As a whole, the tribes did not fight in the war, as they decided not to take any sides, but they did not stop their usual raiding campaigns during the war, so yes, they essentially fought everyone regardless of allegiance.

The intrusion on the plains probably was due to local nobles from Velikiya rather than Velikiya itself, but it would be possible.
As for the losses, it's a bit tough to estimate them. Now, Yazgirians are organized in tribes, tribes are organized in banners, and banners are then organized in Arrows, of which there are eight such groups.
It's very possible and likely for the Yazgirians to have suffered massive losses and for tribes or even banners to have been disbanded due to it, but the Eight Arrows themselves should still exist, and presumably the Yazgirians as a whole have recovered from those losses until the present.

Could you go in a bit more detail over the banners, and the Arrows?

Fascinating. So what I plan to do is that my character's tribe saw itself nearly destroyed during the war and it dissipated with many of them going on to different tribes or becoming Free People. The Arrows remains intact but I want to basically make it that several tribes simply lost too many people to continue being real tribes. Its part of my character's vibe that he is bitter and saddened over this since his tribe was a family and it was all lost in the blink of an eye, his is essentially a story about letting the past go.
