Abilities


Powers: Kinetics: Essentially, the Force, as seen in popular media, with a few extra features. Aside from the lightning, telekinetic strangling, and throwing of large, heavy objects at others without touching them, Kinetics allows Lairah to cause significant increases to speed, strength, durability, perception, all of that last 4 being impossible to see without anything to detect it. Also aside from Lightning, is capable of firing other neon-purple colored projectiles, like fancy orbs, or tiny little flechette looking things that scatter everywhere like the most terrifying shotgun you have ever seen. Do not step on her lawn, children. There be danger.

Elesis: The name of her Rig, not many Riggers are gifted the opportunity to pilot such a machine, one specifically made for them, to their specifications and requests. Typically, only very high ranking officers, and exceedingly skilled Riggers are afforded this luxury, Lairah happens to be but one of them. Elesis is high specialized for extreme agility and power, with more advanced, prototype armor plating used to increase defense.
Despite Lairah's incredible skill with a rifle and a scope from far away, and while Elesis can mount a larger ranged weapon to act as such, it's typical armament involves much smaller guns, which can be mounted in the shoulders or wrists, these typically being smaller pistol caliber (.22 or 9mm) and not meant to kill anyway, and suffer from extremely limited ammunition feeds.

These are not the main weapons however, of which Elesis has 2 options. The first of which is to engage in the mobile fire support role, with a .50 Sniper Rifle. The Primary weapon, which the smaller caliber guns would be mounted to assist tactically, is another prototype from the lab - an energy sword.

Elesis, like Lairah, is also capable of being mute - that is; moving without making a sound. It is, in perhaps one of the weirdest ways, the trademark identifier of the Rig, it's incredible silence. To know the NAMT is sending a bonified badass towards you and to hear nothing but silence, is a terror many don't live to remember.

Elesis also your standard suppression cuff and shock baton to incapacitate, though, usually by the time she shows up, it means everyone else was having too much trouble, and the goal is no longer to come home with live prey, and while Lairah herself has capture Meta-Humans before, Elesis has only ever killed them.

Limitations: Lairah uses a concoction of drugs which, among many things, enforce 'Mental Dullness', required to prevent her power from just growing out of control without her knowing it. In this state, which is all the time, Lairah will function at about the same level as a peak-human, and right on the edge where frequent DNA testing is done to confirm.

Skills: Firearms, marksmanship, knife play, sword play, various forms of hand-to-hand combat, stuff to kill people, really. Also singing, really, really good at singing, like, could be a star level, not that you'd ever hear it. She also draw quite well, not as well as she sings, but this you might actually get to witness.

Weaknesses: Cooking, for some reason anything as 'complicated' as boiling a chicken or greater tends to go wrong. Driving as well, again, nobody is really sure why she's so bad at this, given the apparent skill at dismembering people in cold-fusion powered battle armor.

Equipment: Small, innocent enough looking vials (like 5-hour energy can things) of VX-94S, or to put bluntly, the antagonist for the drug used to shut down her meta-human abilities. She doesn't ever drink them, and comrades constantly joke about why she carries energy drinks she never, well, drinks.

Concept: Well, obviously, being good at fighting shit is going to work well with Kinetics or Elesis, though, for obvious reasons, only one at a time. I suppose both at the same time could be done, if you didn't mind most of the world then trying to kill you afterwards, although you'd certainly make it not worth their time. Drawing doesn't help much, and the singing, as far as anyone knows, she can't. Nobody at NAMT has ever heard it, there's just a rumor that she can.



Bios


Personality: Lairah, as her codename suggests, is mute, though she can speak very, very laconically if necessary, making it selective mutism. She typically will keep to herself, not bothering others, and due to constantly being drugged out, though nobody knows it, she doesn't typically show much emotion either. Infact, she comes off as a surprisingly balanced out individual, no drama, is capable of understanding and forgiving when it's due, and never has any breakdowns of crisis of conscience about her work. Ironic, considering off said drugs, the exact opposite is true.

Biography:Lairah was born in Liverpool, New York, two middle class parents, an older brother, a younger sister, and one older sister, who was just like her. In the sense that, both were born as meta-humans. Initially their family attempted to hide it, hoping to keep their children out of stirring societal trouble. Lairah's older sister had success in hiding her own, but Lairah did not. Starting at age 4, she would have episodes of just.... staring. At no one, nor anything in particular, infact, the medical term is 'catatonic', there was no response. These episodes began as minor and rare events, and at school were initially dismissed as just being a daydreaming youngster.

It wasn't until second grade, when she had recently turned 8, another episode occurred. Most lasted less than 15 minutes, this one, went over 45. The teacher eventually had no choice but to try and 'shake her out of it', which, unfortunately for the both of them, worked. Lairah did come back to reality, but she returned wide-eyed, in shock, in fear. She immediately recoiled, grabbing her teacher by the arm, the whole world froze at a the sound of an omnipresent snap. The year was 2015, and her story became just another article in politics, about how dangerous meta-humans were. The innocent teacher, whose forearm was shattered by a meta-human child, for no reason at all.

In the next 5 years, the episodes worsened, and the world at large was doing little to help. 2020 rolled around, and Resolution 643, was passed. The rebellion was defeated, and shortly thereafter, the NAMT showed up at their home. Lairah's older sister was accused of having something to do with rebellious meta-humans, which wasn't wrong. She gave up without a fight, and as the Riggers went upstairs to gather Lairah, she tried to warn them to be gentle. Do not frighten her, do not suddenly spring up without warning. She told them, if they did, she would not know who they were, she would react on instinct based fear, and her power would show itself just as suddenly as they had. The Riggers, dismissed her concerns.

They rushed upstairs, and they kicked down the door, on Lairah, in the middle of another episode. What happened next, was a quickdraw duel. As Lairah snapped back to reality, eyes widening, the color deepening suddenly from it's brown to purple, reacting on terrified instinct - versus the bullet and trigger finger of the lead Rigger. Of course, there exists in no world, a bullet, nor a reaction speed, that could ever hope to outrun lightning. The only thing she remembers of this very moment, was a sound of thunder. When her vision returned to normal, she found her room, her house, without it's roof. The neighbors, suffered the same, and the current running through the electrical, had gone back into the grid, causing a local overload, and knocking out several blocks. Downstairs her sister screamed, and shrieked, the Riggers there threatening now to kill the entire family. Lairah, numbed, walked down those stairs, only to be presented with a wall of guns once again. She saw the world become blurry, her legs began to give out and she to fall. She heard their guns go off, saw her sister break free, Lairah's own right hand, with two fingers extended, raised up, and then the world went black.

There was a sound of thunder. Her vision returned, she was standing again. In the wall behind her, bullet holes. In the wall infront of her... there was no wall. Outside, the vehicles which the NAMT had arrived in, were destroyed. The neighbor's across the street, a massive, burning hole through their home. Lairah had no idea what had happened, and her family, even her sister, could only stare in bewildered horror. Her sister mumbled something to her parents, getting up, taking Lairah by the arm and running with her.

She had seen her sisters eyes go purple before, she'd even seen purple mist casually emitting from her for no reason, this much was normal. The lightning, was anything but. Days had passed with them on the run, seeking refuge in the homes of various sympathizers. They had much the same expression Lairah's family did, when told what happened when NAMT came to take her sister. They bounced from place to place, eventually finding a permanent Sanctuary hideout. Finally, their trackers were removed, and Lairah's sister again explained the complicated issue going on. It would take 3 years to solve the puzzle, and create the drug to limit her. By the time they succeeded in doing so, the Lightning which had caused mass terror on the news for destroying plaster and wood houses, would now eviscerate stone buildings, armored cars, even tanks would become so electrically charged as to destroy it either by causing the electronics to shot circuit and explode, or by causing the ammo to explode, whichever happened first.

Her sister, used to reassure her that her power was not dangerous, she was not dangerous. The world was overreacting. Now her sister said she had to hide. She couldn't go outside, not even with escort, she was under constant watch, nobody quite sure how her power functioned yet. It had reached the point where, finally, the entirety of the world, meta-human and human, could agree on one thing. She was too dangerous, too dangerous, to even step outside, and feel the autumn breeze.

The first thing she did, after the drug was tested and successful, was step outside. Her sister escorted her. Her sister grew distracted, for just a moment. Lairah disappeared. She lived the next 2 years as a relatively normal, human teenager. She had the recipe for her limiting drug with her, made it herself, and never missed a dosage, not ever by a single minute. She spent nearly 3 years in what was essentially a prison, each day more painful and miserable than the last, no matter how well the treated her in it. They had told her they had to, oh she risked destroying thousands of lives with a single mistake, a single, accidental lightning strike, would cascade the loss of thousands more.

She believed them now. She was dangerous. She, a meta-human was dangerous, her existence as such responsible, for not just her suffering, but the worlds. It was not a blame to be carried alone by one, however. She was not the only one, with the label 'meta-human', afterall. For 2 years she lived normally, until 18. She joined NAMT, even in her limited state, she would set new records, she'd be test daily for some time, DNA, to make sure she was human. A quirk of the limiting drug, it turns out, was giving false DNA readings. Aged 23, five years later, she is ranked among the most skilled Riggers in NAMT. Her arrival at any scene is celebrated like the entrance of a conquering Emperor, the world around became as electrified with energy as the bolts she used to cast, and the enemies before her heard the most terrifying thing they had ever known as she approached, as the cheers died down, the signature sound of Lairah, of Elesis, of 'Mute'.

They heard nothing.


That is a very well written app... and I am tempted to accept it straight off, though I feel that would be doing a disservice to the people I have been asking to change things.

Currently the character is overpowered. It isn't that any individual part of the powerset is more powerful than anyone else's in the thread. The issue is that there aren't any balancing weaknesses, which there need to be so that they aren't always the most powerful individual in every situation.

What I would recommend is to ditch the bit for Lariah about increased speed, strength, durability, perception. Without those the character becomes something of a 'glass cannon'.

With the Rig I'd suggest ditching either the inceased speed or the heavy armour plating. Personally I'd ditch the heavy armour and say it's comparable to standard body armour - a sniper doesn't need to be armoured like a tank, plus the speed is enough of a defensive measure anyway.

Biography: A life long government employee, Albert Davidson is a retired police chief who has a hatred towards meta-humans and comforters them to be a threat to society. When the government started the NAMT, he signed up for a leadership role and was granted leadership of the entire organization


He's accepted... though bear in mind he might be the Big Cheese in NY, but he'll still have Washington breathing down his neck if things go horribly wrong :D

Personality: Kind but really destructive and has a deep hatred of meta-humans, mostly the Vanguard and attacks them on site though sometimes he is ok with good meta humans. He also is rude to meta humans.

Biography: John was born on July 10, 2000 in NYC. After his parents were killed by meta humans he seeked revenge on meta-humans and at age 24, joined the NAMT to get revenge on the meta-humans. At age 29 he got a Rig called the Tanker and is his main strength is firearms after training with the NAMT.


I am going to accept this, also. Also... you won't be wandering around bumping into Vanguard very often. Most of the time you'll be being called into somewhere they are already in the process of trashing...

A nervous secretary approaches Albert Davidson with a message from his bosses in Washington.

"What do you mean that those Fat Cats down in Washington are upset that those Meta-human maniacs blew up the apartment building downtown? It's not like we have the resources to have agents in every single building to protect it! We did our best to stop them and managed to evacuate all civilians from the area, but when they have powers and you don't, it is an uphill battle that we have to fight valiantly everyday. I would like to see them pull there lazy asses up here and fight these maniacs themselves before coming back here to sign endless amounts of paperwork!" He pauses to take a puff of his cigar. "I want you to go get me a line with them so that I can give them a price of my mind. Now!"

I should have Eds app up today, although I'll probably have to change it pretty quickly, just because when I started it, I had a pretty different idea of what rigs were to what they actually are.

Alright, here's Ed! I'll be honest, I know I may have to change a fair amount, but it's taken so long to finish that I wanted to get it out before I started holding everyone back.

Abilities


Powers:
While it may be a fair bit larger and bulkier than the usual, more suit-like rigs, Steelheart is created purely to move fast, hit hard, and fit into the role of humanity's protector. Hydraulics in its limbs allow it to punch with tremendous force, and the shape of the legs are similar to an animals with the 'ankle' closer to a second knee, which allows it to launch into a sprint from a complete standstill, and leap great distances.
In addition, it's left arm has a large, shield-like armour segment, made both to assist in defence and be more popular with superhero fans, as although it's appearance is quite different, it is decorated in a way that would make it reminiscent of the famous comic book hero Captain America.
Finally, a small pilebunker is built into its right arm, allowing it to smash through most obstacles with ease.



Limitations:
Due to the size and bulkiness of the suit, Steelheart can be difficult to manoeuvre in tight enclosures, often getting stuck in doorways and the like.
It also has next to no means of ranged combat, and must either close the distance between itself and the opponent or throw things at it, which brings with it the risk of missing and causing collateral damage.
Finally, it's greater size means it requires nearly twice as much power for the same amount of time as a normal rig.

Skills:
Edward is a terrific martial artist, having trained in it since he was about five years old. It isn't quite as viable as he would like while fighting as Steelheart, but if he is required to fight outside his rig, he can be just as dangerous.
He also has years of special forces training under his belt, having been a member of the SRG, which is essentially the Australian version of SWAT, for about seven years before he'd even joined Mortlocks taskforce.

Weaknesses:
He is dangerously moralistic and idealistic, and often finds it difficult to fight anyone when he believes they may be right.
He is also extremely devoted to his family, and will drop everything if he thinks they might be in danger.
His right eye was badly damaged during his fight with Leviathan, making him mostly blind through it.
He's not especially smart when it comes to a lot of subjects. Tactics and that kind of thing are pretty easy, but anything scientific other than the very basics, like sparks+fire=bad stuff, will be beyond him.

Equipment:
His badass rig, Steelheart
A pistol

Concept:
Ed, along with being Michaels not dead father, will be the famous hero everyone respects, and a large draw for why many people support NAMT. The poster boy they put in all their propaganda, the 'Defender of Humanity' and all that crap. He's also probably the main reason Michael doesn't just join Vanguard and try to destroy the NAMT, so there's that too. Maybe more to come... Who knows?



Bios


Personality:
As previously mentioned, Edward Evans is very idealistic, always striving to be the best person he can be. This is most likely due to being absolutely enthralled with superheroes most of his life, and essentially tailoring his personality to be more like theirs.

Despite what serving in both the SRG and NAMT might suggest, he has not become disillusioned of this, and still believes wholeheartedly that while many metahumans believe fighting back is the answer, the laws would quickly change if they fought to protect people. This, along with a personal friendship with Zara Delic, has given him a positive opinion of Sanctuary, although this unfortunately makes it harder for him to fight their members. On the other hand, he considers Vanguard a threat to the safety of everyone, meta or not, and is dedicated to fighting it wherever he can. Even then, however, he does what he can to turn them away from their violent mindset when he fights them, hoping that they might perhaps find stop fighting and find a peaceful resolution. If they refuse, or attempt to harm innocent civilians, this offer is retracted, and he will do everything in his power to stop and detain them.

Finally, Edward is a family man, spending as much time as he can with them. They are the center of his world, and one of the few things he would actually get angry over. He does kind of wish he could tell his children that he's actually Steelheart, but he knows that knowledge might put them in danger, and therefore pushes it down.

Biography:
Edward Evans is an Australian man born in 1988. Throughout his childhood, there were two things that enthralled him above all else. These were superheroes and martial arts movies, and they would grow to form the basis of his entire life, or at least the driving force between most of his life choices.

By the time he was five, he had annoyed his parents enough over the subject that they signed him up for a martial arts class, which he proved to be even better at than expected. Before long, there was only one other five year old in the class who was better than him, a girl called Chloe Cooper.

And they hated each other.

Their rivalry lasted all through primary school and well into highschool, with many people being surprised that someone as excitable and generally optimistic as Edward would get so angry at the girl. Of course, it wasn't entirely unreasonable. Chloe wasn't always the nicest person, and pretty pessimistic towards other people. She'd insult and snap at people, and actively push away most of the ones who tried to get close to her. And yeah, that was part of the reason, but the real reason was actually a pretty stupid one.

Chloe Cooper, much like Edward Evans, had a superhero name, and yet she not only acted distinctly non superhero-ey, she actually thought they were stupid.

And so they clashed, constantly getting into arguments, and occasionally actual fights, most of which resulted in his rather painful loss. This would continue until one day, something weird happened. Well, a few weird things happened.

As he walked home from school one day, he walked past an alley. In this alley, he was surprised to see a younger student from his school surrounded by a number of older teens, probably around the age of nineteen. The first part that struck Ed as weird though was that a number of cans were floating around one of them, a sight that made him freeze in place as he tried to process it.

And then the second weird thing happened, as Chloe ran past him, punching one of the thugs in the jaw and asking him what the hell he was waiting for. It took about two seconds after she entered the fray for him to sprint in after her, dodging cans and throwing punches. All in all, the fight took about five minutes, over which the two rivals ended up shielding each other from attacks more often than they could count. In the end, they were left lying on the ground, bruised, battered, and laughing like there was no tomorrow. After all, who would've thought that a pair who fought each other as much as they had would fight together as well as they just did? You know, apart from every shonen anime ever...

Anyway, from that point onwards, their rivalry became a friendship, one which would proceed to spiral rapidly out of control until the point where they both begrudgingly had to admit it was probably love. By the age of twenty-three, the pair were happily married, Michael was well on the way to gracing the earth with his presence, and Ed had found himself a promising looking job in the police force. Things were looking good.

And then came May 20th, 2016, a day that would remain in his memories as the day his life changed forever. That day, he and the rest of his team in the SRG were called to an apartment building, where a water manipulator calling himself Leviathan was going on a rampage. By the time they reached the building, parts of it were already coming down, and as they helped civilians escape, a chunk of roof fell between him and his team, separating him from them. Many of his teammates reports state that, just before the roof fell, they saw Leviathan sprinting around the corner towards them, tendrils of water whipping around him as he ran. At that moment, they were sure Edward had to have been killed by the metahuman, and pushed down their grief to continue getting them out.

However, half an hour later when they had all made it out, they were shocked to see a bleeding, battered Edward dragging the unconscious body of Leviathan out the main entrance. They report that the villains right arm was missing from the elbow down, and that Edward, bleeding particularly heavily from his left eye, wore an expression of utter rage. Before anyone could question him however, he too collapsed.

He awoke four days later, and even though many asked him what had happened in that apartment building, how in gods name he'd even managed to survive, let alone beat Leviathan, he refused to ever talk about it, a distant expression on his face. Eventually, he had to be let go from the SRG due to use of excessive force and refusing to divulge his actions. However, before anymore penalties came up, he was approached by an American named John Mortlock, offering him a position in a taskforce he was part of that captured and eliminated dangerous metahumans. At first, he was conflicted, the idea of simply killing them straight away leaving a bad taste in his mouth. After a week of worrying however, he decided to accept. It was only dangerous meta's after all, and it would likely allow him to gleam a lot of information on the subject that might help his son, who even at the age of five was showing signs of possibly being a meta.

And so he moved his family to the USA and started the third major chapter of his life, where he fought alongside Mortlock, Delic, and various other cool characters to keep innocent people safe from those metahumans who used their gifts for malicious purposes. For the most part, he was ideal for the job, his experience with the SRG allowing him to act as if he'd been in the taskforce his whole life. Occasionally though, the guilt of killing them would become too much for him and he would begin to act out, sometimes even getting into arguments with Mortlock. However, he would quickly force himself to calm down again, forcing himself to keep going for the greater good.

Then the year 2020 came around, and with it came the controversial Resolution 643, as well as the rigs that would help enforce it. Despite, or maybe because of his moralistic tendencies, Edward was given a position as a rigger, and although he thought his eye might make it difficult to manoeuvre in it, it turned out he was actually rather good at it. Over the following months, he proved himself time and time again, and by the time the resistance ceased, he had impressed his superiors enough that they decided to turn him into a symbol. Upgrading his rig with more effective hydraulics, a shield, and a cool new paint job, Edwards rig was changed from just another unit in their forces to Steelheart, defender of humanity and symbol of their endurance.

In addition, this allowed him to stop killing metahumans and start detaining them, all to keep up the heroic image, of course. Still, this was exactly why he decided to accept it. It wasn't the peace he really wanted, but it was the closest he'd gotten up to that point. He wasn't allowed to reveal his identity to the general public, but he didn't care. Maybe, just maybe, this would put him in a position to build a bridge between humans and metahumans, and bring about the peace he'd always hoped for.

Also aside from Lightning, is capable of firing other neon-purple colored projectiles, like fancy orbs, or tiny little flechette looking things that scatter everywhere like the most terrifying shotgun you have ever seen. Do not step on her lawn, children. There be danger.

Elesis: The name of her Rig, not many Riggers are gifted the opportunity to pilot such a machine, one specifically made for them, to their specifications and requests. Typically, only very high ranking officers, and exceedingly skilled Riggers are afforded this luxury, Lairah happens to be but one of them. Elesis is high specialized for extreme agility and power, with more advanced, prototype armor plating used to increase defense.
Despite Lairah's incredible skill with a rifle and a scope from far away, and while Elesis can mount a larger ranged weapon to act as such, it's typical armament involves much smaller guns, which can be mounted in the shoulders or wrists, these typically being smaller pistol caliber (.22 or 9mm) and not meant to kill anyway, and suffer from extremely limited ammunition feeds.

These are not the main weapons however, of which Elesis has 2 options. The first of which is to engage in the mobile fire support role, with a .50 Sniper Rifle. The Primary weapon, which the smaller caliber guns would be mounted to assist tactically, is another prototype from the lab - an energy sword.

Elesis, like Lairah, is also capable of being mute - that is; moving without making a sound. It is, in perhaps one of the weirdest ways, the trademark identifier of the Rig, it's incredible silence. To know the NAMT is sending a bonified badass towards you and to hear nothing but silence, is a terror many don't live to remember.

Elesis also your standard suppression cuff and shock baton to incapacitate, though, usually by the time she shows up, it means everyone else was having too much trouble, and the goal is no longer to come home with live prey, and while Lairah herself has capture Meta-Humans before, Elesis has only ever killed them.

Limitations: Lairah uses a concoction of drugs which, among many things, enforce 'Mental Dullness', required to prevent her power from just growing out of control without her knowing it. In this state, which is all the time, Lairah will function at about the same level as a peak-human, and right on the edge where frequent DNA testing is done to confirm.

Skills: Firearms, marksmanship, knife play, sword play, various forms of hand-to-hand combat, stuff to kill people, really. Also singing, really, really good at singing, like, could be a star level, not that you'd ever hear it. She also draw quite well, not as well as she sings, but this you might actually get to witness.

Weaknesses: Cooking, for some reason anything as 'complicated' as boiling a chicken or greater tends to go wrong. Driving as well, again, nobody is really sure why she's so bad at this, given the apparent skill at dismembering people in cold-fusion powered battle armor.

Equipment: Small, innocent enough looking vials (like 5-hour energy can things) of VX-94S, or to put bluntly, the antagonist for the drug used to shut down her meta-human abilities. She doesn't ever drink them, and comrades constantly joke about why she carries energy drinks she never, well, drinks.

Concept: Well, obviously, being good at fighting shit is going to work well with Kinetics or Elesis, though, for obvious reasons, only one at a time. I suppose both at the same time could be done, if you didn't mind most of the world then trying to kill you afterwards, although you'd certainly make it not worth their time. Drawing doesn't help much, and the singing, as far as anyone knows, she can't. Nobody at NAMT has ever heard it, there's just a rumor that she can.



Bios


Personality: Lairah, as her codename suggests, is mute, though she can speak very, very laconically if necessary, making it selective mutism. She typically will keep to herself, not bothering others, and due to constantly being drugged out, though nobody knows it, she doesn't typically show much emotion either. Infact, she comes off as a surprisingly balanced out individual, no drama, is capable of understanding and forgiving when it's due, and never has any breakdowns of crisis of conscience about her work. Ironic, considering off said drugs, the exact opposite is true.

Biography:Lairah was born in Liverpool, New York, two middle class parents, an older brother, a younger sister, and one older sister, who was just like her. In the sense that, both were born as meta-humans. Initially their family attempted to hide it, hoping to keep their children out of stirring societal trouble. Lairah's older sister had success in hiding her own, but Lairah did not. Starting at age 4, she would have episodes of just.... staring. At no one, nor anything in particular, infact, the medical term is 'catatonic', there was no response. These episodes began as minor and rare events, and at school were initially dismissed as just being a daydreaming youngster.

It wasn't until second grade, when she had recently turned 8, another episode occurred. Most lasted less than 15 minutes, this one, went over 45. The teacher eventually had no choice but to try and 'shake her out of it', which, unfortunately for the both of them, worked. Lairah did come back to reality, but she returned wide-eyed, in shock, in fear. She immediately recoiled, grabbing her teacher by the arm, the whole world froze at a the sound of an omnipresent snap. The year was 2015, and her story became just another article in politics, about how dangerous meta-humans were. The innocent teacher, whose forearm was shattered by a meta-human child, for no reason at all.

In the next 5 years, the episodes worsened, and the world at large was doing little to help. 2020 rolled around, and Resolution 643, was passed. The rebellion was defeated, and shortly thereafter, the NAMT showed up at their home. Lairah's older sister was accused of having something to do with rebellious meta-humans, which wasn't wrong. She gave up without a fight, and as the Riggers went upstairs to gather Lairah, she tried to warn them to be gentle. Do not frighten her, do not suddenly spring up without warning. She told them, if they did, she would not know who they were, she would react on instinct based fear, and her power would show itself just as suddenly as they had. The Riggers, dismissed her concerns.

They rushed upstairs, and they kicked down the door, on Lairah, in the middle of another episode. What happened next, was a quickdraw duel. As Lairah snapped back to reality, eyes widening, the color deepening suddenly from it's brown to purple, reacting on terrified instinct - versus the bullet and trigger finger of the lead Rigger. Of course, there exists in no world, a bullet, nor a reaction speed, that could ever hope to outrun lightning. The only thing she remembers of this very moment, was a sound of thunder. When her vision returned to normal, she found her room, her house, without it's roof. The neighbors, suffered the same, and the current running through the electrical, had gone back into the grid, causing a local overload, and knocking out several blocks. Downstairs her sister screamed, and shrieked, the Riggers there threatening now to kill the entire family. Lairah, numbed, walked down those stairs, only to be presented with a wall of guns once again. She saw the world become blurry, her legs began to give out and she to fall. She heard their guns go off, saw her sister break free, Lairah's own right hand, with two fingers extended, raised up, and then the world went black.

There was a sound of thunder. Her vision returned, she was standing again. In the wall behind her, bullet holes. In the wall infront of her... there was no wall. Outside, the vehicles which the NAMT had arrived in, were destroyed. The neighbor's across the street, a massive, burning hole through their home. Lairah had no idea what had happened, and her family, even her sister, could only stare in bewildered horror. Her sister mumbled something to her parents, getting up, taking Lairah by the arm and running with her.

She had seen her sisters eyes go purple before, she'd even seen purple mist casually emitting from her for no reason, this much was normal. The lightning, was anything but. Days had passed with them on the run, seeking refuge in the homes of various sympathizers. They had much the same expression Lairah's family did, when told what happened when NAMT came to take her sister. They bounced from place to place, eventually finding a permanent Sanctuary hideout. Finally, their trackers were removed, and Lairah's sister again explained the complicated issue going on. It would take 3 years to solve the puzzle, and create the drug to limit her. By the time they succeeded in doing so, the Lightning which had caused mass terror on the news for destroying plaster and wood houses, would now eviscerate stone buildings, armored cars, even tanks would become so electrically charged as to destroy it either by causing the electronics to shot circuit and explode, or by causing the ammo to explode, whichever happened first.

Her sister, used to reassure her that her power was not dangerous, she was not dangerous. The world was overreacting. Now her sister said she had to hide. She couldn't go outside, not even with escort, she was under constant watch, nobody quite sure how her power functioned yet. It had reached the point where, finally, the entirety of the world, meta-human and human, could agree on one thing. She was too dangerous, too dangerous, to even step outside, and feel the autumn breeze.

The first thing she did, after the drug was tested and successful, was step outside. Her sister escorted her. Her sister grew distracted, for just a moment. Lairah disappeared. She lived the next 2 years as a relatively normal, human teenager. She had the recipe for her limiting drug with her, made it herself, and never missed a dosage, not ever by a single minute. She spent nearly 3 years in what was essentially a prison, each day more painful and miserable than the last, no matter how well the treated her in it. They had told her they had to, oh she risked destroying thousands of lives with a single mistake, a single, accidental lightning strike, would cascade the loss of thousands more.

She believed them now. She was dangerous. She, a meta-human was dangerous, her existence as such responsible, for not just her suffering, but the worlds. It was not a blame to be carried alone by one, however. She was not the only one, with the label 'meta-human', afterall. For 2 years she lived normally, until 18. She joined NAMT, even in her limited state, she would set new records, she'd be test daily for some time, DNA, to make sure she was human. A quirk of the limiting drug, it turns out, was giving false DNA readings. Aged 23, five years later, she is ranked among the most skilled Riggers in NAMT. Her arrival at any scene is celebrated like the entrance of a conquering Emperor, the world around became as electrified with energy as the bolts she used to cast, and the enemies before her heard the most terrifying thing they had ever known as she approached, as the cheers died down, the signature sound of Lairah, of Elesis, of 'Mute'.

They heard nothing.


That is a very well written app... and I am tempted to accept it straight off, though I feel that would be doing a disservice to the people I have been asking to change things.

Currently the character is overpowered. It isn't that any individual part of the powerset is more powerful than anyone else's in the thread. The issue is that there aren't any balancing weaknesses, which there need to be so that they aren't always the most powerful individual in every situation.

What I would recommend is to ditch the bit for Lariah about increased speed, strength, durability, perception. Without those the character becomes something of a 'glass cannon'.

With the Rig I'd suggest ditching either the inceased speed or the heavy armour plating. Personally I'd ditch the heavy armour and say it's comparable to standard body armour - a sniper doesn't need to be armoured like a tank, plus the speed is enough of a defensive measure anyway.

Biography: John was born on July 10, 2000 in NYC. After his parents were killed by meta humans he seeked revenge on meta-humans and at age 24, joined the NAMT to get revenge on the meta-humans. At age 29 he got a Rig called the Tanker and is his main strength is firearms after training with the NAMT.


I am going to accept this, also. Also... you won't be wandering around bumping into Vanguard very often. Most of the time you'll be being called into somewhere they are already in the process of trashing...

Actually, i was considering dropping the general kinetics. It's actually obscenely difficult to have any control over basic physics and not be able to make yourself into a living tank, it turns out, who knew? Keep the lightning, keep the other buffs, sort of, they won't be as strong as with the general kinetics, as i think i can explain how fancy lightning powers might make somebody faster, therefore stronger, and how to handle such increases the brain and neurological system would have to speed up, which could also be explained by fancy lightning powers, and causes the perception increase, which basically means "Processing information faster".

beyond those, it'd just be the Lightning. Which is still very powerful, it's less like a Tesla creation on crack and more like an actual cumulonimbus firing away at you, the latter is far more difficult to handle, though, i do intend on her still kind of phasing in and out of dissociation when its used, due to the whole angsty fear of oneself and trying to repress it thing.

It also technically doesn't increase durability directly, but thanks to my Sci Fi region and one of the Civs i had there, i actually know enough about this sort of power would work in actual physics to make that happen. These options vary between using localized and controlled airbursts caused by the heat of the lightning to just stop things, or, if it's somebodys arm, possibly break/rip it off, and also by super heating the air even more like normal lightning to cause a temporary, again, localized plasma screen. Which won't be thick enough to actually stop a meta-human punching her, but with the airburst would make the hit too weak to finish her off, and the heat would really fuck your hand up.

These of course, i understand, are very iffy sounding. Increased strength is actually p bad without increased durability, unless you lump the two together. I'm trying to use a sciencey way of explaining it instead of "BECAUSE IT DOES, PHIL, IT JUST DOES."

But it's a cool fact, so good luck dodging the dissociated nutcase trying to zap you XD

Okay. Let me see if I can get this straight in my head. You are proposing to:

  • Drop the kinetics
  • Keep the lightning
  • Keep sped up perception (wasn't really worried about that anyway)
  • have controlled air-bursts which deflect stuff and a superheated plasma shield.

Am I missing anything?

I would be fine with it if you removed the controlled air-burst business and kept the plasma shield... mostly because I don't want any perfect attacks/blocks and air-burst deflections are getting pretty close to that.

Yeaah, that airburst could really fuck shit up. Given i'm using basically actual cloud lightning, actually doing that would be able to send tank shells flying, and using a full body one with a couple feet of range could just cock block the hell out of an explosive blast from, say, a cruise missile... both of those are totally awesome, but i can easily see how that's a little TOO awesome XD
Plasma shield would bully anything laser-like, and bullets from anything smaller than and including an anti material rifle would suffer deformation and loss of velocity. Not that a .50 round from a Barret would really notice much anyway :P

About the strength of the person. Having super strength is useless if your bones aren't stronger too, your muscles will simply break or shatter them when you push too far, and your strength will be mostly useless.

As an actual speed? Depends on what the theoretical max speed of any Rig is, since at this point its a specialized 'super Rig' thats foregoing extra armor and dumping all the points into speed and strength. Acceleration would depend too, i'll have to ask a friend how to calculate acceleration G's again.

Depends on what the theoretical max speed of any Rig is, since at this point its a specialized 'super Rig' thats foregoing extra armor and dumping all the points into speed and strength. Acceleration would depend too, i'll have to ask a friend how to calculate acceleration G's again.

Could you please bullet out what powers you would like your char to have? Don't worry about the speculative science for now (it's fun, but it makes it a bit harder for me to pick out the details). At the moment I just want to make sure that your app is in the same 'weight range' as the others so we can press forward!

BTW 1g is about 9.8 metres per second2 (which is the SI unit for acceleration... though if you are writing an app I would suggest switching that to something more approachable for a lay person like giving a 0-60 time). The formulae for acceleration I find most useful are:

It's literally a shield, and the way plasma shields actually work, they dont set things on fire. Actual real life plasma shielding was tested in 2014. If she charges infront of a platoon of Marines even while their tanks are getting repaired its not the shield that stops her from dying, it's the evasion. Especially considering Marines are very good shots and if you hit roughly the same area several times in a row it wont have a chance to recover and you'll go right through :P

So unless all these freedom fighters/NAMT super soldiers are terrible shots, the shield only works in conjunction with the evasion.

I googled it, the fastest a human being has ever accelerated under their own power was 12.2 meters per second. Got damn Usian Bolt. Considering she's a peak human with a speed enhanced suit, and Usain Bolt's increasingly apparent superiority over us peasants, she'd probably be clocking around 2G+

Well shit, learn something new every day. I also know the theorhetical max speed the human body could make itself move is around ~45-50 mph, so if we say Elesis can go at least a little higher than that (say, a convenient 60 for easy math!), let's assume 20 Meters per Second acceleration cause it's easy. That's 0-44 mph in 1 second. Which means around ~1.33 seconds 0-60. which is just slightly faster than the world's quickest accelerating electric car, which is 1.5 second 0-60. This is assuming a peak human with a speed boosted Rig can't even double Usain Bolt, which, honestly, it probably could do more than that just based purely on logic, but the Glorious OP may have some words about that logic so i'll stop here for your comment :P
Of course, she could go waaaaay faster if using her powers, but we'll not use her powers while in Rig without OP permission, because frankly that'd be horrifyingly strong and there's no need for that anytime soon.
I dunno how to bullet points so i'll do this

- Lightning
- Plasma shield, mostly only useful against noobs, low-mag-volume pistols, and while moving ver fast.
- Increased physical attributes across the board, even while using her medication to limit her (this just means relatively minor increases, leaving her at about peak human level, as opposed to off the meds which is notably beyond :P)

Is that really it? just those 3 i got? Well shit. For Elesis, it's

-Extremely high mobility and power, average armor
-I'm thinking maybe two swords, if two prototype energy swords is cool. She won't always use both, if she does it means you're p lit/10
-Also snipar rifle, and those little like .22/9mm barrels in the wrist and shoulders that have maybe 60 rounds between them, and there's 6 of them, and you can't easily switch the rounds from one to the others XD

Abilities


Powers: She is capable of harvesting the souls of those who have died and manifesting them in physical (usually monstrous) form. Meta-human souls usually have a weaker variation on the powers they had in life, and are far better. She can also talk to spirits, and if she has no active spirits out in the physical world she can enter the spirit world, becoming a spirit herself. In spirit form she is intangible, can "fly", and is selectively invisible. She can be sensed by people with super sight, thermal imaging (a cold spot signifies where she is), and if she passes by someone the temperature around her drops several degrees. She currently has 5 regular souls and 4 meta human souls at her command. See below the application for the types of spirits she has access to.

Limitations:
[*]She is only capable of wielding the souls of those who died near her, or whose body she was able to get to within five minutes of their death, before their soul left the physical realm
[*]She can only manifest 2 to 3 unique souls at a time (depending on , or else risks all of her collected souls escaping.
[*]She can only enter the spirit world when she is not manifesting spirits in the physical world
[*]Her lantern serves as a focus for her powers, and she cannot find her way into the spirit world without it
[*]When her spirits are killed they take 24 hours to reform

Skills: She is able to speak English, Cantonese, Mandarin, Korean, and (Canadian) French. She is also fairly fit, from being a "hero", but nothing too exceptional.

Weaknesses: She is about as good with traditional weaponry as your average citizen (pretty horrible). She is also just as vulnerable as a normal person to damage.

Equipment: She has her lantern, which can dissipate into mist when she does not need it. It is impossible to destroy, and can be used in close-quarters fighting, but she is, as mentioned, not very good at fighting for herself.

Concept: I see her powers as being something that are best when used in battles of attrition, able to defeat enemies by wearing them down with a continual stream of souls until she is able to defeat them or she runs out of souls and has to flee. She is also an asset in battles in groups, as she can send her souls to help add sheer numbers to her team's force. On the other hand, she is vulnerable to quick and powerful attacks that could take her out in one well-placed shot, not allowing her the chance to throw her minions at them. Additionally, close quarters battles are difficult for her as if an opponent can manage to get close to her she has far less of a chance at escape. And while initially weaker, over time she can grow in power as she gains more souls.



Bios


Personality: She is generally agreeable and is not one to take the spotlight for herself, more concerned with self-preservation and gaining power by collecting more souls.

Biography:

Regular

Your regular, average spirit. Nothing too special. They are fairly strong and fast, and can easily overpower a non-meta human. However, against most metas they are clearly outmatched. More grunts than anything, her first line of defence when facing normal forces. Roughly 2 metres tall with some variation in fur colour and height. Most are bipedal and all have skulls for faces, with a few different animal skulls in that place.

Meta Human Soul #1 - Telly

A former Warlord of Namibia, an ally of the Vanguard in the area. She was killed by Ravager (a Rigger), and Keeper of Souls was there to gather her essence. She formerly was a telekinetic capable of lifting dozens of cars and even small buildings with ease and hurtling them at devastating speeds. As a spirit she is able to lift as many small particles as she can (think dust, grains of sand, etc.) within 30 metres of herself and use them, and has aereokinesis within 10 metres of herself. She has claws and is twice the size of a house cat, and about as durable. Up close she is easily beatable to someone armoured or a physical meta human.

Meta Human Soul #2 - Glow

This was a hero working with Sanctuary, he had the power to teleport anywhere in the universe, as long as the person he was looking for was there. As a spirit, he can create a glowing line that leads to any one or thing that his master is looking for. He is able to run quickly along this line, roughly 80kmh. When running along the line it can become intangible, and can allow anything it is touching to be intangible as well. When not tracking it can emit its glow to blind enemies. About as tough and strong as it seems, twice the size of a tiger.

Meta Human Soul #3 - Splash

This was a true villain, a menace of the greatest variety, who allied with no teams or organisations. She was the great Tsunami, capable of summoning a series of her namesake at almost any scale, as long as she had the water to use. She could also create massive typhoons, monsoons, and whirlpools. Seemingly unbeatable, even after submerging almost the entirety of New Zealand and countless other islands, she was eventually killed by a stray car propelled by one of her waves while attacking Melbourne, where Keeper of Souls was at the time. As a spirit she is capable of causing storms to roll in, though she cannot control them and they never howl and rain with enough intensity to damage more than the cheapest of buildings. She also has the ability to create tidal waves, strong but not large. Aside from that she has general purpose hydrokinesis. She is able to breath underwater and swim at quick speeds as well. A major threat near bodies of water. She is very weak and soft up close, and one good shot can do her in.

Meta Human Soul #4 - Cheat

The only meta human Keeper of Souls actually defeated herself, Chronicler was a Sanctuary agent who tried to engage her after falsely identifying her as a Vanguard agent. He had the power to copy powers at will, and was weak against her as her powers rely on a steady accumulation of power. As a spirit he is capable of replicating an attack as many times it is used against him (1 fireball hits him, he can launch 1 fireball). He can store these up and use them when he wants. His rebounds, no matter what power, manifest in a greenish light. He also has basic levitation, able to hover slightly above the ground. He is taller than most humans and made of thick black bones, condensed into the shape of a human, with a cloak of malleable bone floating behind him.

  • Water Constructs: Manipulating liquid water into semi-stable forms
  • Glaciate: Rapidly freezing Liquid water into ice
  • Sublimate: Rapidly turning water into a gaseous form
  • Aquamotion: Using water to rapidly transport himself in various ways(Creating a jetstream to travel through water, Using tendrils to climb and swing his way through the city, and riding spouts of water to move rapidly and when he has enough of it to simulate flying for short distances)

Limitations:
  • Resource Reliant: His powers only work when there is water nearby that he is aware of.
  • Limited Range: He can only reliably finely manipulate water within 30 meters. But he has been occasionally caused floods/spouts of water moving at high pressure from farther away.
  • Strain: Using his abilities is like flexing a muscle. If he uses it too much, especially after not using it for a while, then he can 'pull' it and his powers will fail all at once and will remain inactive until he gets some rest.
  • Split Attention: He can only focus on so many things at once. If he loses focus it can cause the construct to lose cohesion.

Skills: Hugo is a very adept fighter but has not had any formal training. He's very adept with tech and maintains his own equipment. He's also inexplicably good with children after years of helping young meta-humans escape the government.

Weaknesses: Hugo has a complex about powers killing people and does everything he can to avoid hurting people with his powers. He subconsciously avoids using his powers to their full potential. Also, Hugo prefers to engage indirectly, and panics when opponents get up close and personal, which can cause his constructs to lose cohesion.

Equipment: His 'supersuit' has numerous miniaturized water tanks attached to it that allows him to transport a moderate amount of water in use in operations. Attached to the suit is also (of course) a utility belt with a set of climbing gear and an icepick for use as a climbing aid and a blunt weapon.

Concept: Imagine sort of Spiderman-esque, but change all the proportional powers of a spider with various applications of manipulating water. Instead of webbing someone to a wall, he blasts them with water to partially incases them in ice.

He enjoys telling jokes and playing pranks, though never to the point of being hurtful. He’s also empathetic and sees himself very much so as the ‘friendly neighborhood illegal renegade metahuman.’

Biography: Hugo grew up in the height of the Metahuman revolution, in Brooklyn. He looked up to the heroes that had begun to appear to protect the streets of New York City just like in the comic books his dad used to read to him. So, his excitement was overwhelming when he discovered that he too had developed powers. It wasn’t long before he was out on the streets fighting crime and trying to stop supervillains, to varying degrees of success, under his younger guise as Hydroman. After a particularly violent engagement with another meta-human ended in the death of another young metahuman he resolved to make sure no one else would die under his watch. Hugo committed himself to trying to organize the slowly growing community of Youth Metahumans in NYC. He began forming the young superheroes into teams to ensure the young metahumans always had someone watching there back when they were out on patrol.

After Resolution 643 he went underground literally and led many of the younger metahumans with him. The sewers were a uniquely advantageous environment for him to use his power and were able to evade authorities while smuggling metahumans out of the city through the underground. Thankfully the chaos of those years allowed him to mostly maintain his secret identity. Allowing him to get into the sewers suit up, help supers, get back to the sewers, and put his civvies back on, and be back home for supper. He also changed up his super suit and changed his name to Triton to distance the persona running amok in NYC sewers, from the boy hero that used to run amok in Brooklyn.

A few years after 643 Sanctuary contacted him, and after a few months helped them develop their underground network. He became more and more active with the organization and eventually realized his ‘informal association’ had become actual membership when he was actively taking orders from the Sanctuary chapter leader.

Concept: Imagine Killer Croc but not as scaly and not as big. I basically envision him playing a role as some sort of 'semi-brute'.


Bios


Personality: 27 has a very quiet personality, often only communicating through grunts, even though he is able to speak English. He displays a great hatred towards humans and humanity in general, hence why he joined the Vanguard.

Biography: Subject 27, or as he was previously known, Leon Middleton, became a guinea pig to an experiment with the goal of increasing human tolerance to cold temperatures through the introduction of wolverine genes. Leon was selected as their first test subject. The project failed and Leon was transformed into a wolverine-like beast, stripped off his real name and was locked away in a cage. One day, he managed to escape and fled into the wild.

He wasn't given a proper welcome as he returned to human civilisation, he was treated as an abomination. Being chased by the authorities, he was yet again forced to flee into the wilderness. Eventually, he was reached by the news that Resolution 643 had been enacted. His hatred towards humanity grew even bigger. Through these news, he hear of Vanguard, a network made up of people like him, outcasts of society. In time he found himself among the ranks of Vanguard, becoming a member.

Alright... two questions. First, what happens if a spirit is destroyed? Does it reappear again a few minutes later or is it off to another plane never to be seen again?

Also, does anyone in the thread have any issues with the way spirits are portrayed in this? I don't, but it does start laying down a degree of lore which might not work for everyone.

Eventually, he was reached by the news that Resolution 643 had been enacted. His hatred towards humanity grew even bigger. Through these news, he hear of Vanguard, a network made up of people like him, outcasts of society. In time he found himself among the ranks of Vanguard, becoming a member.

Could you please give me a rough idea of how strong and how durable you want him to be. He's accepted at any rate, though if things are ludicrous I might ask you to tone it down a little.

BTW if anyone has anything else they want to add to the IC planning, then do it now! I'll time skip us forward to the mission in about 12 hours or so unless someone wants a couple more planning posts.
