Woah, that's a huge Naval build up way to quickly. Granted, I do acknowledge Germany will have the capabilities to field a Navy, and are building it. That's a lot though from barely anything to a massive Navy in what, 6 years? There might be an argument to be made, but that's a little big a little fast. The Subs are more understandable.

Germany took some shit from Britain in the treaty of Dover, including using 25% of said naval dockyards in support of the German kriegsmarine. So hope that makes it a bit more believable.

-Following the end of the Second Great War, at least as far as Italy was concerned, it went about correcting some things. As the war dragged on, the Italian military grew annoyed at the equipment it possessed. This lead to the acquirement of German Technology to help boost Italian tech, which it needed to reorganize. By the end of the war, Italian Industry had grown a good deal. The automobile industry now capable of producing more cars for Italians, at affordable prices. More access to resources helped that too, among other things. Reorganized to help a more peaceful time, along with a more loosened economy in the sense the government took a step back from it's regulations of the Economy. Along with this came a reorganization of the Military. This started during the war, in the middle phase, and escalated into a Military wide reorganization. This was focused on instituting a merit based Leadership in the military, which was not there beforehand.

Also benefiting the end of the war came a population boom, and a revitalization of the Italian Economy after it's victory. More able to sell it's products, it's Industry benefited. This lead to many things. First, a drop in unemployment. It also lead to a renewed Italian Pride to an extent haven't seen in many years. The war was relatively quick, boosted Italian Industry, and gave Italy it's bearing once more. This also lead to an even strong Italian Navy, and Italian programs encouraging Colonizing Italians to go to Africa. Here, large Italian Families would become common place. Industries, land, and the such were given to the Italian people. However, the Natives were not totally without benefit. They needed work to build things such as railroads, improve infrastructure, and a sort of "modernization." This modernization followed with the immense pressure began being put on Natives to "Act Italian." Those who did, tended to be more well accepted. This also followed a sort of "Genetic Imperialism" where Italian men would take Native wives. This lead to the sort of mixing of the higher classes that existed before the Italians came. Thus, helping give rise to a "mix" variant of people in all Italian colonies.

Before the war, Italians made up 12% of the population in Libya. Now it's 16%. This gives credit to the new policies, and the increasing number of Colonials. With bigger families, and more money flowing, this has lead to a more lively colonial scene. As mentioned before, development of the colonies put a lot of Native Africans to work. It was also accompanied with the establishment of a local "School System" which was there to teach loyalty to the new government among other things, and all the "Benefits" of the Empire. And to be fair, this was not compleatly a lie. Things such as better infrastructure, medicine, fair(for the most part) law enforcement among other things. Things got better if you married into an Italian family, which was becoming common for Arab women. For "Upper-class" Eritreans, Ethiopians, and Somalians, it was a sure fire way to keep your influence in society. Not to mention you got benefits for bigger families.

On the home continent, even though under the Italian banner, the conquered European peoples were given "Full Citizenship" and made Italian citizens. This being said, following with the rebuilding of these areas under Italian guide, new infrastructure was built. It was almost Stalinist in style at times when it came to rebuilding efforts, but this was deemed to most effective way to rebuild the European parts of their country. It also came with the italinization of the areas, with schools, business, and Italian workers among other things. However, like Italian citizens, they were encouraged to move to Africa for the colonial project.
