There should probably also be a way to boost Hydroponics Facilities, since IRL they are WAY more productive per person than a plantation is.

I was actually planning to make plantations more efficient by using no energy.
Sure, hydroponics don't need you to plow fields, manually water the crops and worry about bad weather, but you do have a pretty high upfront cost of building the equipment, and you also need to gather the right nutrients, which can be somewhat difficult in a toxic alien world.
Plantations make use of native plants, since the alien botanics tech identifies which part is edible.

Perhaps a Tier 3 tech eliminates the energy cost as better understanding of the alien biology eliminates the need for microclimate maintenance and whatnot.
