Let's do it again!

Hello and welcome[back] to another installment of my Superhero RPs that I am too lazy to come up with original names for. The original Are we Heroes was one of my more successful RPs, while the subsequent reboots left much to be desired. Coming back for round four-ish, I'm going to divert from the idea of a malicious organization hunting individuals with superpowers to more of a team-based dynamic. You can either A) create your own team of superheroes/villains, B) Ask to join an established team, or C) Freelance. In this version, CADMUS will be replaced by Argus, a United Nations task force that registers those with superhuman abilities. They are the ones that sanction "Superhuman activities"; they serve as the legal authority to teams of Heroes. Recently, they have been pushing for new international laws that would require all superhumans serving as vigilantes to be completely under Argus control. When a villainous superhuman is captured, they are imprisoned in a top-secret Argus Facility. When Heroes go rogue, or break too many rules, they can expect Argus to be close behind.

Most police departments and national militaries appreciate and will work with superhumans, but some still disapprove of their rather vigilante nature. They will often contact the nearest Superhuman team if they find themselves pitted against an adversary with powers or supervillainous tendencies. I will have A global map updated frequently with threats for teams to engage. Your only goal as a hero is to keep the world in one (livable) piece. Villains: you do your darndest to win, be it world domination, revenge, etc.

Rules
  1. My word is final in deciding all matters
  2. Some characters may be more powerful than yours, play accordingly, no Metagaming or godmodding
  3. Don't kill other player's characters without a justifiable reason and means
  4. Refrain from overpowered characters; more powerful characters should have more weaknesses
  5. Be respectful

Name: The Regents
Hero or Villain: Hero
Headquarters: Chicago, but possess mobile bases as well, namely the Torus
Team Bio/History: When Cypher's powers first manifested, his powers allowed him to predict a terrorist attack. Young, and inexperienced with being a superhuman, Cypher sought out others with powers. Wrath was the first one to sign up, followed quickly by Peregrine and Niter. Animus and Wahyu joined later. They were successful in stopping the attack, which earned them several accommodations from the international community. They chose to remain largely separate from Argus, and were funded in the beginning by money Cypher won from casinos. Realizing the need for a more steady stream of funding, Cypher built a tech company from the ground up under the false identity of Spencer Hartley. Daedalus Technologies quickly grew to be one of the most advanced tech companies in the world. The Regents operate out of DT's headquarters in Chicago but can deploy globally with the use of the Torus.

The Regents were one of the first officially sanctioned Superhero teams, and are widely respected, although Argus doesn't like Cypher's secrecy. With the push for more legislation "restricting superhuman's rights", Cypher is currently speaking before the United Nations Security Council.

Name: Viktor Isaac Kovačić
Appearance:
Image

Image

Age: 1999
Gender: male
Team: none yet
Home Country: Croatia/ but has lived in the US most of his life
Personality: Viktor is fun person - loves to enjoy the crap out of what ever he does. The most brutal and gloomy of situations are not exempt from a smile or dry witted humor. What is more, Viktor loves the thrill of danger, to hang eerily on the edge of death and to not fall gives him a high few could ever replicate with narcotics. What is most important about Viktor's character though is his ambition. He's only 18, but he feels quite certain that he is going to rule the world one day - and he's going to love every second of getting there.

Bio: Viktor I. Kovačić was born middle class in Rural Croatia. He would not stay long though, less than a year, before his grandparents ( he had been given to his grandparents as his parents did not believe they could properly take care of him ) moved to Chicago in the United States. His grandfather, Jakob Kovačić, had been a aeronautic engineer in the employ of Boeing while in Croatia. The offer for a department and working staff of his own if he were to come the United States was an offer he did not want to pass up.

Viktor would live with his grandparents in an upper middle class suburb on the north side of Chicago. He would attend the Woodland Academy of the Sacred Heart ( the most prestigious Catholic School in the Chicago area ), he would frequently participate in the community theater, and he would quite often participate in charitable events through his local church. Young Viktor, charitable, extroverted, athletic, and academically inclined, was a model and upstart boy as far as his grandparents and community were concerned. In private however, Viktor was an absolute scoundrel.

With the coming of his teenage years, Viktor suddenly began getting an itch to cause mischief. At school he would arrange for elaborate pranks which always wound up humiliating a teacher or turning everyone's gym cloths tie dye ( accidents of course ). At plays, he would draw lewd scenes upon the background scenery right before a performance, or accidentally lift the curtains a bit early on hilariously unprepared ( and sometimes, under dressed ) actors. At Church, he would occasionally switch some pages of the priest's bible out with some more... entertaining works. All good and wholesome deviance mind you, Viktor only began a more criminal career at around 17 when he dissolved cocaine into his prom's punch bowl, or when he used his Grandfather's computer equipment to hack the school's student database to edit his profile freely.

Viktor's games soon turned deadly when Viktor was caught one night, close to the end of his senior year, by a beat cop with a 4,000 dollars on his person. He had one the money from a gambling den he was returning home from ( having cheated of course ). An 18 year old with so much money an no explanation was enough for the officer to slap the cuffs onto Viktor's wrists. Suddenly, all his games became very real to him. When questioned, the police would surely find out about the gambling den, and when that information was revealed who knows what else they might find out about Viktor's private activities? This truly meant an end to the lie Viktor had built around himself. Or it would have, had not Viktor's powers chosen to activate at this most essential moment. In his worry, Viktor hadn't even noticed that his cuffs had completely disintegrated. When the officer attempted to push Viktor into the back of the cruiser, both men were surprised to find that not only had the cuffs around his wrists were gone, but that they had been replaced with a kind of light bending whit aura. Both men stared perplexed at his hands for a while, the grand oddity of the matter stupefying both men.

Finally, the two men looked up at each other. The officer took his hand up to the radio on his shoulder and uttered the words which would seal his fate, " Station, this is Pvt. Rodrick, We've gotta - " The officer would not even finish his thought though, before Viktor through his hands onto the officer - cloths, radio, and badge all disintegrating. The sudden attack and the strangeness of whole affair through the officer for a loop, just enough to allow Viktor the upper hand. He would attempt to pull his pistol from it's holster, only to find that the pistol, and as well as half the holster, was completely gone. In the officers panic he frantically squirmed until Viktor was thrown from the top of his body. He ran away from Viktor and his cruiser, intent on fleeing away from this super powered menace. His escape was stopped dead though when a rock hit squarely on the nape of his neck. He fell with a single grand flop.

Viktor took up the rock, determined not to leave witnesses, and ended the officer once and for all. It would take all night, but Viktor would bury the body were no one would find it, and, using his new found ability, disintegrated the officer's car.

Viktor has since graduated from High school and now lives on his own in Urban Chicago taking classes at CSU to become a paralegal - or so his grandparents and friends think. Viktor is hasn't attended a single class at CSU ( not that his record would show that of course ). With a mask and his new found power, Viktor finds adventure and excitement like he has never experienced before in his life. Robbing jewelry stores, terrorizing thugs, stealing from the cities biggest and baddest. Viktor is loving his new life - and he has no intention of slowing down for anyone.

Powers: A destructive force field which he can projected up to 15 feet away from his body in any form he likes, but no taller than 8 feet, and now wider than 20 feet. Adversely, he can also encase himself inside of the force field. The force field destroys any inorganic material it touches.

Weaknesses: A fist, or any other organic material for that matter, would go through his force field as though nothing were there at all. In addition to that, while he uses the force field the ground and air around him begin to freeze. The force field sucks up all heat in the local area. If Viktor were to hold his field for more than a minute, he would freeze to death.

Equipment: Nothing of note, aside from the mask

Name: Cypher
Appearance:
Image
The Image isn't perfect, but It gives you a pretty good idea. Its supposed to look more like a polished black mask rather than a helmet; it coveres his face, but his ears and hair (cut short, light brown) is visible. His mission attire usually consists of black body armor and a long leather coat. Cypher stands at about 6' 0"

Age: 34
Gender: Male
Team: The Regents (Leader)
Home Country: USA (As far as the public knows)
Personality: Reserved and calm, Cypher seems rather stoic, but will sometimes let some warmer emotions poke through. He is extremely prudent, almost to the point of being terrifying to his enemies. Underestimating Cypher is one of the quickest ways to die.

Bio: Cypher was born somewhere in the American Southeast, but probably somewhere around Virginia as indicated by his more mild accent. More could be known about his past, but Cypher has made it a point to completely erase his birth identity from all public records. His "true" identity is known only to his parents (if they are alive) and to other members of the Regents. Cypher says that who he is as Cypher is the only identity that matters to the world, so he cut his "true" one from existence.

His powers first manifested when he was 22. He was a college dropout that had gotten involved in drugs, but when he tried an illegal stimulant, it apparently jump-started his hyperintelligence (don't do drugs, kids). His brain connected and amalgamated seemingly unconnected scraps of information Cypher had heard in passing until he mentally saw how they were all connected in a way that would rival the most paranoid conspiracy theorist's wall. He knew that a massive terrorist attack was imminent. He tried to communicate the threat to homeland security, but they didn't trust the word of an un-sanctioned superhuman, so they only took a basic look into his claims. Realizing that he would have to do something about it himself, he looked for other superhumans, finding Wrath, Peregrine, and Niter. They were inexperienced (and extremely volatile and destructive in the case of Wrath), but with Cypher's leadership, they stopped the attack. The were accommodated for their heroic action and officially sanctioned as the Regents.

Cypher has continued to lead the group with a near-perfect record with one of the lowest innocent lives lost of any other Team. He funds the team with his own private fortune, or more correctly, the fortune of a false identity: Spencer Hartley. The CEO of Deadalus Technologies doesn't really exist, but Cypher has gone to great lengths to make him appear as normal as possible for a multi-billionaire. He even created an android to fill the day-to-day role.

Currently, Cypher is speaking before the UN to argue against the introduction of new superhuman legislation.

Powers:
  • Hyper intelligence- Cypher is by far the most intelligent human being on earth with his mental capabilities rivaling that of most supercomputers. Cypher can understand the world as a series of mathematical equations that allow him similar abilities to that of those with hyperkinetic and foresight powers. Sometimes Cypher is even more effective because he can calculate nearly all foreseeable outcomes of the butterfly effect, and modify a situation to fit his needs.
  • Heightened Senses

Weaknesses:
  • Powers can only be active for a few hours before his brain begins to hemorrhage due to the strain of his abilities. When his powers aren't active he is still smart but loses the hyperkinetic and prediction powers.
  • Even though he can see how situations could play out doesn't mean that he can physically bring them to fruition. He is still bound by an albeit physically fit human body.

Equipment:
  • Two 9mm pistols with special rounds designed to ricochet more than normal.
  • 6 bladed throwing disks
  • 6 explosive throwing disks
  • ka bar knife
Theme Music: Wicked Games
Additional Info: His irises are a bright amber/orange color and glow when his powers are active.

Well, since as of tomorrow my schedule empties itself, tagging.

Also nice to see that the god-knows-how-many powers I've had to think of for the Worm RP are getting used elsewhere, eh Christo?

Name: Samuel "Sam" Conners. Aka Wrath
Appearance:
Image

Age: 36
Gender: Male
Team: The Regents
Home Country: USA
Personality: Wrath is, unsurprisingly, easily angered. He has a short fuse and can erupt into physical violence with little provocation. His extreme emotions are caused by his powers and have caused him to be in more fights than most people will see in their lifetime. The UN sees him as a dangerous and explosive (literally) loose cannon, but Cypher gave him a chance and several subsequent second chances. Wrath deeply respects Cypher and thinks of the Regents as family. Sam has a deeply protective nature, especially for children; a character trait that is juxtaposed by his explosive anger.

Bio: Sam Conners was normal for the first part of his life, his powers coming from experimentation later on. He did have some previous anger management issues, but they were largely containable. A patriot at heart, Sam joined the Marine Corps shortly after graduating high school. He served for five years before being honorably discharged. He suffered a bullet wound to his shoulder that gave him some trouble, but other than that, he came back unscathed.

A year or two after he came back from the Marines, he was contacted by a Gencore lab located in Brasile that was testing a new cellular regeneration treatment and wanted subjects with military experience that had a wide assortment of injuries, hoping to apply it help injured soldiers. Finding himself a bit short on cash, and having some trouble readjusting to civilian life, he took the offer. Dr. Henry Gordon, a promising young researcher, had developed a controllable mutagen that could be distilled and used in the crystalline form. The mutagen could be "programmed" by altering its crystal structure, with the goal of varying it to cause it to trigger specific cell growth. Wrath was one of their early, and their last, subject. Having several earlier attempts that resulted in no changed in the subject. Pressured by his superiors, Dr. Gordon made some drastic alterations to "Strain-33" of the morphite mutagen.

Wrath had an extreme reaction to the morphite, and his body exploded with energy. With extensive damage to the lab, Gencore shut the project down and cut Dr. Gordon loose. Argus investigated the explosion and registered Wrath on the superhuman registry. They continued to monitor him, and arrested him more than once for putting people in the hospital. Then Cypher asked him for help. After much convencing and several years of working together, Wrath trusts Cypher with his life.

Powers:
  • Enhanced Strength- Wrath's base strength is about five times that of a normal human
  • Rage incarnate- As Wrath becomes angered, red energy begins to swirl around his body. The amount and intensity of this radiation are proportional to his anger. He can even be measured with a Geiger counter, though no lingering radioactivity remains from his powers, so you don't have to worry about developing cancer just by hanging around him. Wrath can channel this radiation to different regions of his body, namely his fists, which can make his blows much stronger. If he becomes angry enough, Wrath can discharge his anger in an explosive blast of radiation(the radiation fades to null shortly after the explosions). Cypher fears that his upper limits may be comparable to a nuke.
  • Rad-Proof-Wrath's cells seem completely immune to the dangerous effects of radiation (lasers and burns are still dangerous, though). He can even absorb and neutralize some ambient radiation, although it's not very effective, and doesn't help him in any real way.
  • Red Bones- A side effect of the mutagen compound that gave Sam his powers, was the build-up of the compound around his skeletal system. His bones have turned a distinct blood-red color. Fortunately, it has also increased in some increased durability, allowing Wrath to punch harder than normal calcium only bones could allow. His Knuckles are also especially toughened and protrude slightly as his powers amp up. In fact, his entire skeleton undergoes minute physical changes and re-arrangement as his powers build. When he becomes really mad, small boney spikes and bones will push through his skin, particularly his upper arms and head. His knuckles will also grow to about 2-3 inches long, and appear to be blunt red spikes.

Weaknesses:
Wrath isn't bulletproof, or indestructible. He can be injured and rendered unconscious my most conventional means. His powers can also cause extreme collateral damage if he doesn't control himself.

Equipment: Nothing out of the ordinary, just jeans, t-shirt, and a jacket.
Theme Music: Leviathan

Name: Clayton Parks, Aka Animus
Appearance:
Image

Age: 49 (biological age is closer to 30)
Gender: Male
Team: The Regents
Home Country: USA
Personality: While he has a light side and often jokes with his team, Animus has a laser focus on the job. He has nerves of steel, not flinching for being shot or stabbed; he can push through the pain. His military training is evident; he keeps himself neat, likes things to be in order and well maintained. Clayton prefers to incapacitate, but he doesn't hesitate to kill, even though it haunts him in his dreams.

Bio: Redacted. That word seemed to haunt Parks everywhere he turned. Every government file, every shred of information linking him to his past seems to have been locked up. Cypher has repeatedly offered to find out who he was before Animus, but Clayton has turned him down every time. He feels its something he needs to discover on his own. Parks remembers almost nothing before waking up in a secret Gencore base raided by the Regents six years ago. Thankful for the rescue, he accepted a position on the team after his instinct kicked in and he took down a 12 man Gencore security team on his own. Unarmed. It's pretty obvious that he had some form of military and advanced combat training that has remained innate throughout his time as a test subject. That, or it was subconsciously by Gencore. He only has brief and muddled flashes of his past; not enough to actually remember anything significant/

Without a past, he's decided to make the Regents his future. He is still learning to live with the Animus inside him. It is a semi-autonomous, synthetic lifeform that gives him superhuman abilities.

Powers:
  • Enhanced Phisique- Animus has enhanced speed, strength, and stamina. He can't quite lift a car over his head, but he can certainly flip one over or break someone's neck with a well-placed punch.
  • Animus- The Animus fluid coursing through his body grants Clayton a low-level healing factor. Instead of his cells replicating extremely quickly, the Animus can detect damage to Clayton's body and quickly stop the bleeding. Next, the black fluid will grow a low-density web to "patch the hole". The Web acts like a lattice that will hasten the healing of the wound. Small cuts can heal in minutes, with large and severe wounds taking days to weeks. The Animus can also respond to Clayton's endocrine system, forming a structure similar to kevlar just below his epidermis. This gives his skin a black coloration concentrated around his blood veins. The Animus can also detect and remove foreign objects from the body, like bullets, and neutralize nearly all known toxins and poisons. Transfusions of his blood carry enough Animus to accelerate healing or act as a nearly universal antidote to recipients, but the Animus fluid will self-decay after an hour of being outside of his body.

Weaknesses:
He still takes damage and doesn't heal immediately. He's not super fast, and can't fly or shoot energy from his body/

Equipment: A custom-made Sluggun, one or two combat knives, an assault rifle (usually a Scar-H), and whatever else might be needed for the mission
Theme Music: Arsonist's Lullaby (I thought the Punisher video offered some nice visuals)
Additional Info: He found out his last name was Parks from Cypher downloading the Animus Project. He chose the name Clayton after seein it on the cover of a magazine.

Name: Wayhu
Appearance:
Image
Wayhu's eyes and tattoos glow when he uses his powers, and he stands at 8' tall.

Age: 295
Gender: N/A, but replies to male pronouns.
Team: The Regents
Home Country: N/A, but they picked him up in Hawaii
Personality: Wayhu doesn't say much, but despite what one might assume of someone of his bulk, he is quite intelligent and offers wise advice. Definitely the strong, silent type, it takes a lot to make Wahyu mad. He is quick to forgive and forget, demonstrating humility and generosity seem like second nature to him.

Bio: A few years ago, The Regents were asked to help with emergency evacuations of the Island of Hawai'i. Mauna Kea, a long-dormant volcano, had suddenly started showing signs of an impending eruption. Cypher was suspicious of some of the readings and thought there was something else going on. After investigating, they found Wayhu, captured by a local drug lord. The drug lord had heard old legends about an ancient race of people that could control the forces of nature. Local legends rumored that there was one of these creatures entombed on the Island. Through either fate or blind luck, the kingpin actually managed to find where Wayhu was in stasis.

After a brief skirmish with the gangsters, they turned their attention to the blue man in the cage. When he spoke English, Wrath nearly exploded. Wayhu explained what he was: an extraterrestrial. His race was capable of interacting with planets like Earth in, strange ways to say the least. He then explained that he could calm the volcano if he was set free. Cypher went out on a limb and trusted the alien. True to his word, Wayhu used his powers and calmed the volcano.

He went on to explain that Tuhan was what the Malaysian people called his race when they came to Earth after the near extinction of their race during an interplanetary war. The Malaysians thought they were gods that could control nature. Wayhu explained that they inspired the myths for most of the gods of Oceana. Different families or clans had different abilities. The Wayhu could control storms and natural disasters, specifically air, water, earth. and energy. His parents died several thousand years ago when he was around 200 years old. The last living member of his race, Wayhu took the name of the clan as his own and put himself into a long-term hibernation slumber.

After the shock of finding out there was an alien race living in ancient times, They offered Wayhu a position on the team.

Powers:
  • Nigh-Invulnerability- Wayhu can withstand immense physical punishment without suffering any harm. It takes either magic or means of attack that directly changes the matter of his being to harm him.
  • Superstrength- See Hulk / Thor/ Superman for strength similarities.
  • Darkform blast- Wayhu can collapse matter into a strange blue quasi-energy state. These energy blasts can pack a wallop, and make him dangerous beyond melee range.

Weaknesses:
While he is difficult to beat in direct combat, he can be subdued or restrained. He also can be stopped if civilians are threatened. His energy blasts can only be generated from objects he can hold in his hands (so no cars or stuff). Some magic is specifically designed to weaken and trap creatures like Wayhu.

Equipment: N/A
Theme Music: Light em up x Radioactive
Additional Info: He can trigger natural disasters, but it takes sometimes weeks to bring one to fruition. He can cause minor tremors or landslides during battle, especially around fault lines, and he can manipulate the weather.

Name: Daniel Snider, Aka Peregrine
Appearance:
Image

Age: 29
Gender: Male
Team: Regents
Home Country: Ireland
Personality: Daniel is a bit of a cynic, but is willing to help. He can be overconfident and more sure of his abilities than he should be. He sometimes feels a little underpowered next to some of his colleagues.

Bio: Born in Dublin, Daniel soon discovered his flying abilities after falling off of a ladder. Instead of hitting the ground, he ended up rocketing into the sky. After the adrenaline wore off, he started to worry about trying to land, It was rough, but he managed to come in at a shallow angle to a lake and skim to a stop. Still, he managed to break his arm on impact, and that was all when he was 15. From there he continued to practice his flying.

Wanting a career in the sky, he started taking flying lessons. He was hired by a major airline but soon grew bored with the long flights. That's when Cypher picked him up. Since then, Peregrine has served as the Regents' pilot, and has flown several of their deployment craft. His favorite is by far the Torus.

Powers:
  • Flight- Peregrine can fly at supersonic speeds

Weaknesses:
  • Squishy
  • Can't hover, he has to maintain enough speed to generate lift.

Equipment: Custom flight suit to help with thin oxygen and low temperatures at high altitutdes, and the Torus.
Theme Music: Kill Your Heroes

Name:Rafael Covarrubias, Aka Niter
Appearance:
Image
Image

Age: 25
Gender: Male
Team: The Regents
Home Country: Spain
Personality: Rafael is charasmatic and has a bit of swagger, and despite his powers, can keep cool underfire.

Bio:
Rafael has been on the Superhuman Registry since birth. The doctors were stunned to find three holes on each hand. After some medical examinations, they discovered his extensive mutations. Growing up a known mutant superhuman was not exactly easy for Rafael His early life was full of yearly Argus examinations, and scrutiny from his peers. After his first year of middle school, his parents pulled him out of public school and moved to the United States. Niter started to experiment with his powers and started running with a pretty bad crowd. They used Niter's powers for burglary and theft, a clear violation of Superhuman law. Fortunately, Cypher found him and offered him a better life with a more noble goal. He also pleaded his case for Argus, helping to keep him out of prison.

Powers:
  • Agnikinesis- Niter's body naturally stores hydrogen in an extra set of pulmonary lungs that feed down through his arms to a special trio of pores on his hands. He can expel the hydrogen while mixing it with other organic compounds and ignite it with an electric spark his muscles can generate. This allows Niter to either lob fireballs or produces a torrent of fire nearly at will. He can also control and shape fire into different forms, his favorite being a dragon. The Fire he controls does not have to be of his own generation.
  • A side effect of the hydrogen generation is oxygen generation from the water he uses. This strangely offers him some aquatic affinity with the ability to fill his lungs with oxygen while underwater.

Weaknesses:
His body only has normal human durability, and only has about one pair of lungs-worth of hydrogen fuel on him at any given time unless he's wearing his flame suit.

Equipment: Flame suit made of a self-extinguishing material similar to Gypsum. It has a high-density hydrogen storage tank that feeds out of the two nozzles near the hands.
Theme Music: Burn it down
