It is never true that someone has to fight most members of a population. For a start, most of the population is either too young or too old to fight. Then, the majority is untrained in the use of percussion rifles, and won't stand for a minute to face a regimented enemy volley. They would have to resort to guerrilla tactics, but that generally only has a nuisance factor, and won't beat an actual field army.
Then there is the fact that a population is never that unified about anything. Every nation has a myriad of political opinions, and some might not even object to foreign intervention if it is for the right reasons. Most people are not willing to fight and die for a cause, especially not when that cause seems lost.

Then there is the fact that a population is never that unified about anything. That' s not the intention of the tactic, is he willing to wage a muli-year long guerrilla campaign against what seems like the hwo population?
The point of arming the people is to scare him in to thinking that hes fighting a force much larger then his own. I dont need them to fight like an army, nor stand up against a regimental barrage, that's what I have the regulars for. But how do you think his troops are going to respond when they manage to break in to Havana and find that their getting shot at from every window and door by civilian?

History:
The Taiping Heavenly Kingdom was declared in the city of Nanjing, now renamed Tianjing, by Hong Xiuquan in 1854. Hong Xiuquan proclaimed himself the brother of Jesus and claims to have been given a holy mandate by God himself to throw down the corrupt Qing government and reform Chinese society beginning with the equal redistribution of land and the cleaning of old customs. The Taiping Rebellion gained much momentum during its first years as its ranks swelled with Qing army defectors and peasants inticed by land reform. The Qing forces unsuccessfully besieged the Taiping capital of Tianjing and the rebellion spread until much of southern China fell under Taiping control. It was during this time that the Taiping government instituted a military-first policy that saw much of its resources devoted to the procurement of arms and the raising new armies. Despite its tumultuous founding and the lack of cooperation from Western powers, the Taiping forces proved more than a match for its Qing counterparts due to early instituted reforms and better overall morale. After nearly a decade of continuous fighting, one of the three remaining Qing generals was successfully bribed and defected to Hong Xiuquan's cause leading to the capture of Beijing and the capitulation of remaining Qing forces. Even after the defeat of the Qing forces, the civil war continued for another two years as some of Hong Xiuquan's lieutenants attempted to initiate a palace coup or establish Kingdoms for themselves. All fighting ceased in the fall of 1866 with all remaining rebels and remeant Qing forces either captured, killed or exiled abroad but sporadic purges of the Heavenly Court in Tianjing continued for another half decades until Hong Xiuquan was the undisputed sovereign of all China.
As the Heavenly King of China, Hong Xiuquan instituted agrarian reforms that saw the redistribution of farmland primarily in favor of those who supported him in the overthrow of the Qing government.
He also retained the military-first policy that saw the creation of modern and well equipped Reformed armies as opposed to the bulk of Taiping forces which still relied on outdated weaponry and doctrines. Hong Xiuquan died in 1871 and his son Hong Tianguifu was proclaimed the second Heavenly King. Not as radical as his father, Hong Tianguifu relaxed previous proclamations regarding the forceful conversion of Chinese subjects to God Worship and sought rapprochement with European Churches and to mend ties with European Powers which was all but severed in the aftermath of the revolution. Hong Tianguifu began the laborious process of rebuilding parts of the country that was ravaged by civil war and decades of banditry. He also sought to modernize the Chinese economy by instituting capitalist reforms and fund the construction of railways. He funded much of the reconstruction and modernization process through the auctioning of confiscated land and the export of raw materials to the industrialized nations of Europe.

History:
The Sima clan is defeated at the Incident at the Gaoping Tombs, meaning they never seize control of Northern Wei and lead it to conquer Shu Han and Eastern Wu and end the Three Kingdoms period under the Jin dynasty. Continued intense warfare between the Three Kingdoms continues for another century and a half before the stalemate stabilizes somewhat, with China cloven in three. While the other two states embark on their own journeys through history, Eastern Wu stabilizes under the Sun dynasty- until the introduction of Islam to the region, at first by an embassy from the Caliph Uthman in 651. By this point, the Sun dynasty was somewhat aged and decrepit, and the arrival of Arab and Persian merchants bringing Islam with them proved incendiary to the highly stratified social classes of Eastern Wu. This was a particular problem in the south, around Nanhai (modern Guangzhou) and the Yangtze river delta near the capital, where the traders and missionaries were most active and thus found the most converts. In 705, Muslim rebels around Nanhai rebelled against the Sun dynasty, aided by some Arab merchants, missionaries, and diplomats. When word of the violence reached the capital, Muslims in the Yangtze delta region also rebelled. The Sun court was eventually forced to retreat to Fujian in 709 after a string of defeats, where the new faith had less of a following, and fought a twenty-year campaign from its new seat in Quanzhou to try and suppress the rebels. The rebels initially made more gains, supported by a small Arab force sent by the caliphate by ship to Nanhai, but the caliphate's internal struggles and the unwillingness of the Chinese Muslims to submit to a foreign ruler led to fractures in rebel forces that were exploited by the Sun dynasty, which retook Jianye in 724. Ultimately, however, the campaign failed when the young prince Sun Yi converted to Islam and defected in 726, with several rebel sects deciding to support him as Caliph of China. Sun Yi, bolstered by further defections from the Sun army, court, and imperial family, successfully united the country and finally defeated his great-uncle, the Emperor, in 729, beginning the Sun era of the Wu Caliphate.
However, fighting continued throughout the central part of the country in the mountainous regions of Fujian even into the 800s, as people there who had not converted and had fought for the Sun dynasty resisted the advance of Islam into their communities, and also in the border regions as the interventions of other Chinese states into the civil war were wrapped up. By 820, however, the country was largely pacified, and a golden age of peace and prosperity came to the realm. During this time, Wu merchants voyaged widely across the South China Sea and into the ports of the southern islands and Indochina, establishing commercial outposts across Southeast Asia. Muslim proselytizing across Eastern and Southern Asia took off during this time as the Wu Caliphate grew stronger.

The bloodiest civil war in Byzantine history, with almost a quarter of the population dying. The government sells Cyprus to Britain for support. This results in a government reform, ending the absolute monarchy that was seen in Byzantium for many years. A constitutional monarchy is established in its place.
- 1829- The largest warship ever built, the Justinian is completed at the Golden Horn. This ship would continue to be the largest ship built for several more years.
- 1844-Byzantium finally finishes westernization, with many people gaining more civil rights however people have begun to question the government. There are some who wish to restore the absolute monarchy, while others wish to be like their brothers-in-fate in Russia and become a republic.
Additional Info: Byzantium like the Ottomans of our timeline are slowly falling behind. They were able to catch up with the western powers, but are no where able to support a colonial empire.

Okay i have to point out a few things about your claims. Cote D'Ivore and Benin are already taken by the Vodun Horde and Zambia is both taken by Great Britain and landlocked. However, Southern Italy and Western Sahara are both good to go.
