If you joined as Qing, and disagree with Germany you can always break away from them. The Qing Empire has a lot more power than Germany or Japan would like to admit.

The most attractive aspect of the American Union State is their professed intention to maintain an isolationist foreign policy: Promising to stay out of Pacific is exactly what Japan would want.

A better question is how will Japan help the AUS? I imagine resources and industrial assistance would be what they need, but Japan is almost as starved for these things themselves.
