Name: Rachel Knight
Nickname/Alias: The American Witch
Appearance:
Gender: Female
Age: 19
Build: 5’10”, 138 lbs, slender.
Primary Ability: Hexes: Rachel can place hexes onto targets of her choosing, placing debilitating effects onto her foes. She can manipulate their luck, wear them out by draining their energy gradually, reduce their strength, inflict moderate pain without damage, or inflict elemental vulnerability. She can do this either through direct touch, or at range. If done at range, the pattern of the Hex will brightly glow in her palms.
Other Abilities: Runic Hexes: In addition to directly hexing her foe, Rachel can set up versions of her hexes as traps if given time to prepare. This generally involves etching the pattern onto two surfaces directly across from one another, effectively creating a tripwire.
Power Drawbacks: In order to Hex a foe directly, Rachel requires line of sight on the target. Many of the effects can be countered by magically enhancing the target. Additionally, Rachel requires free use of her hands in order to directly place a hex on the target. As the hex pattern glows while Rachel is channeling it, another Mage could recognize the Hex and immediately move to counter it. Any method to nullify magic both removes any active Hexes and disables any Runic traps in the affected area.
Equipment: A 9mm P223
DETAILS
Nationality: American
Hometown: Eagle Creek, Pennsylvania
Sexuality: Bisexual
Biggest Flaw: Civilian losses terrify her. Rachel will do everything in her power to try to prevent them and will she blame herself, especially if she believes there was more she could have done.
Main Skills: Rachel isn’t known for her combat skills, although she is a decent shot with firearms. She’s reluctant to use what she can learn, but she is still eager to learn new techniques, especially kicks. However, she does understand the value of a kind world and a smile, making her an eager, but sometimes naive, diplomat.
Personality: Rachel is even tempered when dealing people, although she can be bashful when meeting new people or when thrown into the limelight. Despite that, she is compassionate and eager to help others, especially at providing support. She does have difficulty conpartmentilatizing stressors compared to other members of the Syndicate, which could cause her to crack. As a passionate learner, Rachel will be found wherever teachers and books are accessible.
Biography: Rachel Knight was born into a middle-class family, near Dover, Delaware. Her father, the breadwinner of the family, made enough money through his work as an accountant and through his investments to ensure stability. Rachel’s mother was a free spirit and worked odd jobs as she gathered an assortment of skills and interests.
Due to moving regularly due to her father’s job, Rachel had very few true friends until high school. In addition to often being the “New Kid”, Rachel was tall and lanky throughout school. She went through middle school hearing almost every kind of insult and closed in on herself.
A stable family life mostly mitigated the damage, but things changed during high school in Eagle Creek, Pennsylvania . In her Sophomore year, this little spitfire of a Freshman took everything the school could give her and dished it back harder. What initially started as admiration of Robyn Davis became inspiration as Rachel began opening up again, quickly befriending the dwarf.
Senior year carried two major revelations. The first was that her mother’s foray into magic paid off, as Rachel managed to use what she was tauto protect herself and, more importantly, others during the large fight that year. The second was that Robyn, who was at this point her longtime crush, was gay. The pair then worked part time as vigilanties together, forming a star-spangled duo that would eventually catch the attention of the Syndicate.

Name: Rachel Knight
Nickname/Alias: The American Witch
Appearance:
Gender: Female
Age: 19
Build: 5’10”, 138 lbs, slender.
Primary Ability: She can magically project barriers on to 4 targets of her choosing targets depending on the dimensions of the barriers already created. These can be either partially or completely envelop the target. They are currently durable enough to shortly stop moderate gunfire, but they can take quite a beating from melee weapons.
Other Abilities: She can determine the opacity of the barriers.
She can also use her barriers to create bridges over gaps, although they contribute to the total area she’s covering.
With enough focus, which currently lowers the barriers on any other targets, Rachel can effectively lock down one individual physically with her barriers.
Power Drawbacks: Her barriers do not passively cover herself. The barriers will also fail to protect against liquids, gasses, psionics, magic, or any physical object moving with low enough kinetic energy.
Equipment: A 9mm P223

Discord's in the OP, one of the links at the top. And those who aren't in the mission can still chill at the base, I think there's a few people doing that.

PLAYER CHARACTER APPLICATION
VITALS
Name: Nikolas Aknolojia
Nickname/Alias: The Forger
Appearance:(Image)
Gender: A Man
Age: 19
Build: 5’3 and 180 lbs
Primary Ability: Dimensional Energy Refinement(DER): Wields pure and unrefined dimensional energy. It appears that he can summon forth magical energies from higher dimensions at will, and he can either reform it into a weapon, or use it as a dangerous and raw explosive. Given time, he can forge weapons ranging from a simple estoc blade to a main battle tank. Meanwhile, using the magical energy as an explosive agent is like throwing a explosive with the power of a M42 rocket launcher.
Other Abilities: Heightened Sight: In short, he has the eyes of a hawk. He can accurately see even the tiniest details, which allows him to exploit weaknesses to the fullest while wielding a conjured weapon.
Power Drawbacks: As mentioned, everything he makes requires time and concentration to make. An estoc type sword would take as little as one second, but the more sophisticated the desired weapon is, the longer it will take. In general, firearms range from 10 seconds to 45 seconds, cannons at two minutes to four minutes, and vehicles at 10 to 30 minutes. Thus, there are limited options to use when in the middle of a fight. Using the energy as an explosive is a taxing thing, and using it too much can cause fatigue or even fainting.
Equipment: Just the clothes in his person…
DETAILS
Nationality: Greek
Hometown: Athens
Sexuality: Straight. Likes lesbian women the most(for some reason).
Biggest Flaw: Perhaps his greatest flaw is being too ruthless and indifferent with a “the end justifies the means” mindset. He pretty much doesn’t care what it takes to achieve the end goal. The only thing that can dissuade him from being callous like that is a direct and absolute order. When he engages the enemy, every attack is done not with the intent to neutralize, but to terminate. Though he wants world peace, he wouldn’t mind if the price is the lives of one or two billion.
Main Skills: Combined with his ability to create weapons is to wield them expertly. He is both a swordsman and perhaps a decent shooter, if not average. In addition, if he gets to make a vehicle, he can drive it pretty well.
Other than that, he is pretty analytic, drawing logical conclusions from available evidence. Thus, he is very likely to detect possible weaknesses in enemies.
In a totally unrelated field, he is a very good cook. Someone who sees him for the first time wouldn’t think he is(or will be) a ruthless killing machine in combat.
Personality: Though a ruthless destroyer in a fight, in peacetime, it is almost the opposite. Though he may seem like having a lack of tact as well as being a little too blunt, apart from that he wouldn’t seem to be too bad at all. He often expresses concern when people seem to have a deep problem, and has a thing for being a comforter. If there are people he would never, ever harm while trying to achieve a goal, it would be his family and friends. He may not care less if some random civilians get caught by debris caused by some weapon he conjured, but tell him that a friend is in there and he goes craaaaaazy. Nikolas is callous, but he is not a psychopath.
Biography: The Forger was born in Athens to a working class family. He was the first of the Aknolojias to have metahuman capabilities, and thus was viewed with mixed reactions. Some saw him as who he was: just a person with a few differences, but nothing more. However, others seemed to… fear it.
For the first 17 years of his life, he lived a pretty ordinary life, except that some people often stared at him. He was kindly and pacifistic back then; he would never even think of conjuring weapons out of his power, instead using it for more practical purposes, such as barbeque racks and extra plates. He was loved by those around him. Little did he know that a local Greek villain group was eyeing him and his power. They sought his power for their own uses and were already making plans to render Nikolas their servitor. Thus, this group kidnapped him in the night, using tranquilizers to keep him subdued as he was carried almost a hundred miles away from home. Nikalos awoke strapped to a chair, a device placed over his head that would wipe out his memories and turn him to one of them. The device activated, and as it began its work, Syndicate members broke in, shattering the wall and destroying the device. However, some damage was already done. When he was freed, there was only bloodthirst against those who violated his humanity. Casting off the chains, he conjured two blades from the raw energies of the higher dimensions. Despite efforts of the Syndicate members to stop his rampage, he charged forth and attacked the villains who were fleeing from the Syndicate. They were unprepared and the first one was killed as Nikolas’ conjured katana was stabbed straight into his heart. Another was slain as an estoc was thrown at her at high speed, penetrating her brain. The Syndicate had to tranquilize the rampaging Nikolas in order to stop him from fatiguing himself to death.
He would wake up normally later, and with his mind calmed, he was offered to take part in the Futures Program. He showed great promise, though his mind was essentially violated by the attempted memory wipe. He was told that his mind can be cured, given time, and the Syndicate will help with that if he joined them.
He accepted. He bid his friends and family a farewell before he left...

PLAYER CHARACTER APPLICATION
VITALS
Name: Michel de Provence
Nickname/Alias: Prophète
Appearance:
Gender: Male
Age: 20
Build: Subject is approximately 1.73 metric meters in height while seeming to consistently maintain an average of 61.1 kilograms, also metric, in weight, placing him in the normal BMI scale with a middling score of 20.5. Subject can be described as svelte, with muscle tone more akin to a gymnast or swimmer than that a fighter or weight lifter, unlike typical vigilante subjects. Hips narrower than shoulders, causing a swimmer's stereotype build. No noticeable scarring. All is consistent with Subject's previous lifestyle, though gymnastics is a suspected sport to be added to past athletic ability. Currently, Subject is suspected to be a 'parkour' enthusiast, which explains his ability to maintain slight muscle tone while lacking real weight lifting experience.
Primary Ability: Subject 23-10012 FRA, Codename: Nostradamus, Assumed Moniker: Prophète, Legal Name: Michel Lucien Corentin de Provence - Subject's power has been observed to be consistent with eyewitness testimonial and Subject's own description in legal confession given to local law enforcement. As described, Subject is seemingly able to predict the most likely outcome to a maximum of ten seconds ahead in visions a maximum of ten seconds in length once he is mentally committed to an action. An example: Subject points a gun down a gun range at a target, with his finger on the trigger. Subject activates power to see three seconds ahead, for one second, to the moment after he had pulled the trigger. He can see that he misses and then adjust aim while sampling possible futures to see where his barrel needs to be in order to achieve the desired goal; in this example, a bullseye. The visions themselves do not seem to correlate with 'real time'; a described three second vision only taking milliseconds to translate into movement. In the example, aim adjustment took one second to reach desired goal despite Subject describing sampling 30 possible futures. It is theorized that this power could be translated into tasks not related to shooting, such as close quarters combat and general team combat support. For now, Syndicate Command has designated 'Prophète' as a temporary ranged support fighter, until Subject discovers the most effective fighting style to his skills.
Other Abilities: Other weaker abilities, initially ascertained through further interrogation of Subject, have been documented as well as observed. Prophète claims to receive random prophetic dreams of the far future. For an example, he claims to have received one as a child that predicted the rise of the Legends in Africa, though had no clue about it due to his age at the time. Due to this fact, Command has ordered that Subject should keep a dream journal for the express purpose of possibly predicting Global Crisis events or other major events that need to be prevented. Subject has also shown signs of receiving sudden instinctual visions that caused him to duck out of mortal danger several times. One such event happened during initial assessment, when Subject saved his own life and the life of a staff member when a rifle accidentally fired while they were down range. Colloquially, the staff has started referring to this as 'Michel's Spidey Senses'... Staff have been reprimanded about keeping a professional behavior, but certain elements of Command refuse to punish the terms use.
Power Drawbacks: Firstly, Subject's powers are limited by their fixation on the time span of ten seconds. Prophète is only able to see ten seconds ahead for ten seconds, which, in most situations, is not useful at all. This limit prevents him from being placed in a required non-combat role by the Syndicate and used to scout the future for potential villain activity. Instead, he is kept on in order to gain experience and perhaps mature into that position. Another limit is the fact that Prophète seems to be able only to see his own future. Every vision he has ever had is through his own eyes, meaning that his perception of event is incredibly limited. From his description, his vision predicting the Legends was simply him watching a newscast with his parents that happened exactly a year later. Thirdly, the development and explanation ofMichel's Spidey SensesSubject's fatality oriented sudden precognition has caused him to develop slightly skittish behavior. Some would call it paranoia, but it only manifests as Subject being 'jumpy' and slightly 'cowardly'. Due to the fact that Subject has described his instinctual precognitions as literal visions of his sudden death, this reaction has been deemed psychologically acceptable.
Equipment: A set of light military armor has been provided by Command, consisting of a thermal suit to protect against extreme temperatures and several pieces of bullet-proof or resistant armor. Shock padding is included in expectation of the Cadet being thrown into buildings by metahumans with higher durability and strength. In accordance with Syndicate procedure for non-combat oriented metahumans, firearms have been provided in the form of an M9 Beretta and the American rifle, the M82. As requested by Subject, several combat knives have also been provided, along with a pair of technogoggles that show heat, nightvision, and several other readouts, along with a bandana and a trench coat with a hood. This is all according to the 'Personal Flair' addendum that allows the Cadets to use Syndicate resources for their own fashion sense, within reason. (For all intents and purposes, looks like the provided picture but much less post-apocalyptic.)
DETAILS
Nationality: French, though citizenship is tenuous due to Roma ancestry
Hometown: Salon-de-Provence
Sexuality: Heterosexual
Biggest Flaw: It has been identified that the Subject's most prominent difficulty is his lack of experience and determination. Michel never wanted to be hero nor to save people. Due to this, he typically has a crisis of self every few months and, if not protected or corralled by other heroes or Cadets, would quite easily run from any mission in preference of trying to hide. Due to the fact that he is technically a member of the Syndicate against his will but has been assessed to be a relatively moral individual, this has been deemed a fixable psychological problem. The aforementioned difficulties with his newfound paranoia can also be mentioned. Lack of experience can be expanded on simply by stating that he has never had any combat with other metahumans outside of training and non-simulation combat with non-metas has not progressed farther than a few bar fights and the interruption of an attempted mugging.
Main Skills: Subject has been trained in basic military firearms procedure and is currently on track to advance into sniper training as well as further close quarter combat. He claims to be 'pretty alright in a dust-up', though the police reports from the several bar fights he has been in prove that he is only average. Command plans to further supplement with martial arts training, starting with Krav Maga and continuing into more foreign styles later. Use of Subjects ability has been planned to be implemented into all forms of combat training if possible, though certain elements of Command do insist that he be trained to fight without using his ability, if the event ever arises. Other than that, several domestic skills have been identified: Fluency in the languages of English, French, Romani, and Italian, the ability to cook at the level of the average stay at home mother, advanced capabilities in the fields of mathematics and scientific reasoning, adept art skills akin to a police sketch artist, and surprisingly advanced dinning etiquette. Subject is also adamant about his gymnastic and athletic ability though has yet had an opportunity to reveal the extent during training.
Personality: Psychological assessment has determined Subject to be, according to the Myers-Briggs personality test, ENFP-A. For a short description, he is energetic, sociable, scatter-brained, and completely focused on making friends rather than focusing on the task at hand. For all intents and purposes, he's a normal young adult that should be in college rather than trying to save the world, yet here he is in Santa Marina. Subject has been cleared for duty by psychological assessment and suggested to be given a support role if possible.
Biography: The first official mention of the subject is a retroactively granted French birth certificate given three years after birth to the parents of Michel Lucien Corentin de Provence. His parents were illegal Roma immigrants that gained French citizenship in the year of 2001 and quickly changed their names from the original Roma Kovac to de Provence in order to blend in more easily. That is the explanation for why Michel's legal name reads like a French baby name list from the internet. For the first few years of his life, Michel lived in a trailer on the outskirts of the city Salon-de-Provence, where he was born. Eventually, using funds both of his parents accumulated with their various jobs, they were able to afford a home and began expanding the family. It, of course, began with a few chickens, a dog, and a cow, but soon leapt to a full grown farm and several siblings for the young French-Roma boy.
Growing older, Michel started realizing that he did in fact have a power, especially when he discovered that he predicted the rise of the Legends a year before it happened, even if it had just been a dream. The realization that he was metahuman didn't actually appeal to the young man and instead of exclaiming it to his parents, he kept it a secret. It wasn't like it was a useful power anyway; he couldn't win the lottery with it or predict the next big invention or use it to win money gambling. Definitely couldn't use it help others. So, Michel kept quiet and moved on with his life. What followed were a few years of teenagehood, during which the young man started associating more with his Roma heritage than becoming the Frenchman his parents wanted. He'd run around drinking and fighting with the other young men, getting in trouble with the law every now and then, and generally having fun. But the best part to him, at the time, was scamming people. His favorite way, due to the irony, was selling fake fortunes.
One night, he told the fortune of a young, attractive local girl. He wasn't interested in her, not his type, but he was able to make a few Euro off the girl and give her a good show. The problem was that, at the end, he got a vision. One of his damn metahuman visions. Ten seconds in what seemed an hour from now. He was walking down the street, turned into an alleyway, and saw the girl that he had told the fortune of half naked and dead on the ground, her throat slit. Coming back to himself, Michel couldn't let that fate befall such a beautiful girl... so after she left, he tied a bandanna around his face, through up his hoodie, and stalked her. It wasn't the best decision of his life, because of the potential horrible things that could happen but also, especially, because of what did happen. He saved the girl... right in front of a cop, too.
In the modern EU, wearing a bandanna at night was illegal... and so was vigilantism. So, there Michel was, sitting in his local jail, facing a maximum of ten years in prison or a fine that neither he nor his parents could afford to pay. But he did know there was one way out of it... mandatory metahuman service. So he started blabbing about his powers and the Syndicate just had to get involved.
