As it stands, Sari has more "power", but storm would be a far more powerful villain, in my opinion. As a hero she has to keep herself limited so she doesn't hurt her team or civilians, but as a villain she could go all out. Imagine a constant barrage of thunderstorms, typhoons, tornadoes, and blizzards. She could devastate a country the size of Switzerland in days.
But she is a hero, so she has to weaken herself. Which is nice, I guess.

You know that a country the size of Switzerland would probably not only have metas who'd be pissed about someone ripping their homes apart, but also a sizeable military force probably also equipped with special anti-meta equipment to shoot Heather down permanently.
