What is meant by Customs is that you can make any empire exist (HRE, Scandinavian, Japanese, etc.) but there can't be any nation in North America, mostly because that will be a major colonisation ground. However, you can play as tribes in Africa and America, as well as any African kingdoms that existed in 1500.

Additional Info: The 1383–1385 Portuguese interregnum was won by Castille, so Portugal did not gain independence. Over the following 115 years, Portuguese independence movements were suppressed, so today, the Portuguese, Castilian, and Aragonese all identify as Iberian. However, the Iberian Empire lost a war against the Eastern Roman Empire soon after. The terms of the treaty were that the Eastern Roman Empire would annex Sicily, Naples and the Balearic Islands, and would gain access to all ports on Iberia's western coast. However, Iberia still claims Sicily as part of the Kingdom of the Two Sicilies, an Iberian puppet, and the Balearic Islands as their own, and there is severe division in Sicily and Naples as to which country they truly belong.
