Plenty of non-Imperials get born in Cyrodiil and spend their whole lives there, should be perfectly fine!

The difference is minimal, but still important. If he's sober, he'll try to kill you. If he's drunk, he'll still try to kill you but will be significantly less likely to succeed and his attempts may be humorous.
