She hired a person who had the power to make insanely powerful AI, but when he was killed a TOP SECRET protocol was enacted to "limit" Less, which really only limits how much Ruth can control Less.

I would say that she is kind of losing it, and instead of actually killing people she just kind of knocks them out, but prefers to say kill because she is the edgy teen.
