Everyone's mons are limited to four moves to begin with, so a pokemon's max level would be, at most, the first six moves of the tree, or around lvl 15, whichever is lower, I guess. I'm not OP, I can't speak for him, but that seems to be the rule of thumb.

Again, not OP, so don't take me for certain, but you should be perfectly fine if you choose a mon that can evolve (barring legendary evolvers like Cosmog and Type: Null, and possibly pseudo-legendaries, like Dratini/Larvitar/etc). Being the social creature that he is, instead of not talking when no one is around. He will talk to Flame, and because of that people will look at him and slowly move away. His goal is to become the champion, but if he can't he dreams of moving to Alola and starting a family there.

Bio: Joel was born and raised in Castelia City by a Royal Unova sailor
and a company CEO. He grew up getting everything he wanted, toys,

town, it was peaceful and quiet, compared to the noise of the
vehicles and people as they went about. He immediately abandoned his

to honor Joel's wish, his father bought a house in Novela Town in Maderia
and moved there with Joel, while Joel's mother works in Castelia City.

Personality: Despite being spoiled by his parents and growing up
rich and influential, Joel was known to be magnanimous, lighthearted,
and good-natured. He almost never takes things seriously and has a
good sense of humor. Downside is that he's somewhat kind of a pushover.

Bio: Born to a couple in Novela town. Her parents sent her to live with an uncle on the edge of nearby Selverde city. Alice was a quiet girl, always focused on her schooling and not much else. At age 12, while on a walk through the jungle, she encountered a Zorua. Startled, she at first tried to leave it be, however, the young Pokemon began to follow her. Not interested in Pokemon battling or even owning a Pokemon, she tried multiple ways of ridding herself of the Zorua, however, it followed her around no matter where she went. Eventually, she accepted it would not stop following her, and took the Zorua in, naming her Nyx. Owning the Pokémon for 3 years, Nyx had certainly grown on her. One day, when was 15, after a day of contemplation. She simply decided to pack her bags and go on an adventure. This was out of character for her, but she did it anyway, suddenly tired of her boring little life.
Personality: Quiet, easily startled, and usually one or calculate and plan each and every decision. However, she is known to occasionally make snap decisions, not considering consequence. She is slow to trust somebody, as she’s often incredibly cautious around strangers, a trait seemingly adopted from her Pokemon Nyx. Despite an original reluctance to own a Pokemon, Alice cares incredibly about Nyx, even to the point of nearly having a panic attack if she ever faints.

The pokemon region is one of my making, the Maderia Region, based on Brazil. Pretty much any pokemon is available, but myself or a co-op decide what pokemon appears during wild battles. Your starter can be any unevolved pokemon (the more powerful the pokemon, though, the more critical i'll be) with moves that it can learn at level 10 or below.

There's plenty of info on the region, rules, and the mechanics of the rp in the first two posts one the first page of the thread
