Still, it is illegal to hunt/kill eagles in America, and I believe eating fits into that as well, so shouldn't Batgirl just arrest Ruth now due to breaking the law?

Personality:Philipp is,under normal circumstances, quite calm. But, once in stress due to his,"Mental Complications", he can get quite angry.

Backstory:
Philipp was born the son of a relatively wealthy family of Gotham.Of course, he had the luxury to study in his home and access to books from around the world, which he took great interest in.Particularly, he came to take a liking for History.The kingdoms, the empires, the mighty dictators and presidents, tales of brave warriors and much more.It fascinated him.
Homewever, one should remember to mention that Philipp was not the most mentally stable person.And so, as he grew, his love for books (And history) grew together with him, becoming an major addiction, as one could say.
And so, once Philipp's parents died, leaving for him a privilleged economical position, his state only got worse.He would spend, many times, more than he would earn in a month simply to quell his thirst for knowledge and history. He travelled along the world, buying ancient items and more books than one could possibly read in their life.
One would not be surprised to learn that, not a lot of time later, the position of Philipp economically began to degrade.It was simply not enough for him-he had to find a way to gain more money, or he would go bankrupt.
It was then that he decided to turn to the life of crime, using his vast arsennal of Historical items and weapons to perform his various illegal activities, quickly earning the name of "The Historian" by his "Work colleagues" and subordinates.
Powers/Weapons/Tech:Other than what would be expected from a high-end criminal, Philipp posseses an vast array of historical items.From Egyptian Khopesh swords to Mongolian Composite bows, he has everything.
Weaknesses:Other than not being very mentally stable, Philipp is not very strong in general.
Skills:Great Intellect, Endurance,etc.Philipp has also studied the art of war, becoming a exalted warrior in a large amount of warfare, thus allowing him to use his arsenal of Historical weapons with great skill.
RP Examples:Well while i'm a Brazilian and don't really have the perfect grammar, i'd say i'm relatively a experienced member of NS, but i'll give some links.
