the Laws of Hudwel

The Grand Duke may pardon those found guilty of violating a federal law.

Section 38 - Powers of a Governor
Judicial
The Governor of a province serves as one of the 5 supreme judges of a province.

Executive
The Governor of a Province serves as the head of the armed forces of that province.

Legislative
The Governor summons the legislature to meet.

The Governor Swears in the Premier and their cabinet.

The Governor opens each session of the Provincial Parliament

The Governor provides Grand Ducal Assent to Laws passed within the Provincial parliament.

Terms
The Governor may be appointed by the Senate to serve for 1 term of 5 years. A possible extension to 2 terms may be given.


Section 39 - Powers of a premier

Legislative
The Premier develops provincial policies and priorities

The Premier implements provincial policies and priorities

The Premier prepares legislation to be introduced in the provincial parliament

The Premier submits a government spending budget to the provincial parliament for approval

Executive
The Premier ensures that the provinces laws and policies are carried out


Section 40 - Religion
40.1 Rex and Regina Secrorum

40.2 Pontifex Maximus

40.3 College of Pontiffs

40.4 Vestal Virgins

With the opening up of the map, I am considering starting the colonization effort in one of: on the island off the coast of where the yellow kingdom was, where Aedyan was, or the snowy plane between Cantarellia and where Aedyan was.

I am guessing that The yellow kingdoms spot would probably lead to less conflict among established nations and potentially lead to more food spices and minerals. It could be difficult to govern given the long distance and large size if it expands too much too fast. It would probably start with 2 ships and around 400 people though. Aedyan could lead to conflict with Carim and Osjio and an increase in food and minerals. The snowy plane could grow the raw furs market in Hudwel, but could be a drain on food in Hudwel.

I'm not sure how much you'd get [Osjio is extending it's reach into the areas around aedyan soon if no one app for it by the time my next post goes up, but I digress, the land where the Yellow Kingdom has already been partially claimed by someone who is currently working on their app, so you may have top hold off depending on what they claim

I’m dropping out. As much as I would’ve loved to do this RP, I’m trying to finish up my RPs (other then the small regionL one) so I can work on other tings in NS, farewell, I hope this goes really well, best of luck.
