Neighborhood description: Scarrige, originally an independent municipality, has been annexed into the wider city. It features Cherry Street, a large and successful red-light district which also contains small gambling houses and other less reputable businesses, along with theaters, bowling alleys and a small local grocer's. There is a small population of young middle-class, primarily students, who have moved into Scarrige due to low housing/rent prices, but the majority of the population are working poor living in densely packed townhouses and squat apartment blocks. The neighborhood includes a waste management facility, a slowly dying steel mill, and other primary industries that employ most of the neighborhood's population.

Neighborhood description: In the center of this northern hinterland lies a gated community, filled with the town's upper crust. However, small industries at its western periphery have attracted new builders and ambitious residents, both well-off ex-students and families looking to get a good deal in the housing market. The views across what was once grassland is now prime real estate. The delegate is himself an anomaly, coming from an Old Guard background with a wife from the Nouveau Riche.

Neighborhood name: Montgomery Hill

Neighborhood description:
The neighborhood was named after Francis Montgomery, a former railroad tycoon who once established a train station and a maintenance yard in this town, boosting the town's population and economy. Montgomery was the owner of the Montgomery & Sons Railroad Company, establishing railways all across the nation and progressing the technology of train-powered transportation over the last 100 years. Now the company is in decline due to the advent of highways, but it has left its mark on the city, and especially the neighborhood of Montgomery Hill.
Today, this neighborhood's train station serves as a hub where goods are packaged and transferred between the railways and the motorways. The rest of the neighborhood is heavy industry, with some high-density yet low-quality housing and businesses scattered close to the factories. This neighborhood has the lowest quality of life, due to the populace consisting of low-income industrial workers and recent migrants working in heavy polluting industry. However it is also the industrial capital of the city and one of the city's largest sources of income, due to the trade as a result of the presence of the railways and the industry.
The majority of this neighborhood's populace are industrial workers, and are thus highly left-leaning politically.

Is there any more info somewhere on this, like how it runs, what the overarching elements of the RP are, etc?

You would probably get better results and more players if you made the OP a bit less bare bones. Still interested, however.

Neighborhood description:
Carriesburg was named after Giles Carrie, who settled here because the rocky, low-lying cliffs reminded him of the rocky coast of his hometown in the mother country. Ever since, the mainstay of the community has been the deepwater port, the city's largest. The port has made Carriesburg the center of fishing, shipbuilding, and associated industries. However, years of fierce competition from overseas have brought the neighborhood's only industries to the verge of collapse. The population is overwhelmingly white, and now mainly composed of middle-aged and elderly people, the latter of whom are mostly retirees. Young people are fleeing the neighborhood in droves, leading to resentment from long-time residents over how other areas of the city are "tempting our kids to leave and never come back". The main street, Cannery Row, is home to the canning factories and not much else besides a few small shops selling bait, tackle, and other fishing gear. Harbor Street is home to a community health center and rehabilitation clinic, and Mariners' Church, a Presbyterian church whose establishment dates back to the founding of the settlement. The harbor area itself consists of the port, and the crumbling but historic coastal fortification of Fort Campbell.

Nowadays, the neighborhood mostly acts as a business and tourism center of the city, though few apartments blocks housed no less significant amount of household residents.

Boy, for a population of 5,263, we have quite the massive neighborhoods!

I am surprised that this supposedly highly-populated metro area wasn't one large city or a few medium-sized cities as it is in America, but just a Holy Roman Empire of neighborhoods...

Neighborhood name: Port Pantaleon, or referred to by locals as "Panty-town", or more politely "Patty-town" or "Patty's Port".
Town Hall representative: Fyodor "Feo" Petrovich Sevelev
Neighborhood description: Named after the selfsame Saint Pantaleon, it is one of the older municipalities. Adjacent to Scarrige, it holds a wide diversity of Eastern European and Irish decedents, predominantly divided between the Presbyterians near Carriesburg and Polish/Baltic Protestants near Testament, the Catholics of Upper Anderson and near Montgomery Hill, and many Orthodox who resided in Pantaleon proper. It had once been a source of immense crime, with migrant workers settling down and forming gangs during the Prohibition Era and Depression, accumulating into horrendous acts of violence during the late 1930s and much of the early cold war, due to many fleeing the former USSR. To this day, there is a noticeably Eastern European flavor to the city, and crime has shifted to Likari Congo. Due to continuous and steady immigration from the USSR, especially during the tumultuous 90s, Pantaleon also boasts the largest bilingual group in Opolis, and many proudly trace their lineages back to aristocrats of Poland and Russia.

As for the actual goods produced in the city, it's proximity to both the port and Montgomery Hills meant that many plied their trade in various factories, and still boasts a large automobile manufacturing sector. The St. Constantine's College, is the intellectual heart and soul of the city, having originally been founded by in-exile Russian nobles and renovated during the Cold War, boasts cutting edge technology, and an ambitious engineer named Sevelev seeks to change the manufacturing industry with the advent of 3-D Printers. But it isn't just science that put Pantaleon on the map, it was the source of many films documenting the gritty life of a railroad worker, and the various gangs of the 30s and 40s. Indeed, it attempted to retain an "old European" and postwar aesthetic that made it famous in many doccudramas. Other noteworthy businesses is the Six-Shooter, a restaurant chain local to Opolis, along with the bus-hub, the Ramanos Theatere, and Textile Trail, where blend of old-world open-air markets meets modern day conveniences.

Apologies for taking liberties on the outlay of the city, and history in general.
