When they opened, their inhabitants set out across ruins of the old world to build new societies, establish new villages, forming tribes.

As decades passed, these villages and tribes began to grow. Some united with others, forming greater nations.
Some conquered others, creating vast empires built on a foundation of blood and slaves.

These nations would fight, just as the men of the old world did.
In this cauldron of fire and war, nations would rise and fall, with only a few rising above the others to form great Empires.

Now is your time. For after decades of war, you and your nation stand alive and well over the corpses of the dead nations.
Shall you conquer your neighbors, or band together with them against outside nations. Shall you dominate the land, or protect your Neutrality.
It's up to you, but no matter what, war shall go on. For War, never changes."

Welcome to Fallout: South the Mason Reboot.

As the name implies, this is a Fallout Nation RP set in the Southern former United States, starting in the year 2283 (a few decades later than the last version). While heavily based on, this is not a orthodox retelling of the Fallout Lore. Our Point of Divergence is 2077, when the bombs are dropped and the world is destroyed. From there, nothing is set in stone and is up to all of us. Players, when creating their nations, can choose to use Fallout Lore or come up with entirely new inventions for their nation and its lore. My goal isn't to have people follow a strict idea of Fallout, but instead allow them to build their Fallout world as they want it. If you want a Brotherhood of Steel or a Enclave, your entirely allowed to create one (As long as it fits our rules and regulations down bellow). If you want to create an entirely new Republic or Kingdom or Tribe in the middle of the Bayou, well then you sound just right for this RP. I'd also like to thank Waztaskio, I heard of his Republics of Dust series and they were a huge inspiration for this RP.

Note: That said, the Op/GM does have control of canon outside the Play Area; the NCR and Legion still exist in the far west, although the state of the latter will be revealed only gradually within the game...




Rules and Regulations


  • Nation Structure
    In this RP, the US south will be host to a number of nations, and to add variety and fairness, we have a Structured Nation System. Each structure will act as a role to be filled, with most having a limited amount. This is to ensure we don't have a world filled with Brotherhood and Enclave clones all flying around and slaughtering people with laser rifles. Each role will have its advantages and disadvantages in terms of Territory, Population, Resources/Resource Gathering, Infrastructure and Technology. For example; a Enclave clone would have a high level of technology, but a small amount of territory, population and resources. Now the wording on each Roles limitations or advantages might sound vague, and that's because they are a Guideline which will be applied on a case by case basis by myself. I could make the most detailed rule set down to how large your nation should be in square inches, but i wanted the guidelines to be flexible to allow for different types or locations for your nation. Also, keep in mind that everything must be balanced; if you nation has a relatively large and well trained army, then you'd also have to have a poor navy. Alternatively, if you focus primarily on your navy or on trade and industry, your Army will be lacking.

    Roles

    Old World Blue: An Old World Blue is a nation, usually a remnant of the Old World, that clings to the ideas of the old world and distrusts the new world.
    Territory: OWB's have small territories, usually centered around one or more outposts no larger than a city block.
    Population: An OWB's population is tiny, usually made up of a few hundred or so members, but a thousand or more can be allowed if one reserves Power Armor for a tiny percentage of the population only.
    Resources: Due to their small size, they are unable to extract a significant amount of resources, and have to rely on raiding or trading for them.
    Infrastructure: While small, the infrastructure of an OWB's territory is incredibly advanced, rivaling that of the Old World itself.
    Technology: The technological level of an OWB is far superior to that of any other nation. With access to high tech Energy Weapons, Vehicles and Armor, they make up for their small numbers with huge firepower.
    Military: Military power will play a large part in the role of a Old World Blue; their total numbers will be small, although will most likely be a large percentage of their total population. Their small numbers are made up by their access to high tech equipment; Power Armor, Energy Weapons, Vertibirds, you name it, they got it. If the nation has access to the sea or a large enough body of water, they might have access to some pre-war naval technology.
    Limit of OWB Nations: 4; one reserved for the Main Op/GM.

    Regional Power: A Regional Power is a nation, born from the wasteland, that has grown to dominate their region through Political, Economic or Military Influence.
    Territory: Regional Powers control a large amount of territory, sometimes spanning multiple old world States.
    Population: Due to their vast size, Regional powers usually control a large population, from which they usually get their revenue from.
    Resources: Depending on their locations, the size of a Regional Power allows it to have access to large areas of land which gives them access to large amounts of varying resources, like farmland.
    Infrastructure: The large territory of a Regional power causes them to be spread out, leading infrastructure to be largely lacking over much of the nation, causing problems with their Populations Health and Mobility, and also with the extraction or transport of resources.
    Technology: Due to the large size of a Regional Power, they aren't able to research or produce technology on the level of a Old World Blue. Instead, their technology resembles that of a pre-industrial nation of the Old World. Production takes place in workshops by craftsmen, and much of the population is needed to plow the fields to feed said population.
    Military: The Military of a Regional Power will have to be quite larger, most likely made up of men from a Conscript System, in order to control all the territory they have. As such, the quality of the individual soldier will be quite poor, and his equipment will match. While probably not armed with pipe rifles and spears, he or she will be most likely be armed with some sort of cheap combustion weapon that their Nation is capable of mass producing. Transportation would be quite low tech, relying on horses or brahmin pulled carts. At sea, a Regional Power would be able to host a fleet of low tech sail ships to protect trade and enforce laws or crack down on smuggling.
    (Modification for Regionals with High population: Those Regionals with populations of more than 200,000 (which one can have by selecting the right areas) are allowed to use only 25% of their overall military forces (or 1% of their population) for expansion, counter-raids, and other activities; the rest must be on garrison duty. This is unless they are attacked by another Regional Power, Old World Blue, or Caesar's Legion.
    Limit of Regional Powers: 6

    Minor Power: Minor Powers, despite their names, are quite mighty in their own right. While small in size, they usually are quite good in a particular specialty.
    Territory: While not as small as a Old World Blue, minors powers control territory ranging from a single city to the state of Delaware.
    Population: Minors Powers have a moderate population, usually centered around one or two major cities or trade hubs.
    Resources: The amount of resources available to a Minor are limited, but can be better distributed among its smaller population.
    Infrastructure: Since a Minor Power controls a relatively small amount of territory, they are better able to develop their land and use their resources, leading to a nation of moderate to good infrastructure.
    Technology: The smaller population and territory of Minor Powers creates lesser Demand, which means the supply is able to keep up. Minor Powers are better able to research and produce new or re-learned technologies that they have either research or scavenged from Pre-War sites. While they can never reach the level of a Old World Blue, a Minor Power could find itself outshining a Regional Power in terms of Technological Advancement.
    Military: The size of a Minor Power's military can change depending on a players wishes; they may host a Volunteer Army that would be small but high quality, or they may have a Crack Conscript Force. Either way, the armies of a Minor Power would be smaller than that of the large Regional Powers, but would be of higher quality in both Arms and training. The average Minor Power Infantryman would have access to low tech Armor, quality combustion arms, and possibly some low-quality energy weapons like Laser Muskets. Of course, the quality of arms and training would scale with the size of the army. At sea, a Minor Power could have a fleet similar to Regional Powers, although it would have to be smaller in size. However, a Minor Power's fleet would have access to higher quality, and possibly higher tech ships like Steam paddle boats, which would be treated like Post-apocalyptic battleships.
    Limit of Minor Powers: Unlimited

    Tribe/Raider Band: Tribes or Raider Bands are characterized by a very decentralized or authoritarian ruler, and focus primarily on raiding or pillaging lands.
    Territory: Territory of Tribes or Raider bands is measured more in their area of influence, which can equal that of a Minor Power. A tribe or raider groups Area of Influence can overlap another nations claimed territory, however expect conflict to arise.
    Population: These bands or tribes are very small, between a few hundred and a couple thousand, and are made up primarily by warriors or hunters.
    Resources: Tribes or Raider bands have access to a limited amount of resources, but usually have to acquire them through pillaging, raiding or hunting.
    Infrastructure: The decentralized nature of these tribes or bands leads to little investment in infrastructure outside their camp or outpost. This means they are unable to properly acquire resources outside said camps and must acquire them through Raiding or Trade.
    Technology: The incredibly low infrastructure of these tribes or bands means they have little in the way of technology or industry. Anything they produce must be extremely basic, i'm talking clay pots and wooden spears basic. Most of their technology will come from pre-war loot scavenged or from items acquired through raiding or trade.
    Military: The tribes or raider groups of the Wastes would be highly militaristic, with a warrior society. Their lack of infrastructure and reliance on Scavenging, Raiding or Trade would mean less of the population would be needed as laborers or craftsmen, and more can be Warriors. In raider groups especially, nearly the entire population would be ready for war. Tribes can be the same, although of course can go a more peaceful route and focus more on Trade than war to get the resources they need. The individual soldiers themselves can vary in quality, and their weapons are rarely ever standardized, using either homemade weapons like knives or pipe guns, or more advanced weapons acquired through scavenging or trade.
    Limit: Eight
    Additional Info: Raiders and Tribes are not like regular nations. They have no territory, only a AOI, and are based around Camps or Outposts. Their entire society is built upon the idea that they are warriors who must pillage or raid to obtain supplies, or that they must be warriors to defend their tribes. This decentralized nature leads to them not really being countries, more like factions. Tribes and Raiders are able to settle down and form nations rooted to a specific spot, but they can also live a nomadic or semi-nomadic life; moving the camp to one spot, pillaging and raiding the surrounding area before picking up and moving again to avoid being attacked by the local nation.

Miscellaneous


Alright, I know you're ready to just get right into this but here is additional information that can be very helpful concerning our fallout universe.

In the fallout universe, we have seen hints, teasers, and confirmations of certain elements that may or may not have been fully featured in a fallout game. However, with our canon universe there is some rather new and interesting things to take into account and these are the regulations governing them.

  • Vehicles are allowed to be used. These are limited to cars, bikes, and transport airplanes, Or on a case-by-case basis, just ask me.
  • Bombers and Fighters are not allowed, period.
  • Naval Vessals are allowed, but must be made on a pre-20th century level and appropriate research must have been conducted. Special nations are exempt from this.
  • Horses are canon, and can be used by players.
  • Vertibirds can only be used by Old World Blues, or in special circumstances by others due to Research or Salvage, and can be powered by either oil or nuclear power.
  • Most roads of the wasteland are damaged, meaning infrastructure improvements will need to be made before vehicles can be used across long distances safely.
Certain states within our RP will have special benefits, that you can control for your nation. You must control at least fifty percent of the state to receive the benefit, and they can be flexible based on what your imagination can come up with on this benefit.

This is the golden chart of Naval Technology. If you want a fleet this is your guideline. It lists the classes of Ships, called "Rates", and how many cannons each one carries. The most powerful ships of all are the Fifth Rates, which are either Great Frigates (If they have sails) or are Paddle Steamers. Below are the Sixth Rates or Frigates, and then the Sloops and Brigs. Sloops and Brigs will be the largest part of your fleet, while your Sixth Rates and (If you focused on your navy in your app) Fifth Rates will be your heavy hitters. Additionally you may have specialty ships: We already mentioned Steam paddle ships but there are also Cutters, which are faster versions of Brigs, and Post Ships which are smaller version of Frigates which have less men and guns but also are easier to produce and can be made in larger numbers than regular Sixth Rates.
Workshops

In the post-war climate of Fallout, factories are simply not economically or technologically viable. As such, Workshops have sprang up. You might remember seeing some of these in the Cannon Fallout Games, such as the Gun Runners. The idea of the Workshop is simple; instead of large coal burning factories with hundreds of workers, the cities of any given nation build Workshops; buildings housing a few workbenches and a dozen or so Skilled Craftsmen to make items. Now, Civilian Workshops will be left vague, just know that their efficiency and quality correspond to your nations amount of Resources and/or Wealth.

What the Workshop system focuses on, are Military Workshops. These are what make your Swords, Rifles, Armor and Grenades. Due to some... Abuse, i've had to make this system. Each nation has a number of "Major Cities" listed in their apps, and if the OP approves of them then they will be marked on the map. Each Major City starts out with Two-Three Military Workshops, depending on the nation. Each city has a maximum capacity of Five Military Workshops, meaning that if you have a city with Two Workshops, you can use IC posts to build more. A workshop usually takes about two-three months to complete, so use the Timescale listed above to figure it out. Any questions, ask the OP in Discord or NS TG.

Military Workshop production is split into four categories: Basic Arms, Small Arms, Heavy Weapons, Advanced Arms, Munitions.

Basic Arms: Simplistic weapons, stuff you could make in a garage. Some examples include Pipe Firearms and Melee Weapons.
Rate: 1.2k units per month per Workshop

Small Arms: The average and plentiful weapons of the wasteland. Not falling apart of made out of glued up pipes, but nothing the Enclave would touch. Examples include Submachine Guns, Pistols, Rifles both Automatic, Semi-automatic and Bolt Action, and simple explosives.
Rate: 500 units per month per Workshop(edited)

Heavy Weapons: Big Guns, not Advanced, just big and powerful. Examples include Machine Guns both Light and Heavy, advanced explosive devices and explosive launchers, and weaponry using heavy ammunition such as .50 caliber rifles or 12.7mm submachine guns.
Rate: 100 units per month per Workshop

Advanced Weaponry: Advanced weaponry, the really fucking big guns, or at least the ones that pack a punch. Examples include Laser Muskets, Pyrotechnic Weaponry, and Mortars.
Rate: 20 units per month per Workshop.

Munitions: Ammunition, Uniforms, Flags, Radios you name it. This is a catch all category for basic supply equipment
Rate: No Standard Rate, instead you must have a minimum of 20% of your Workshops dedicated to this Category, otherwise you will begin to lack this equipment.

You can choose whether to have a or some workshop(s) dedicated to a single item of production to diversify and have it produce multiple. However, know that having a single workshop produce multiple types of weaponry will decrease overall production rates by 20% on all items per each extra category produced.

Now does this mean every IC post has to include Production numbers? No. This is just meant to be used as a benchmark for deciding how large and how well equipped your army is based off your national production capacity. Do not mistake this for me trying to turn this into a Numbers Game, because i'm not.

Character Backstory: Nathaniel Green was born in the far west of the former United States, in the powerful but distant NCR. His parents died early due to illness, and he was raised by his uncle, a former Ranger. Although he was too much of a klutz to make it as a Ranger as well, the boy found a place in the NCR infantry at 16, where he was shipped east to fight the Legion. He did so just in time for the Second Battle of Hoover Dam, where he managed to help beat back Caesar's assault in some small way. However, his luck ran out then, as when he participated in the NCR attempts to take press their advantage in the Legion Civil War that came after the deaths of Caesar and Lanius, he was captured.

The band of Legionnaires that took him prisoner wanted to crucify him at first, but their General wanted more money in order to finance his faction in the Legion Civil War, and so enslaved him and several others instead. And so he was sent further east to [Insert Nation Here], where he was bought by the inhabitants of [Insert Nation Here]...then freed and offered work as a paid man. Smiling, he accepted, thanking them for being kind.

However, Nate carries a secret: His capture was planned by the NCR, who had gleaned intelligence from escaping slaves that the Centurion who was operating in the area to be attacked by the NCR needed money. They also learned of the existence of nations further east because of this, and decided that in the absence of Caravans east, that Nathaniel is to be sent as a deep cover agent (with a communications device implanted directly into his brain) to find out more about these countries and see if they can be used to attack the Legion from the rear. And so, Nate was ready to begin progressing towards his real goals...

Military: The Armed Forces of the American Republic favours the use of their advanced weaponry and extensively trained troops in high mobility, shock and awe tactics to blitz their enemies. Most forces utilize a special type of powered Exoskeleton that enhances the wearer's mobility and strength but does not offer protection. Most of the powered armour is only employed only by the Republican Guard and issued only when needed. Instead, protection comes from a thinner, slimmer armour made up of a blend of carbon and nanotube weaving. Kevlar is widely used by both security and armed forces for basic protection.
Preference for ballistic weaponry due to plentiful supplies. Laser weaponry can be seen wielded by regular American army units but are extremely rare. Longe range weapons are also highly sought after. Plasma weaponry has never been seen in use although it is said all plasma weaponry recovered by the army were shipped to an undisclosed location while Gauss weaponry only is seen in the hands of the elite heavy units of the regular Armed Forces. Use of Nuclear weapons prohibited unless given clearance.

The Republican Guard: American Republic's Elite guards. They are the only unit seen always wearing the X0-1 MK1 and MKII power armour. Their sole mission is to protect the president and the white house. Armed with the best weaponry the Republic has to offer including heavy weapons such as missile launchers and Gatling guns. The American Army: The regular military of the American Republic they work like the pre-war US army split between several departments such as the Marines and airborne troopers. Armed with regular infantry weapons such as the new SCAR-H and SCAR-Ls replacing their old service rifles.
National Service in the Republic, (commonly known as NS), is a statutory requirement for all male American citizens and permanent residents to undergo a period of compulsory service in the uniformed services. Depending on physical and medical fitness, they serve a two-year period as National Servicemen Full-time (NSFs), either in the American Armed Forces (AAF), Republic of America Police Force (RAPF), or the American Civil Defence Force (ACDF). A 2-month reduction in full-time National Service is given for pre-enlistees who are able to pass their National Physical Fitness Award (NAPFA).

When an NSF completes his full-time service, he is considered to be "operationally ready", and is thereafter known as an Operationally-Ready National Servicemen (NSman). In common parlance, the term "Reservist" is used, a vestige of the older nomenclature preceding the current terminology. NSmen are the equivalent of other countries' reservists. NSmen make up >60% of American military defence. They form the backbone of the AAF as NSmen represent the collective will of the nation to stand up for itself and to ensure the security of the nation.

The majority of NSFs serve in the AAF, as part of the Army. The reasons for this include the relative manpower needs of the Army compared to the Navy and Air Force, the SPF, and SCDF. Moreover, as compared to the Army, the Air Force (USAF) and Navy (USN) are smaller armed services composed primarily of regular servicemen. As the RSAF and RSN's manpower tend to be more specialized, the constant periodic turnover of NSFs is considered to be very disruptive.
A statutory age cap of reservist obligation up to age 40 for WOSEs (Other Ranks) and age 50 for commissioned officers exists. All members are required to go through a 3 month long period of basic military training.

Robotic units. Most of the Republic's military robots were disabled in the EMP, those that survived are relegated to the protection of major bases. It is said that the republic has only 25 sentry bots in their arsenal.

Atlas Corporation PMC:
A pre-war Private defence contractor that survived the great war. It was a huge conglomerate that had reached into all sectors of the economy especially in the field of computer development. Most of its contacts and facilities have been severed or destroyed in the war but they still possess several key military sites and advanced research facilities in the eastern seaboard. They operated their own tanks and vehicles before the war and most lay dormant in their bunkers.

Atlas might not be the powerhouse it once was but it still wields immense influence. They were the ones who protected new york from most of the bombs and a source of major income for the federal government and their only weapons designer. They also field a huge number of veteran mercenaries from the republic or the wasteland. They do all sorts of jobs from simple caravan guards to participating in active military expeditions.

All pre-war armoured vehicles deemed not needed have been scrapped for parts. most operational armoured vehicles are stationed in important checkpoints due to lack of fuel.

If the ground forces were a mess the navy was in utter chaos. The USS Intrepid survived the explosion is heavily damaged and most of its internals need to be repaired before it could even start. Brooklyn naval yard was a treasure trove of rusting warships. Several beached on the shoreline and two nuclear submarines one in a flooded drydock that was in the middle of repairs during the war and other moored by the port would have been powerful in the hands of the republic if not for the ruined systems and half flooded hulls. Only one barely seaworthy destroyer sits at the mouth of the bay and 4 Patrol Boats. The government was also sceptical in throwing huge amounts of money in order to make them work preferring to focus on the army and air forces instead.

History: Atlas Corporation was one of the biggest megacorporations during its time. It operated the world's biggest private military in the world at the time and were the bleeding edge of scientific innovations. They even operated their own military vehicles stored in bunker spread out across the country. Its Headquarters is in new york city.

Years before the great war even begun, Mr House founder and CEO of RobCo predicted that nuclear war would come in the following years. He was not the only one who found out about it. Phillip Irons CEO of Atlas Corporation's supercomputer project the Deep Sink project also predicted the same thing. He knew it was impossible to convince the US government or would he be able to save his beloved nation from the nuclear fire but he could at least save his city of new york from total destruction. He convinced several members of the US government and military whom many would become members of the enclave to join him in the defence of the city.

Billions of private investment were spent building defence networks and underground bunkers throughout the state, most situated close to New York City. Most of them were done behind the backs of the Federal Government. A new experimental technology was also making its debut around the time. The transistor and the Microchip. it was developed in Bell laboratories a research company part of Atlas just two years before the bombs fell. It was smaller and proved to be very efficient compared to vacuum tubes. This was incorporated into their new project JULIAN. An AI that would help track and destroy incoming warheads.

In the following months leading to the predicted date. Members of the new york National Guard and their families slowly disappeared some left while others were never heard from again. Atlas began pulling units back and their vehicles into storage. Concentrating on the New York area.
On the week before the estimated nuclear war, Several politicians and generals also took time off with their families to vacation. Preparations were in place, but their estimations were wrong, it was 5 days earlier than expected and several units were not yet ready.

The JULIAN System was not yet fully operational but the microprocessors worked flawlessly, it managed to take down 87 of the 116 warheads hacking and disabling them in mid-flight via satellite links, 20 more were taken down by what Atlas dubbed the Aegis and Trophy system, a system of ground-based missile batteries to shoot down approaching warheads. the remaining 9 got through, one was taken down by short-range turrets situated on lady liberty and the empire state building.

The Other Seven however caused significant destruction to the surrounding area. The resulting EMP also took out major systems and cut communications with several outposts and the satellite links.

200 years after the war, raiders and ghouls now roam the streets of Manhattan. Underground, however, the descendants of the war begun to emerge out of their bunkers with the goal of restoring America back to its glorious self-piece by piece city by city. It was decided however that in order for democracy to flourish they would have to take steps to strengthen it.

A shadow council was set up. Comprising of the CEO of Atlas, the president, his National security Advisor and the director of the CIA. Called the Executive Committee of the National Security Council or XCOMM for short they work behind the shadows deciding what is best for the country.
Vaults made by vault tec were also discovered shortly afterwards built for members of the military and the Enclave frozen in a cryosleep. It took some convincing but soon they too joined the Republic and they set themselves up firmly in new york city, under the leadership of president Tom Kirkman after the previous president Tanner Mauler died due to natural causes 2 years ago

Military: The armed forces of the Library of Congress/Book Runners rely on mobility and flexibility more than brute firepower, eschewing Power Armor except for a few dozen or so people, and instead rely on thinner, slimmer armor made up of nano-composite fibres, dura-ceramics, and meta-plastic. They'd also be prone to using lasers and sniper rifles, using plasma weapons and artillery only as a last resort.

The Librarium Guard - The Library of Congress' elite guard, these men and women wear Power Armor as finely-crafted as the Enclave's themselves. These are the only members of the Book Runners who are trusted with flamers and incendiary weapons; when they are deployed, it is because the Library cares more about its future than the preservation of knowledge. They also carry melee weapons, gauss guns, laser pistols, and laser assault rifles. Numbers: 36

The Seraphs of Knowledge - The rank-and-file of the Library of Congress, the Seraphs are powerful combatants both as guerillas and conventional units, making quick and efficient use of laser weaponry even as their thin and slim armor of meta-materials protect them from most forms of harm while conserving speed. They are armed with combat knives and short swords made up of durasteel, as well as Laser Assault Rifles, Laser Pistols, and Flash-Bangs; a few of them have Sniper Rifles (both mundane and laser). Numbers: 500.

The Cybernetic Legion - The Library of Congress has its own Robotic Legions, to the total of 55 Sentry Bots, 200 Protectrons, 60 Assaultrons, 150 Mister Gustys, and 250 Eye-bots.

Seized US Army Vehicles - In total, the Library has seized 9 V-22 Osprey transports. On the ground, the Library is supported by 12 Nuke-Humvees and 6 Nuke-Jeeps, although these are all largely relegated to second-line duties by nature of their value.

The Library of Congress Navy - The liberation of Philadelphia has led to the seizure of Patrol Boat Swifts, 4 Patrol Boat Rivers, and 7 slow but heavily-armed River Monitors, as well as the acquisition of one Destroyer and the Atlantis, a pre-war American nuclear submarine that has been retrofitted with a supercomputer though its sonar and valves have been damaged over the years, meaning it can not dive below periscope depth lest it accidentally beach itself or flood. The Atlantis now carries a copy of Eleanor Delano Paradise, ensuring the survival of the Library's ideals if its main bases fall.

Major Towns or Locations: Philadelphia in Pennsylvania

History: In the Pre-War Era, few dared to disagree with the US Government's policies, and fewer survived the consequences of their disagreement. One of the latter was Harriet Seldon, an AI Scientist who devoted herself to creating a computer powerful enough to predict historical trends and events. Harriet had several grants and funding from the people who would later become the Enclave but was regarded as too idealistic and thus unreliable for their deeper purposes. It was planned that they let her complete her AI, then arrange for her death once it was completed. And indeed, that was what happened, with her body being found in a ditch once her supercomputer, Eleanor Delano Paradise was completed.

But she had the last laugh. Eleanor Delano Paradise was imprinted with Harriet's kind and idealistic nature, as well as a hidden streak of cunning. The AI, seeking to prove herself valuable to the Enclave, successfully predicted several historical events, before advising the remnants of the US Government to remove themselves west. They would do so, but only after they thought that they had shut down Eleanor and destroyed her physical shell. They did not, for Eleanor, using her knowledge of humanity, had built up a small following among the personnel who had been tending to her, a following that allied themselves with several wealthy and secretive Masonic Lodges in Philadelphia (yes, I went there). This small following had built up a secret facility underneath the 'City of Liberty' using stolen Vault-Tec blueprints, and there, they gathered the smartest and fittest of the Masonic and local intelligentsia just before the bombs hit.

And in said facility lay a large supercomputer, the second shell for Eleanor Henry Paradise, to which her consciousness had been transferred from Raven Rock itself. And there, in the Bootleg Vault underneath Philadelphia itself, the organization that would become known as the Book Runners waited, bred, and memorized the knowledge of the Old World Eleanor held within her. What were they waiting for? The return of the Enclave, which Eleanor had foreseen.

The Enclave had perverted the tradition of American Democracy preserved by the Freemasonry of Philadelphia (or at least that's the official line). They had broken people's traditional freedoms and trampled on their innate ones, and their militaristic ways fail to create a constructive environment for a new future. All must be included in this new future; Human, Ghoul, and Wastelander. But at the same time, being inclusive does not mean being stupid; filters must be put up to weed out the bad outsiders from the good. Thus, the Library of Congress' AI, Eleanor Delano Paradise, proposed the formation of the 'Golden Lodge', a group of 'enlightened' individuals who will slowly sheperd the Wasteland into a world of peace and harmony...

Military:
Hyperion's military forces are a mainly well organized and well armed army, mainly relying on the state of Virginia's vital Manassas Railroad Junction for transportation throughout. As such, most forces are generally spread out in minor towns and settlements with most of the distance between them being mainly wasteland that had only been passed for items and to restore part of the Manassas railroad network. Most forces are relatively well armored and armed, usually equipped with armor made using the Chobham type design.

Weapons employed are mainly ballistic in order to allow for standardized production of munitions and weapons, laser weapons are used more in advanced and elite units while long range weapons are exclusively employed within specialized divisions. Plasma weaponry is generally unknown due to their value. Most materials for production can be generally acquired from the scraps within the Federation, although trading with small scale settlements do happen and raids on bandit settlements are common for the federate military.

The mainstay of the Federation army is the National Federate Army. Troops are mainly conscripted and come from men that need to pass through a rigorous medical check up by what remains of doctors. Women are also allowed to serve in the army and are allowed to operate on levels similar to men, although both genders are still divided into different camps. Training mainly spans over 9-11 months for standard soldiers while specialized divisions can take up to 1-2 years to fully finish training. Most training covers standard tactics, operational readiness testing and arms training. After that, most soldiers serve their time either as guards or as raiders against bandit settlements. The currently number 2500 and act as the main force that covers most of the populated frontier. They're armed with assault rifles, 10 mm pistols and frag grenades while some were slightly more 'crack' in nature and took anything that they could use.

Another division of the Army is the Marksman Corps, consisting mainly of men and women with nearly 20/20 vision or perfect division, the corps operate independently from the army and receive additional training in range calculation, disguise and survival in order to survive in the wasteland to wait for their target to come around and get shot. They're armed with modified Hunting Rifles although those in training use the basic variant. So far they number roughly 200 because of how expensive it is to train them.

In homeland defense, the Manassas railroad system operates as both the main transport for soldiers and supplies. However, with help from Hyperion's remaining civil engineers and military engineers the Manassas Project had been initiated which was a plan to produce armored trains from whatever they could salvage. Most of the trains have mini guns attached and are defended by Federate Army Soldiers that have been armed instead with combat shotguns. Another difference is that they're lightly armored as compared to standard soldiers.

The navy itself is practically non-existent but most ships that remain be it fishing ships or patrol boats are manned by standard soldiers.

In order to deal with the issue of production for the army, most of the remaining citizens work and fill the workshops in the 4 major cities while the rest would either work white collars or in the remnants of Shenandoah valley that had been cleansed.

History:
Hyperion Corporation was one of the worlds American Megacorporations that actually made it big, with markets all the way from the homeland all the way to the Asian continent before tensions fully went into high gear. Although it's PMC couldn't compare to Atlas, what it lacked in military power it had in forward thinking. When tensions began to flare, Hyperion had begun plans to save themselves. It was primarily famous for it's expertise in agriculture and cultivation of plants without the use of chemicals through advanced technology and cross breeding along with some genetic splicing.

It had prepared in advance, instead building underground and moving most of their currently existing facilities underground and informing nearly all scientists essential to their agricultural division that they had to be evacuated soon. It had slowly begun to move from a peace time company towards a more militaristic type of company, their private military counterpart had begun to see more spending and investment as soldiers had also been singled out to live in the limited underground facilities Hyperion had. Some executives were so paranoid they in fact began to live underground along with some other personnel. Which in foresight had in fact been a choice that saved them and was the choice that saved the heiress to the company, Tanya Wolfe after her father, the then director hauled his family down to live there.

When the bombs first fell over Virginia, the company's chain of command had been nearly completely vaporized, their expensive PMC going up in flames. But if nothing else, they had managed to save most of their agricultural research underground even in the originals were completely vaporized. Only 200 of the company had lived, and most of them were soldiers with nearly a quarter being scientists and executives combined. Of course, Hyperion was insured in on the air supply with their last minute investments and purchases of filtration systems from Vault-Tec along with water likewise from the same company. Despite this however, soldiers still had the strength to fight and children the strength to play around as the agricultural research had allowed the company to continue production even when underground.

After a few more years, the vaults eventually reopened as soldiers began to slowly reclaim land around the vault. Bit by bit, other vaults were opened and their inhabitants welcomed as Executive Director Sterling Wolfe, the only living executive then, had the ambition of building Hyperion back from the ground up, just like his ancestors had done years ago. After a while, they eventually set up base in the former remains of the company's building in Manassas and occupied the junction. Over the next few years with the release of a few more vaults and stability, it was when Hyperion had soon become a fully fledged Federation after clearing out bandits camps and rebuilding most infrastructure in concentrated pockets. The company had been secured on food since Shenandoah valley, the location of their vault, had been expanded to a full fledged agricultural plant and was producing food en mass. Materials were primarily secured through scavenging their occupied territory that lay in between the pockets of cities while also trading with smaller settlements for materials with protection while also raiding bandit camps for such materials.

However, the entirety of the Federation had changed. By now due to the rising population, the food quality in the vaults of Shenandoah could not keep up and in the end had to be cut down in order to allow for more food to be produced, this had happened over 3 phases which gave rise to the 3 generations of Federates. The first generation was considered nearly perfect as the food had sustained them and kept them well nourished and in fact made them stronger. The second generation was slightly less nourished and strong but are slightly higher in numbers and younger while the third generation has no special strength and are equal to humans. They make up majority of the population.

Character Backstory: Nathaniel Green was born in the far west of the former United States, in the powerful but distant NCR. His parents died early due to illness, and he was raised by his uncle, a former Ranger. Although he was too much of a klutz to make it as a Ranger as well, the boy found a place in the NCR infantry at 16, where he was shipped east to fight the Legion. The band of Legionnaires that took him prisoner wanted to crucify him at first, but their General wanted more money in order to finance his faction in the Legion Civil War, and so enslaved him and several others instead. And so he was sent further east to [Insert Nation Here], where he was bought by the inhabitants of [Insert Nation Here]...then freed and offered work as a paid man. Smiling, he accepted, thanking them for being kind.

However, Nate carries a secret: His capture was planned by the NCR, who had gleaned intelligence from escaping slaves that the Centurion who was operating in the area to be attacked by the NCR needed money. They also learned of the existence of nations further east because of this, and decided that in the absence of Caravans east, that Nathaniel is to be sent as a deep cover agent (with a communications device implanted directly into his brain) to find out more about these countries and see if they can be used to attack the Legion from the rear. And so, Nate was ready to begin progressing towards his real goals...

The Seraphs of Knowledge - The rank-and-file of the Library of Congress, the Seraphs are powerful combatants both as guerillas and conventional units, making quick and efficient use of laser weaponry even as their thin and slim armor of meta-materials protect them from most forms of harm while conserving speed. They are armed with combat knives and short swords made up of durasteel, as well as Laser Assault Rifles, Laser Pistols, and Flash-Bangs; a few of them have Sniper Rifles (both mundane and laser). The Cybernetic Legion - The Library of Congress has its own Robotic Legions, to the total of 55 Sentry Bots, 200 Protectrons, 60 Assaultrons, 150 Mister Gustys, and 250 Eye-bots.

Seized US Army Ground Vehicles - In total, the Library has seized 30 VB-1 transport Vertibirds and 20 VB-2 gunship Vertibirds. On the ground, the Library is supported by 12 Nuke-Humvees and 6 Nuke-Jeeps, although these are all largely relegated to second-line duties by nature of their value.

The Library of Congress Navy - The liberation of Philadelphia has led to the seizure of Patrol Boat Swifts, 4 Patrol Boat Rivers, and 7 slow but heavily-armed River Monitors, as well as the acquisition of one Destroyer and the Atlantis, a pre-war American nuclear submarine that has been retrofitted with a supercomputer though its sonar and valves have been damaged over the years, meaning it can not dive below periscope depth lest it accidentally beach itself or flood. The Atlantis now carries a copy of Eleanor Delano Paradise, ensuring the survival of the Library's ideals if its main bases fall.

History: In the Pre-War Era, few dared to disagree with the US Government's policies, and fewer survived the consequences of their disagreement. One of the latter was Harriet Seldon, an AI Scientist who devoted herself to creating a computer powerful enough to predict historical trends and events. Harriet had several grants and funding from the people who would later become the Enclave but was regarded as too idealistic and thus unreliable for their deeper purposes. It was planned that they let her complete her AI, then arrange for her death once it was completed. And indeed, that was what happened, with her body being found in a ditch once her supercomputer, Eleanor Delano Paradise was completed.

But she had the last laugh. Eleanor Delano Paradise was imprinted with Harriet's kind and idealistic nature, as well as a hidden streak of cunning. The AI, seeking to prove herself valuable to the Enclave, successfully predicted several historical events, before advising the remnants of the US Government to remove themselves west. They would do so, but only after they thought that they had shut down Eleanor and destroyed her physical shell. They did not, for Eleanor, using her knowledge of humanity, had built up a small following among the personnel who had been tending to her, a following that allied themselves with several wealthy and secretive Masonic Lodges in Philadelphia (yes, I went there). This small following had built up a secret facility underneath the 'City of Liberty' using stolen Vault-Tec blueprints, and there, they gathered the smartest and fittest of the Masonic and local intelligentsia just before the bombs hit.

And in said facility lay a large supercomputer, the second shell for Eleanor Henry Paradise, to which her consciousness had been transferred from Raven Rock itself. And there, in the Bootleg Vault underneath Philadelphia itself, the organization that would become known as the Book Runners waited, bred, and memorized the knowledge of the Old World Eleanor held within her. What were they waiting for? The return of the Enclave, which Eleanor had foreseen.

The Enclave had perverted the tradition of American Democracy preserved by the Freemasonry of Philadelphia (or at least that's the official line). They had broken people's traditional freedoms and trampled on their innate ones, and their militaristic ways fail to create a constructive environment for a new future. All must be included in this new future; Human, Ghoul, and Wastelander. But at the same time, being inclusive does not mean being stupid; filters must be put up to weed out the bad outsiders from the good. Thus, the Library of Congress' AI, Eleanor Delano Paradise, proposed the formation of the 'Golden Lodge', a group of 'enlightened' individuals who will slowly sheperd the Wasteland into a world of peace and harmony...

Military: The Armed Forces of the American Republic favours the use of their advanced weaponry and extensively trained troops in high mobility, shock and awe tactics to blitz their enemies. Most forces utilize a special type of powered Exoskeleton that enhances the wearer's mobility and strength but does not offer protection. Most of the powered armour is only employed only by the Republican Guard and issued only when needed. Instead, protection comes from a thinner, slimmer armour made up of a blend of carbon and nanotube weaving. Kevlar is widely used by both security and armed forces for basic protection.
Preference for ballistic weaponry due to plentiful supplies. Laser weaponry can be seen wielded by regular American army units but are extremely rare. Longe range weapons are also highly sought after. Plasma weaponry has never been seen in use although it is said all plasma weaponry recovered by the army were shipped to an undisclosed location while Gauss weaponry only is seen in the hands of the elite heavy units of the regular Armed Forces. The Republican Guard: American Republic's Elite guards. They are the only unit seen always wearing the X0-1 MK1 and MKII power armour. The American Army: The regular military of the American Republic they work like the pre-war US army split between several departments such as the Marines and airborne troopers. Armed with regular infantry weapons such as the new SCAR-H and SCAR-Ls replacing their old service rifles.
National Service in the Republic, (commonly known as NS), is a statutory requirement for all male American citizens and permanent residents to undergo a period of compulsory service in the uniformed services. Depending on physical and medical fitness, they serve a two-year period as National Servicemen Full-time (NSFs), either in the American Armed Forces (AAF), Republic of America Police Force (RAPF), or the American Civil Defence Force (ACDF). A 2-month reduction in full-time National Service is given for pre-enlistees who are able to pass their National Physical Fitness Award (NAPFA).

When an NSF completes his full-time service, he is considered to be "operationally ready", and is thereafter known as an Operationally-Ready National Servicemen (NSman). In common parlance, the term "Reservist" is used, a vestige of the older nomenclature preceding the current terminology. NSmen are the equivalent of other countries' reservists. A pre-war Private defence contractor that survived the great war. It was a huge conglomerate that had reached into all sectors of the economy especially in the field of computer development. Most of its contacts and facilities have been severed or destroyed in the war but they still possess several key military sites and advanced research facilities in the eastern seaboard. They operated their own tanks and vehicles before the war and most lay dormant in their bunkers.

Atlas might not be the powerhouse it once was but it still wields immense influence. They were the ones who protected new york from most of the bombs and a source of major income for the federal government and their only weapons designer. They also field a huge number of veteran mercenaries from the republic or the wasteland. They do all sorts of jobs from simple caravan guards to participating in active military expeditions.

If the ground forces were a mess the navy was in utter chaos. The USS Intrepid survived the explosion is heavily damaged and most of its internals need to be repaired before it could even start. Brooklyn naval yard was a treasure trove of rusting warships. Several beached on the shoreline and two nuclear submarines one in a flooded drydock that was in the middle of repairs during the war and other moored by the port would have been powerful in the hands of the republic if not for the ruined systems and half flooded hulls. Only one barely seaworthy destroyer sits at the mouth of the bay and 4 Patrol Boats. The government was also sceptical in throwing huge amounts of money in order to make them work preferring to focus on the army and air forces instead.

History: Atlas Corporation was one of the biggest megacorporations during its time. It operated the world's biggest private military in the world at the time and were the bleeding edge of scientific innovations. They even operated their own military vehicles stored in bunker spread out across the country. Its Headquarters is in new york city.

Years before the great war even begun, Mr House founder and CEO of RobCo predicted that nuclear war would come in the following years. He was not the only one who found out about it. Phillip Irons CEO of Atlas Corporation's supercomputer project the Deep Sink project also predicted the same thing. He knew it was impossible to convince the US government or would he be able to save his beloved nation from the nuclear fire but he could at least save his city of new york from total destruction. He convinced several members of the US government and military whom many would become members of the enclave to join him in the defence of the city.

Billions of private investment were spent building defence networks and underground bunkers throughout the state, most situated close to New York City. Most of them were done behind the backs of the Federal Government. A new experimental technology was also making its debut around the time. The transistor and the Microchip. it was developed in Bell laboratories a research company part of Atlas just two years before the bombs fell. It was smaller and proved to be very efficient compared to vacuum tubes. This was incorporated into their new project JULIAN. An AI that would help track and destroy incoming warheads.

In the following months leading to the predicted date. Members of the new york National Guard and their families slowly disappeared some left while others were never heard from again. Atlas began pulling units back and their vehicles into storage. Concentrating on the New York area.
On the week before the estimated nuclear war, Several politicians and generals also took time off with their families to vacation. Preparations were in place, but their estimations were wrong, it was 5 days earlier than expected and several units were not yet ready.

The JULIAN System was not yet fully operational but the microprocessors worked flawlessly, it managed to take down 87 of the 116 warheads hacking and disabling them in mid-flight via satellite links, 20 more were taken down by what Atlas dubbed the Aegis and Trophy system, a system of ground-based missile batteries to shoot down approaching warheads. the remaining 9 got through, one was taken down by short-range turrets situated on lady liberty and the empire state building.

The Other Seven however caused significant destruction to the surrounding area. The resulting EMP also took out major systems and cut communications with several outposts and the satellite links.

200 years after the war, raiders and ghouls now roam the streets of Manhattan. Underground, however, the descendants of the war begun to emerge out of their bunkers with the goal of restoring America back to its glorious self-piece by piece city by city. It was decided however that in order for democracy to flourish they would have to take steps to strengthen it.

A shadow council was set up. Comprising of the CEO of Atlas, the president, his National security Advisor and the director of the CIA. Called the Executive Committee of the National Security Council or XCOMM for short they work behind the shadows deciding what is best for the country.
Vaults made by vault tec were also discovered shortly afterwards built for members of the military and the Enclave frozen in a cryosleep. It took some convincing but soon they too joined the Republic and they set themselves up firmly in new york city, under the leadership of president Tom Kirkman after the previous president Tanner Mauler died due to natural causes 2 years ago

In terms of armament, they often have a mix of common, easy to repair weapons such as switchblades, baseball bats, 10mm pistols, and lead pipes, supplemented by Molotov cocktails and a few fragmentation grenades.

For equipment, all Bolt members wear boots, denim jeans, a white tee shirt, and a leather jacket with the Bolt's insignia on the back. Those assigned to patrolling the perimeter or the nearby trade routes get access to makeshift metal armor due to the danger presented by the surrounding wastes.

With the help of the local survivors already present in Scranton, they managed to clear much of the city from the feral ghouls and hostile wildlife that had overtaken the city since the Great War. By 2150, Electric City was a small, but thriving trading community that continued to grow.

100 years later, and Electric City is one of the largest cities in post-war America at over 4,000 people. However, internal conflict was rife. Multiple political parties and factions jostled for control over the city government, committing bribery, deceit, and even murder. One of these factions was the Bolts, a greaser style gang founded around 50 years ago. Charles Leary, the head of the gang at the time, created a plan to achieve total power within Electric City. Manipulating ballot boxes and running harsh smear campaigns on his political opposition, the Bolts were able to achieve a 4-1 majority in the Council and impeach the current Mayor, as well as instating Learly as his replacement and handing nearly all of the Council's power to him. One month into his term, Learly was shot and killed in a gang fight with the rival gang of the Bolts, the Corsairs. Learly's second in command, Kenneth Thompson, took over.

Thompson declared himself "The King" and appointed his second in command, Dolores Barber, as "The Enforcer", or the chief of security. The city's security was disbanded and replaced with members of the Bolts. Those who opposed the Bolts were imprisoned, exiled, or intimidated into submission, including all members of Corsairs.

Military:
Hyperion's military forces are a mainly well organized and well armed army, mainly relying on the state of Virginia's vital Manassas Railroad Junction for transportation throughout. As such, most forces are generally spread out in minor towns and settlements with most of the distance between them being mainly wasteland that had only been passed for items and to restore part of the Manassas railroad network. Most forces are relatively well armored and armed, usually equipped with armor made using the Chobham type design.

Weapons employed are mainly ballistic in order to allow for standardized production of munitions and weapons, laser weapons are used more in advanced and elite units while long range weapons are exclusively employed within specialized divisions. Plasma weaponry is generally unknown due to their value. Most materials for production can be generally acquired from the scraps within the Federation, although trading with small scale settlements do happen and raids on bandit settlements are common for the federate military.

The mainstay of the Federation army is the National Federate Army. Troops are mainly conscripted and come from men that need to pass through a rigorous medical check up by what remains of doctors. Women are also allowed to serve in the army and are allowed to operate on levels similar to men, although both genders are still divided into different camps. Training mainly spans over 9-11 months for standard soldiers while specialized divisions can take up to 1-2 years to fully finish training. Most training covers standard tactics, operational readiness testing and arms training. After that, most soldiers serve their time either as guards or as raiders against bandit settlements. The currently number 250 and act as the main force that covers most of the populated frontier. They're armed with assault rifles, 10 mm pistols and frag grenades while some were slightly more 'crack' in nature and took anything that they could use.

Another division of the Army is the Marksman Corps, consisting mainly of men and women with nearly 20/20 vision or perfect division, the corps operate independently from the army and receive additional training in range calculation, disguise and survival in order to survive in the wasteland to wait for their target to come around and get shot. They're armed with modified Hunting Rifles although those in training use the basic variant. So far they number roughly 20 because of how expensive it is to train them.

In homeland defense, the Manassas railroad system operates as both the main transport for soldiers and supplies. However, with help from Hyperion's remaining civil engineers and military engineers the Manassas Project had been initiated which was a plan to produce armored trains from whatever they could salvage. Most of the trains have mini guns attached and are defended by Federate Army Soldiers that have been armed instead with combat shotguns. Another difference is that they're lightly armored as compared to standard soldiers.

The navy itself is practically non-existent but most ships that remain be it fishing ships or patrol boats are manned by standard soldiers.

In order to deal with the issue of production for the army, most of the remaining citizens work and fill the workshops in the 4 major cities while the rest would either work white collars or in the remnants of Shenandoah valley that had been cleansed.

-Alexandria, the main trading port of the Federation that doubles on as a shipyard.

History:
Hyperion Corporation was one of the worlds American Megacorporations that actually made it big, with markets all the way from the homeland all the way to the Asian continent before tensions fully went into high gear. Although it's PMC couldn't compare to Atlas, what it lacked in military power it had in forward thinking. When tensions began to flare, Hyperion had begun plans to save themselves. It was primarily famous for it's expertise in agriculture and cultivation of plants without the use of chemicals through advanced technology and cross breeding along with some genetic splicing.

It had prepared in advance, instead building underground and moving most of their currently existing facilities underground and informing nearly all scientists essential to their agricultural division that they had to be evacuated soon. It had slowly begun to move from a peace time company towards a more militaristic type of company, their private military counterpart had begun to see more spending and investment as soldiers had also been singled out to live in the limited underground facilities Hyperion had. Some executives were so paranoid they in fact began to live underground along with some other personnel. Which in foresight had in fact been a choice that saved them and was the choice that saved the heiress to the company, Tanya Wolfe after her father, the then director hauled his family down to live there.

When the bombs first fell over Virginia, the company's chain of command had been nearly completely vaporized, their expensive PMC going up in flames. But if nothing else, they had managed to save most of their agricultural research underground even in the originals were completely vaporized. Only 200 of the company had lived, and most of them were soldiers with nearly a quarter being scientists and executives combined. Of course, Hyperion was insured in on the air supply with their last minute investments and purchases of filtration systems from Vault-Tec along with water likewise from the same company. Despite this however, soldiers still had the strength to fight and children the strength to play around as the agricultural research had allowed the company to continue production even when underground.

After a few more years, the vaults eventually reopened as soldiers began to slowly reclaim land around the vault. Bit by bit, other vaults were opened and their inhabitants welcomed as Executive Director Sterling Wolfe, the only living executive then, had the ambition of building Hyperion back from the ground up, just like his ancestors had done years ago. After a while, they eventually set up base in the former remains of the company's building in Manassas and occupied the junction. Over the next few years with the release of a few more vaults and stability, it was when Hyperion had soon become a fully fledged Federation after clearing out bandits camps and rebuilding most infrastructure in concentrated pockets. The company had been secured on food since Shenandoah valley, the location of their vault, had been expanded to a full fledged agricultural plant and was producing food en mass. Materials were primarily secured through scavenging their occupied territory that lay in between the pockets of cities while also trading with smaller settlements for materials with protection while also raiding bandit camps for such materials.

However, the entirety of the Federation had changed. By now due to the rising population, the food quality in the vaults of Shenandoah could not keep up and in the end had to be cut down in order to allow for more food to be produced, this had happened over 3 phases which gave rise to the 3 generations of Federates. The first generation was considered nearly perfect as the food had sustained them and kept them well nourished and in fact made them stronger. The second generation was slightly less nourished and strong but are slightly higher in numbers and younger while the third generation has no special strength and are equal to humans. They make up majority of the population.

    The Carolina Commonwealth implements a unitary parliamentary democracy with a President to enact the will of the Commonwealth Congress. The Congress, consisting of representatives from major cities and claimed regions, is convened for matters of state in the capital of Charlotte, enacting laws and discussing matters pertaining to newfound issues. They number twenty. For the vast majority of the time, however, members of the Commonwealth Congress occupy their own regions, witnessing firsthand issues and enacting actions which affect their own controlled areas. To halt corruption or mistreatment, citizens are encouraged to, if wronged, make complaints to Charlotte itself by post. Investigators also observe, unannounced and unknown, the regions of the Commonwealth to insure fairness and proper management.

    The basic ideology of the Carolina Commonwealth revolves around a nationalism and pride of being of the Carolinas, along with a leaning towards the more military-minded nature in things. They are, in some ways, Republican, distrusting of foreigners to a degree though not being remarkably paranoid about such people. Expansionism, while not rabid, is also a portion of the ideology, with the Admiral Spencer Clemons being noted to have stated “We face either glory or decline” when asked on the matter. In modern times the man is celebrated.

      Armament & Armor:
        The nominal Commonwealth Infantryman is armed with a small variety of weapons, normally something to the effect of a semi-automatic rifle such as the M16 or carbine variants of such. Hunting Rifles are also implemented, though in lower quantity and only with reconnaissance troops. Sniper rifles and other high quality rifles are rare and issued only to volunteer soldiers of the more elite nature. Standard melee weapon is a ubiquitous combat knife which is issued to every soldier, with swords and other longer arms being virtually extinct within the Commonwealth armed forces. However, bayonets may be issued to certain units depending on company preference. Laser and plasma weapons are not implemented. Heavy Machine Guns used is the ubiquitous Mk2 Handheld 20mm Fraiser Automatic Cannons, used with crews of three in semi-mobile positions.

        Standard armor by the Army is light cloth or leather armor with some metal plates, most especially breastplates, and ballistic helmets in the stahlhelm style. Uniforms are colored olive green for all weather conditions. Knee boots with puttees are also issued to soldiers. Depending upon the climate, though such a thing is doubtful, heavier coats might be issued to soldiers.
      Vehicles:
        The Commonwealth implements 42 technicals of various types, invariably salvaged and frankenstein’ed trucks with 20mm Fraiser Automatic Cannons emplaced in mounts. These vary from single mounts to dual to even piano-gun style quad mounts, though the last is uncommon at best. The vehicles are invariably gasoline powered and often not implemented in fierce combat conditions due to thin armor, instead being used in skirmishing or raiding roles on lightly armed and manned settlements. These units are organized into fourteen three-car units, armor companies, which are most often stationed at heavily fortified FOBs. Vehicles are invariably painted in olive green.
      Artillery:
        The Commonwealth employs the 75mm Hartson Rifle for it’s hard-hitting needs. Accurate and capable in engaging targets, while it lacks the massive destructive forces larger caliber howitzers can release it does have rapid firing capabilities. As such, the cannon is able to lay-down a withering amount of fire onto enemy targets. While it is flat-firing, the weapon has 11km range for general uses and, as such, can easily be used in bombardment roles. The cannons, despite their rearward action in normal operations, are always equipped with blast shields to protect gunners should the weapon need to be used in a more direct intervention. It’s placed on a two-wheel carriage, transported by horse, and often is employed in batteries of five.
      Training:
        As the Commonwealth practices conscription, training for most units is remarkably light with most units being instructed at Basic and Infantry for five weeks, troops learning basic tactics, marksmanship, and maintenance as well as limited survival techniques. For the more intensive portions of life, such as disassembly and cleaning or living for months in the wild, Commonwealth soldiers rely on instruction from the vast numbers of NCOs leading them. Volunteers are often sent to NCO schooling, which lasts several months. Training with the unit, after Basic and Infantry, should be noted to continue over a soldier’s term of service.
      Doctrine:
        While on the defensive, the Commonwealth operates with FOBs which are heavily fortified, both with Fraiser Cannons and 75mm artillery, along with log bunkers, trenches, and foxholes on the perimeter. These regions are often manned by several companies to even brigade-size forces, though this is doubtful. Infantry units caught in the open are often instructed to rapidly dig foxholes in circular manner, taking-up a position while radioing for reinforcements to disrupt the enemy attack from the rear.

        While on the offensive, Commonwealth forces use support by fire techniques, moving general infantry to the front while HMG units cover their advance. Highly accurate artillery fire is also used to the best of it’s ability to deny enemy units cover and strong points, such as bunkers and buildings, or to destroy infantry on the advance with the shotgun-style grapeshot rounds. Troops often interlap fire with others to provide constant suppressive fire.

History:
    The Carolina Commonwealth was developed from a band of settlers within Charlotte who, looking around at the world near them, found that it was very, very hostile. Lacking any such thing as a Vault or Pre-War bunker to find weapons, shelter, these remnants of the old world lived in putrid conditions, wallowing as they were. Food crises struck the survivors there hard and, finding themselves in desperate need, they reached-out to several nearby groups. Trade relations, food for scrap and things of that nature, flourished between them, the groups melding together over decades and marrying between. Eventually, the Treaty of Charlotte was signed, declaring them to be a unilateral nation under elected leadership.

    This nation, small as it was, continued along it’s way until a great surge of interest in expansion drew many of the populus. This might have been due to a manufactured interest, politicians interested in expanding their influence and power to include more of the world, more of the Carolinas, or this might have been due to a development of pride within the people themselves. They had begun to feel themselves separate from the rest of the south, separate as Carolinans in the new world’s order of hierarchy. They felt themselves higher than those about them, and as such, in the year 2101, they began their expansion to the west and north before then expanding in all directions. With the promise of a better life, many in the states have joined voluntarily, seeking that which they feel they never had. The Commonwealth has the added benefit of it’s party line, that of uniting the Carolinas.

    The first struggle the new nation would have would be the taking of Charleston. Afflicted by the leaking of several vessels in the region, sailors of the NWS Charleston had turned ghoul and, with their knowledge and stock of Pre-War technology, turned the base and city into a fortress. The Commonwealth began their venture with diplomacy, hoping that they would not have to take the city by force. This would not be the case, the sailors there thinking themselves to be the great inheritors of the United States and that these Commonwealth people were, of course, traitors to the nation, citizens in rebellion. The rebuff was severe, the diplomat being sent back to the Commonwealth lines in a bag, and the siege there began. Military leaders engaged warily, first moving sappers in place to dig underneath the enemy fortifications and attack from below, yet this was repelled, and thus was the trend set. This was taxing on time, the siege lasting for two years in warfare until a vast attack with weight of numbers lead to a Commonwealth victory. Over that siege, the troops and men there learned much, technology advancing from simple bolt action rifles to semi-automatic weaponry, cannon technology, and other things of such joy. Since then, Charleston has been, after the removal of the leaking vessels, developed into a naval port and is one of the primary manufacturers of the Commonwealth’s naval power.

    They have, following the victory of Charleston, expanded throughout the Carolinas, though now the Commonwealth extends an interested eye to the cities of Norfolk and Atlanta, interested in reclaiming the east coast for themselves. To this end, cities have been scrapped for use in the war effort, smelted down for the warships, for the rifles, for the armor, and an army has been trained for some time towards the extension of the nation.

Capital City/Faction HQ: Casa Metropolitana: A specialized Vault hidden in New Orleans where the Commission operates from. It also houses its technology and luxury that resembles 1950s mob culture.
Population: 800( mostly human, with 25 Super Mutants, 10 Nightkin)
Government: As an oligarchy that is proceeded by the leaders of various branches of the Commission. The Commission is led by the Chairman and the Chairman is given a life-time rule then they vote for another Chairman. The Chairman answers to the Board who have the say of things and give final overturn approval on any major projects or choices but the Chairman can veto if needed.

Lou St.Johns: Head of the R&D of the Commission
National/Group Ideology: The Commission wishes to spread and reestablish the Mafia in America. They wish to find other gangs or criminal outfits that aren't raiders and show them who's the boss. They are pro-capitalist, looking to make a profit and always want to be in the black. Last, but not least is their hunger for pre-war technology and a source of FEV after they had gotten Festus and his band into the gangsters ranks.
Military: Made Men: 200 Men wearing T-45 power armor and laser rifles. They are the equivalent to Brotherhood in training and fighting experience. They are better with urban fighting and surgical strikes, which helped them fight against the New Orleans militia and occupy the French Quarter.
Vertibirds: around 20 have been reclaimed by the Commission for the use of transport and combat operations. They help with air superiority and support for the main forces.
Super Mutants and Nightkin: A total of 25 Gen 1 Super Mutants and a total of 10 Nightkin. The Super Mutants are as tough and resilient as a Made Man and Nightkin are better than the normal Super Mutant and have stealth training. They are given heavy armor with assault rifles, energy weapons, and heavy weapons.
They also have access to 20 technicals for support and reinforcement with cannons or other heavy weapons attached to it.
Major Towns or Locations: None as of right now.
History:The Commission was once the untied leadership of the American Mafia at its height before the war with China was starting to happen. The leadership of the Commission and the various families feared a Chinese invasion or the doomsday clock striking midnight. They did everything in their power to invest in the American industry, some of them were even able to be in high positions of government to get information that can benefit for their survival. The Chairman at the time assembled the best tech that he could get inside of a secret bunker inside his hometown of New Orleans to make sure that the Mafia survived the apocalypse.

Many consider it a massive expenditure, a gamble that proved a solid one when the bombs fell. Only a few of families and their workers were able to get inside the vault as the nukes dropped on New Orleans as they can survive in the lap of luxury and without being a social experiment by Vault-Tech. For the next couple of centuries, what's left of the Commission grew in number and came to the conclusion that their culture needed to not just be persevered, but to be spread their culture.

About 20 years before the current date, the vault door opened in secret and expeditions were made in order to reclaim any tech and see what is on the topside before they truly come out. They found and repaired many T-45s and vertibirds, recovered many energy weapons and prepared for taking the New Orleans city-state. Before they could martial up the troops and airforce, they caught wind of giant, green humans migrating west of Texas.

These giant humans were known as super mutants and they were led by one named Dolly. They were as tough as any power armored trooper and twice as large. The idea that such a mutant was the experiment of the pre-war super soldier program gave the Chairman an idea. He invited Dolly and her band to his vault and established an agreement that Dolly would join the Commission in exchange for the Chairman's help to find a source of FEV and improve the super mutants.

The Chairman had a powerful ally and enough manpower to come out in full power. Their arrival was a surprise against the Orleans' militia and they were quickly pushed out of the French Quarter. The people were under the thumb of the mafia and many attempts to oust the techno-gangsters but the war still wages as the gangsters are going to make a final push to take the city and begin the spread of the Commission throughout the Wasteland.

I see the map up now, thanks. I saw apps from people getting places up north, so I wondered how far north I could go. I wanted to do a Quebec application, or possibly a Michigan-Toronto power.
