As in the rules, killing or anything else that would put character out of the game, has to be arranged with the person playing said character. I expect everyone understands that such things are likely to happen.

You have power to conduct investigations as per Soviet law. You might call players in for questioning if you have a pretext, but arrange any imprisonment that would remove them for prolonged time beforehand.

1. As explained in the Rules, characters have to be fictional.
2. Write name and position and that's it.
3. Yes. Timeline is the same, only all living Soviet characters have different names.

Armament is at this point in history mostly old and inherited from Imperial system. OGPU has less weaponry then the army, and most of their officers usually sport a Nagant revolver as prefered sidearm.

After a decade in exile traveling europe and supporting global revolution he returned home to Moscow for the February revolution of 1917. He would work as an administrator and newspaper editor for the Bolsheviks, drafting revolutionary decrees, a constant figure at the side of Lenin and a proponent of ‘Peace without annexation’ to end the Great War. He would become the leader of the Moscow City Committee and leader of the right wing of the growing Bolshevik party, in 1917 with Lenin’s support he would be elected to the Central Committee.

As Lenin negotiated the treaty of Brest-Litovsk, Antonin Ikovle Yurievich supported the treaty against the protest of many in the country. He felt that Russia had to recover from the war before it could pursue global revolution, economic recovery and societal change would only be made more difficult through a war with germany.

During the civil war with the White’s Yurievich would author and implement the ‘War Communism’ economic policy and oversaw logistics for the fledgling Red Army. While not a soldier he was a expert administrator and proved adept at logistics. In 1920 he would become Chair for the newly formed Vesenkha which set and oversaw economic policy, eventually developing the ‘New Economic Policy’ in the wake of the failure of communist revolutions in central and eastern european states.

It's a good start. He seems like most brutal characteristics of Trotsky and Stalin mixed together.

It still nees few details about his political biography up to 1924.

Problem with plans that isn't alleviated with your additions is:

1. Most of European revolutions were defeated. Involvement in any kind of "spreading communism" would alienate moderates who'd turn against him. It was one of the arguments used to sideline Trotsky in 1924 IRL.

2. Officially, Communist Party doesn't admit existence of rivals.

4. Plan would have to be elaborated. It would still go against the grain of many moderates for fear of losing rural support.

3. and 5. are alright but things above would make him unpopular.

What would you do with the prisoners? Seems like too much work, alternatively, they could just be sent to Siberia.

Bio: Born in the 1878 somewhere near Tes in Mongolia in a family of relatively affluent nomad ranchers and merchants. In the first half of the century his family faced repression and racial discrimination, which made them move around often, traveling from town to town. Young Bulgan, decided to step into his father's saddle and made his living selling and smuggling goods across Asian steppes, learning smatterings of languages and customs from people he dealt with. He often had trouble with law, getting arrested in 1900 and 1904, both times escaping custody. In 1914 he was drafted into the I Turkestan Army Corps fighting. He and another group deserted soon afterwards and in 1915. Bulgan joined group of Buryat people who fought for independence. In 1917. he rose through the ranks of the army of State of Buryat-Mongolia which engaged Chinese forces. There he became famous for his take-no-prisoners approach. After Baron Ungern established his Lamaist theocracy in Mongolia Bulgan joined Bolsheviks and after couple of victories against Japanese backed Ungern's troops in Baikal area, he became hailed by locals as "Sabre of the Baikals". In 1920 he became People's Commissar for Nationalities, working to establish consensus between Azerbaijanis and Armenians in Trancaucasia and working towards establishment on greater Mongol state in the USSR. In 1922 he was elected to Politburo, driven by Bolsheviks need for a powerful ally in the region. Although he cooperated with the Leftists he started to turn their back on them in favor of more conservative policies that guaranteed survival of traditional ways of life in Buryat.
