Creation of a Transportation System in Lagos
This bill will create a 41 Kilometer Public Transit Train System in the Lagos State. The Train Will be an elevated track with a total of 28 stops, with the line starting in Ajegunle Neighborhood and the other end at Murtala Muhammed International Airport. This Original line will be the main line going straight directly through the majority of the city. A second line will connect Ajegunle to Downtown Lagos and will cross the Lagos River through an underground tunnel. This project will cost and estimated 2.4 Billion US Dollars, and will be financed out of Lagos States 70 Billion Dollar GDP. The Lagos Elevated Transit System will be financed through both private companies and public tax dollars.
The second phase will be started in 2028 and will add an extension to the second line connecting Festac Town to the Lagos Elevated Center in Ajegunle. It will add a 3rd line to the system that will be mostly underground and connect Ajegunle to Tin Can Island, Tarkawa Bay, and Victoria Beach. Another Added Line will connect Ajegunle to Yaba, and Kosofe.
Phase three will be started in 2032 and will add several lines to Ikeja, Ikotun, Ikegun, Ojodu, Ojokoro, Amuwo Odofin, Lekki and Mushin.
Urban Modernization Program
This bill will expand water and electricity to all major Urban Areas in Nigeria these areas include: Lagos, Ibadan, Iseyin, Oyo, Ogbomosho, Ilorin, Ife, Okene, Benin City, Warri, Onitsha, Port Harcourt, Aba, Uyo, Calabar, Enugu, Nsukka, Gboko, Makurdi, Abuja, Kaduna, Jos, Zaria, Gusau, Sokoto, Kano, Bauchi, Gombe, Biu, and Maiduguri. The program will also begin building inspections to destroy unsafe structures and replace them with modern and stronger structures. This program will take full effect immediatley and shall be completed by 2040. Phase 2 of the plan will start in 2035 and expand water and electricity to the entire country, modernize and repair smaller road systems and state highways (supporting the repaired and modernized national highway system), phase 2 will also expand secure internet to a majority of the country this phase is to be finished by 2050.

The government of Nigeria has deemed it necessary to begin cooperating on a larger scale. We have had trouble cleaning the environment of Nigeria and combating pollution and public desanitation. It would also be beneficial if the US could invest into the Nigerian Economy. Water Terminal and Transportation Upgrades
Lekki Port will receive 100 Freight Cranes, and will have a freight train extension line completed by 2027. Lekki Port will also be given 200 Forklifts and will be given large terminal modifications to help modernize the port and present as a one of the best deep water ports in Africa. Meanwhile, Lagos, Port Harcourt, and Warri will have a Modern Marinas constructed to facilitate the trade of smaller goods to other countries or Lekki Port.
Transportation Security Bureau
In the interest of expanding the tourist industry and the general security of the country as a whole, the Transport Security Bureau will be created and will be screening transportation officials for corruption. In addition they will monitor public transportation to make sure it is safe and secure. They will also begin operating security screenings in airports on a stricter level than airports themselves. They will take terrorism, corruption, and crime as serious threats. They will also be in charge of placing air marshals on planes.
Security and Police Extensions
External Accounting Firms will now be auditing the government, these accounting firms will be from Europe and the US where they can be secure from Nigerian politics and corruption. All branches of the government will also be required to publish expenditures. A whistle blower system will also be enacted so citizens can safely report corruption. All emergency services will be reached via a single national response number now, with local call services available, this will help streamline communication and efficiency into one system. Furthermore state police forces will be established to compliment the national police system. These state forces will be responsible for doing daily patrols and responding to most threats.
National Health Care
The Government will establish NIGER-Care a system to help create universal health care. Signups will begin ASAP and the health care project will go live on January 1, 2026. Meanwhile, all hospitals will be screened to make sure that its doctors and surgeons are trained and educated properly. Foreign Doctors have been hired to train personnel in the use of modern equipment that will be supplied to Central Nigerian Hospitals ASAP. The same hospitals will also receive their own Power Generators. Both public and private hospitals will receive screenings.

Improvement of Education Act
Realizing that in order to better improve the economic and social conditions that plague this great and mighty nation, it is necessary that the laws regarding educational systems are developed properly to guarantee a secure future for our country and children. These policies shall enforce the necessary changes the Ministry of Education and Higher Education have stated multiple times, and passing this into law will ensure that the standards and improvements stated in this bill will be maintained even when changes are made to leadership in the Ministries mentioned. As of such we call on the Arab Republic of Egypt to enact the following:
a) Expansion of the Compulsory Education to include pre-primary/preschool education. Preschool education will encourage and foster curiosity among children and will help improve overall national literacy as well. In communication with the Minister of Education, we demand that should the bill and this section be passed, that preschool institutions be implemented in all cities and settlements in the Arab Republic of Egypt. No matter the type of classification of preschool, all preschools must foster the creativity of the children and set up a foundation to encourage logical thinking and literacy as well.
b) Expansion of the Compulsory Education to mandate that all children must attain a Basic Education Certificate, and make mandatory enrollment in Senior Secondary School or Technical Secondary School in order to ensure all Egyptian children are to become more competitive when they become adults. Furthermore, it is mandatory that upon completion of Senior Secondary School or Technical Secondary School that that the General Secondary Education Certificate, Advanced Technical Diploma, or the Technical Secondary Education Diploma must be acquired.
c) Implementation of diverse elective courses in the 4th-10th standards in order to prepare students for jobs they will encounter once they become eligible to work. It will be mandatory that all students must take three elective courses relating to a STEM (science, technology, engineering, and math) subject, a subject relating to Arab cultural studies, and a subject relating to home economics. These three elective course types are mandatory throughout the 4th-10th standard, however the implementation of elective courses before 4th and after 10th are to be decided solely by the individual school itself.
d) Knowledge of a second language to complement Arabic is necessary to increase overall competitiveness of Egyptian students compared to the rest of the world. As of such all educational facilities must offer mandatory courses in a second language. Individual schools will have full autonomy on selecting the language courses they can offer. It shall be noted in this provision that this will be made mandatory from the 1st standard to the completion of secondary school.
e) Families which are unable to afford sending their child(s) off to school due to potential labor or monetary loss in the family business must file an official complaint to the Ministry of Education and/or Ministry of Higher Education to receive a 20% reduction in all taxes, and if necessary, government subsidies to their business.
f) The curriculum of all schools are to be regularly submitted to the Ministry of Education or the Ministry of Higher Education annually, for which the respective Ministries will determine if the curriculum the school provides not only meets with Egyptian national standards and laws, but also that the curriculum is able to properly prepare students to compete with the curriculums offered in international schools and the curriculum be able to promote logical thinking, creativity, and nationalism/patriotism in the student.
g) All Egyptian citizens employed in a government school's faculty and staff are to receive a 15% reduction in all taxes.

Agricultural Security Act
Wheat is a necessary food item for Egyptians, seeing that Egypt consumes 17 million tons of it, however it seems that only 9.6 million tons are produced in the Arab Republic of Egypt. As such, it is necessary not only for the goal of scientific research, but for the food security of the nation and for the benefit of the farmers that the Arab Republic of Egypt adopts the necessary action to revive the genetic crop modification project halted in 2017. Genetically modified organisms do not pose any risk in causing its consumers to develop cancer, and in fact there are no studies which can prove it causes cancer. We Egyptians do not have the luxury to merely reject technology, when an impending food crisis is in our hands.To ensure that not only wheat, but the agricultural sector of Egypt is adapted to meet the needs of our people, we call upon the House to enact the following:
a). Revive the research into genetically modified wheat, and authorize the sale of the technology by domestic suppliers in domestic markets only
b). Use the subsidies originally intended for oil shall instead be divided 50% to go for the farms in order to provide steady income to farmers, reduce our agricultural imports, and guarantee a decent food supply. The other 50% shall be used to fund agricultural engineering research and development.
c). Construction of research centers in all cities with a population of 100,000 or more to ensure Egyptian researchers are able to stay in their location and conduct their research there.
d). Taxation on excess water usage to irrigate crops, increasing by 2% for each extra hundred litres used.
d). Restriction on the acquisition of pesticides and chemical fertilizers. Each individual farm will receive an annual estimate on how much of said resources are necessary in their farms by the Ministry of Agriculture, or an annual estimate can be produced by domestic companies who have received proper licensing from the Ministry of Agriculture.
e). Utilize knowledge from research of creating genetically modified wheat to apply it to other domestically grown crops.
f). Encourage cotton farmers to adopt genetically modified Bt cotton crops G.80, G.90, G.85 and G.89. Domestic biotechnology and agricultural companies will be given full permission to sell the material necessary for cotton farmers to adopt genetically modified crops.

An ambitious Free Trade Agreement to bring down both tariffs and technical barriers to trade between the world’s two largest economies in purchasing power parity, while encouraging cooperation and sustainable development.
This treaty is founded upon a basis of common respect for sovereignty and a recognition of the mutual benefits presented by free and fair international trade. Article 1
Tariffs on all goods not yet limited by prior trade agreements signed by the parties shall be limited to amounts agreed upon by a council of experts selected for their technical expertise rather than their political affiliations. Such tariffs must remain below 5%, with peak tariffs limited to 10% if they are justified with valid concerns relating to national security.
Article 2
The parties agree to enforce established and agreed upon geographical indicators on products that are deemed to benefit from an enhanced quality or reputation from their origin. This will include, but is not limited to, agricultural products such as Champagne and d’Asti wines.

Companies from all participating states in the BRI are allowed to compete in the bidding process for projects with BRI funding. The EU and China commit to increasing the transparency of the bidding process for all involved. They further commit to not discriminating against companies in the bidding process based upon their national origin, as long as they are from a participating nation.
Article 4
Funding will be set aside for a panel of experts to evaluate BRI expenditures with regards to its possible socioeconomic and developmental benefits as well as the predicted return on investment. This information will be used to help determine whether individual projects are effective uses for BRI funding.
Article 5
A BRI Steering Committee will be set up by the European Union to work alongside the Leading Group for Advancing the Development of One Belt One Road within the Chinese government. Bill: An End to Poverty - A Universal Basic Income for France
Contents: A fundamental reform of the French welfare system that would see the establishment of a Universal Basic Income (UBI) of 650 euros a month for all French citizens and permanent residents of France. The funding for this new welfare program will come from a reallocation of existing welfare spending. The expenditure on public housing, healthcare and education will remain unchanged. As part of this change, the public pension system will gradually be phased out over the course of the next 10 years, during which those with the means are advised to use their UBI to contribute to their savings. Ensuring Growing Industries
In the name of developing the economy of Nigeria the government will be hiring workers and firms to perform the following projects.
1. Constructing Tree farms in Ordo and Edo State. As the heart of the growing nigerian paper and lumber industry, Ordo and Edo will be giving money to hire a local workforce and local firms to construct tree farms in the Area and ensure the protection of local wildlife.
2. In order to help boost the quickly growing construction industry and to help the modernization program. All major highways will be upgraded to atleast eight lane highways, all minor national highways and state highways will be upgraded to atleast six lane highways, and local highways and major streets will be upgrade to atleast four lane roads. Other adjustments will be made in order to compensate for low or high traffic flow. In addition a system of Commercial Highways will be developed specifically for trucks, these highways will have tolls and will be meant for quick commercial use. This will ensure decongestion and safety on highways, as well as speedier roads for companies that can afford it.
3. Lagos and Kano will be required to have 100% of their roads paved by March 1, 2026 these will involve local construction firms to boost business in those regions.
4. The northwestern regions have been deemed fertile enough for grain farming. These state governments will be responsible with supplying local companies with phosphorous to fertilize soil, and equipment to effectively run farms. These companies will be responsible cultivating a number of grains, namely, rice, rye, wheat, and corn, which can be developed into mash, animals foods, and normal foods.
5. In order to boost industry and employment in the increasingly more secure northern states, the government will be funding the construction of food processing plants, such as rum distilleries, tobacco factories, chocolate factories, and grain factories, among others.
6. The federal and state governments of southern and central Nigeria will be tasked with developing the central Nigerian farming industry. This will involve inspecting farms and micromanaging problems, as well as tracking regional patterns and addressing regional problems to ensure a more effective country as a whole.
7. The government has also decided to build up an animal husbandry and dairy industry in the northeast where conditions for crops are not good enough. This industry will focus on goat, cow, and camel products supplemented by a chicken industry.
These programs will be funded from private funding, taxes, seized financial assets, and more.
Construction Updates and Projects

The Hotel and ExPat District is under construction in Lagos.
The Ekko Atlantic Project has been completed.
The Lagos Metro Center has begun construction
The Lagos One Tower, Lagos World Trade Center, and New Lagos Stock Exchange have all begun construction.
In addition several small cargo and one terminal airports have begun construction through out the country to improve transportation. To provide power to the country, several firms have been hired to design and begin construction on Hydroelectric Dams in the South of the Country, Wind Farms in the Center of the country, and Solar Farms in the North. In addition, the new zoning laws for Lagos have been drawn up and approved and will be taking effect on January 1, 2026, along with that construction has begun for homeless shelters across the country.

People's Republic of China - After the controversial breakdown of the National People's Congress into two legislative institutions, the Hu Administration has announced that in the next session of the NPC, they will be pushing for the separation of the Judicial Branch away from the power of the National People's Congress and even from the grip of the Chinese Communist Party. Presidential spokesperson, Xing Peng has stated, "It is the vision of the current administration to see a China with far lesser corruption than ever before, one of the main issue is lack of respect for the rule of law. Thus, by the next session we shall then be pushing for the separation of the judicial branch.
It is noticeable that in the past years the Hu Administration has made reforms that are against the beliefs of many Communist members, however many have remained silent on the issue and even some commending it. Power Grid Construction
A new powergrid will be constructed to replace the aged older one. This new grid will feature entirely underground power lines that will ensure a secure route for power. High Speed Initiative
The High speed initiative is a project to reorganize and modernize the Nigerian Rail System. This will begin with the creation of the Nigerian Transit and Travel Department of NTTD. The NTTD will begin buy creating several rail lines capable of High Speed trains through out the country beginning with a Train line along the coast and another connecting Lagos, Ibadan, and Port Harcourt to northern Cities like Kano, Maiduguri, Abuja, and Kaduna. These new rail lines will end up connecting the entire country by 2035. NTTD will also be responsible for leasing out train routes to major companies. This will be a system based off the British Transit system, each Train Line will be managed and serviced by a private company, while NTTD will retain ownership of the track. If train demands cannot be met a bus line must be established to carry passengers. Speaking of which NTTD will also be in charge of opening the National Bus system, Citybus. This will involve the modernization of many bus terminals and the purchase of hundreds of buses to provide transit between cities in Nigeria.
New Airports Throughout the Country
The construction of three new airports will be undertaken starting in summer of 2026 and completing construction around 2030. These airports will be the following: Olorun International Airport in Lagos, Orisha Airport in Port Harcourt, and Chinua Achebe Airport in Kano. Each airport will have an International Terminal and a Domestic Terminal, though Olorun Airport will have a third mixed terminal to meet suspected demands. Any modernization projects on airports in these cities will be continued as these airports will turn into overflow and private airports. Each airport will have capabilities for double floored aircraft such as the A380 and Boeing 747. Each Airport will also have a cargo terminal and repair zone. New Safety standards will be strictly enforced at these airports. Chinua Achebe and Orisha airports will both have 3 Runways, while Olorun will have 4. These airports will be equipped with the newest in technology and a small tram that will connect the different terminals. These airports will also have lounges for Air Nigeria and Azman Air and Arik Air.
Nigerian Postal Service Expansion
Since each town is now required to have post office, postal services have rapidly increased. The Nigerian Government has decided to modernize the air and truck fleets of the postal service this will include the purchase of the following in regards to the Air Fleet:

Yoruba City Project and Infrastructure Upgrades
The Yorub city project is a project to further link and interconnect the Niger River Delta this will involve the construction of 48 new bridges, hundreds of miles of new highways, and billions of dollars into modernizing the road systems. In Fall of 2026 construction will begin on a Highspeed rail line that will connect the Niger River Delta. In addition to that the Cities of Lagos, Benin City, Port Harcourt, Idaban, Abuja, Onitsha, Warri, Calabar, Nasarawa, Jos, Kaduna, Kano, Bauchi, Gombe, and Maiduguri will all have their sewage and plumbing systems modernized with in the next year. As well the Nigerina Government has revealed the design of the new public toilets to modernize public restrooms and increase access to a modern toilet which will stop the spread of cholera and other related diseases.
