Germany's mega stressful, gotta deal with the EU internal politics pretty heavily and the UNSC. I'd do Spain or something if I was you, major EU player but not burdened by having to be active in the international stage.

Spain's the only nation in the West of Europe that has decent holdings in my opinion. Belgium or the Dutch could do a lot with the EU or you could go Portugal like you said. or just go fuckin iceland and ignore the world like a cool kid
