As interesting as the premise is, I'm afraid you lost me at real-world only, especially in light of the 'all tech levels' thing (seems a bit pointless when they all have to be from real-world nations, which all but necessitates MT). I'd still recommend putting a rules list and setting description, if only to avoid people apping characters from their NS nations and similar confusion.
