The Stagnate Empire

Intro:

The year is 3018, and Humanity has finally conquered the stars - only to look out upon the galaxy and realize that it is truly alone. Across 1,000 star systems, spanning the whole of the Milky Way galaxy, over 100 trillion human beings reside. Hegemon to the great multitudes of the galaxy, sole and supreme, is Earth, birthplace of humanity, head and center of the great Galactic Federation! The Galactic Federation, the uncontested interstellar power of the Galaxy was indomitable, unbeatable, invincible to all challenges and obstacles! This image was shattered in 3017, at the battle of Lemuria. A Federal fleet was wiped out by a massive ambush on behalf of local partisans - 1,00,000+ soldiers and 200 capital ships would be lost. Even after the retaking of Lemuria by a proceeding Federal fleet, the impact of the defeat sent out shock waves across the galaxy. The last few centuries of corruption, decadence, and stagnation had made the Federation weak and lazy. Where once rebellions were few and far between, the numerous systems of the galaxy cry out in defiance of Earth's dictates. The Earth may have conquered the Milky Way, but can it keep a hold on it?

Synopsis:

This RP takes place throughout the Milky Way Galaxy in the year 3018, in the midst of a political crisis in the Galactic Federation ( the greatest and most powerful nation in the galaxy ). In the midst of this chaos we will be one of the many trillions of beings living in the Galaxy. We may be anyone from any walk of life: An admiral in the Federal fleet, a colonial nationalist, an interstellar merchant, a rouge smuggler, a mutant rights activist, a garbage man, what ever you could imagine! Through the actions of our characters we shall navigate and shape the very future of the galaxy!

Galactic History


Unification Era:
By the early 2040's, the ecological disaster which had been ignored by most of humanity was now approaching a critical point were in the entire planet's ecosystem was on the brink of extinction. Many of the world's super powers united under the United Nations and would dedicate huge resources into space exploration. By 2048, the first successful colony would be established on Mars. Throughout the 2040's and into the 2080's, colonies would be established the moon, Triton, Europa, Venus, and Titan. This colonization would help to alleviate Earth's heavy overpopulation, but not enough to satiate Earth's massive desire for raw materials. A war would be fought between Martian and Titan colonists against the Earth government in 2082 over the matter of trade and colonial rule, which would end a year later with an Earth victory. In 2084, the first warp engine would be invented, and thus faster than light travel would be achieved.

Golden age:

The first extra-solar colonial mission would take place in 2085, to Alpha century. The successful establishment of a colony in an alien solar system would prompt hundreds of thousands of more missions to take place out in every direction of the galaxy. With the advent of extra-solar colonization, the United Nations of Earth would officially become the Galactic Federation. Within 100 years of inventing the warp drive, over 52 new worlds in 30 different star systems would be colonized. In the year 2186, the Galactic Federation would establish the Galactic Senate, where in representatives from each colony would be sent to Earth to serve on their colony's behalf. In 2262, the first mutant species to be discovered would be classified from the slums of Earth - the Vien. In 2720, Daedalus spacestation, the first space station to act as a permanent settlement in space with more than 500,000 people, would be established and act the largest non-terrestrial refueling station in the galaxy. By 2735, over 40 mutant races would have been discovered and classified - mutations derived from extra-terrestrial adaptation, pollutant or substance adaptation, or space travel adaptation. By 2741, over 900 systems had been colonized.

Stagnation era:
From 2741 onward, the rate of galactic colonization would quickly begin to decline. As Humanity's population began to edge closer and closer to 100 trillion, the massive GF bureaucracy would begin lapsing over itself with the sheer amount of records and legal work it would have to keep up with. With the the ever increasing and glaring inefficiencies of the bureaucracy in managing the galaxy, political corruption would begin to pervade every level of galactic society. Trade lanes would be bought and restricted by wealthy cartels and individuals looking to snub competition. With the gaze of Earth being strained over tens of thousands of worlds and trillions of people, colonial politicians ( often in conjunction with local criminal elements ) would rule despotically over their respective colony. Senators back on Earth would often be bribed by their local colonial government to ignore such issues in exchange for wealth and influence. During the later half of the 2900's, a series of colonial rebellions would ensue on some of the more disenfranchised worlds of the GF. These rebellions would be generally ignored by the greater galaxy though, as they seldom ever spread off their world of origin ( let alone out of their system ) and were usually crushed swiftly by the Federal Armed Forces.

After the battle of Lemuria:
The defeat at Lemuria, in 3017, was a slap to the face for the entire galaxy. Suddenly, the problems could no longer be ignored and now a the denizens of the Galactic Federation were finally fully aware of the decaying state of their nation. With proof that the Federal Armed Forces ( FAA ) could be defeated, and that GF rule was on the decline, insurgent groups across the galaxy were suddenly given steam. Across the galaxy there are dozens of unconfirmed reports of rebel uprisings from hundreds of different colonies. In the wake of the chaos, criminal organizations ( prompted by the GF's perceived weakness and the continued monopolization of key industries by corporate cartels ) would begin their own colonial protection and trading rackets. There are reports of mutant colonies being established in unregistered solar systems, and even of mutant uprisings in the slums of mega cities across the galaxy. The defeat at Lemuria has opened the Galaxys' eyes, the grip of Earth is weak and their power decaying, and there are many who would seek to take advantage of this.
Galactic Military



The Federal Armed Forces is main military arm of the Galactic Federation and chief military force of the galaxy. With close to 300 billion members, it is the largest military force in history. The FAA is divided into two branches: the Army and the Navy.

The Federal Navy: The navy is responsible for providing security within open space and for the shuttling of ground units to and from battlefields. The Federal navy is directed from Earthy by the Chief Admiralty, who in turn leads through a serious of Grand admirals who all lead their respective fleets. The Federal navy has around 100 billion members manning somewhere between 12.5 million capital ships of varying size. Though supposed to work in conjunction with the Federal Army, the navy often will take upon itself the task of neutralizing terrestrial threats, if it is believed that they can handle it on their own. In addition to putting down insurgencies, the Federal navy has been known to occasionally provide security for traveling commercial and colonial craft through more dangerous pockets of the galaxy where criminality and piracy is high.

The Federal Army:
The Federal Army is the main terrestrial force of the GF, and tasked with neutralizing enemy combatants and maintaining security in wartime settings. The Federal Army is directed from Earth by the Grand Marshallry, who in turn leads through a series of field marshals who lead their own respective armies. The Federal Army maintains around 200 billion soldiers, who in turn possess a vast array of terrestrial based weaponry.
Though intended more as a wartime combative force, the Federal Army has been known to act as a kind of planetary police force in times of civil unrest, and as a relief force in the event of natural disaster.

Galactic Mutants



Aliens ( being defined as living organisms who do not descend from Earth ) do not exist; 1000 years of exploration and searching have shown that Earth alone was capable of producing life. With that being said however, Humanity is not the only intelligent species to travel the galaxy. There are over 45 species of mutant humans officially classified, and dozens more unconfirmed species. These subgroups of humans developed all over the galaxy in a myriad ways. The status of mutant in the GF is a controversial one. Numerous worlds have passed explicitly anti-mutant legislation and maintain a strict stance of human supremacy within the echelons of power. Other worlds are extremely accepting and open to opportunities for numerous mutant species, sometimes being called haven worlds. The mutant issue ( or as some call it, the Mutant Question ), despite being so controversial and important, remains to be unaddressed by the Galactic Senate. This being mostly due to political stagnation, local opinion's jading senators, and the Galactic bureaucracy being unable to file every single complaint. Listed below are a few of the mutant species more numerous ( or at least famous ) throughout the galaxy:

Vien: The first recorded mutant species in Galactic history, the first ever confirmed Vien were found within the slums of the Mega city that had become Earth in the year 2262.
It is believed that the Vien genome began taking shape as far back as the year 1963. The Vien genome is believed to have been the culmination of generations worth of substance abuse and criminality. Numerous generations of drug addicts reproducing would eventually cause their offspring to adapt to their inherited addictions, actually using them as a kind of sustenance to maintain their strength ( it is noted that Vien will die within a few weeks of not taking any kind of narcotic or controlled substance ). In addition to this natural affinity for narcotics, the Vien were also the culmination of generations of Darwinian mating within the violent criminal underworld. The contemporary Vien have inherited an unnatural physical strength, speed, and agile reflexivness that most humans cannot match. Accompanying these advanced physical traits is an extremely aggressive and masculine personality. the Vien are often found within the lawless underbellies of the galaxies numerous super cities,
were violence and criminality ( their natural environment ) thrive. Often, Vien are recruited as extra muscle by private contractors across the galaxy - either as security, or bounty hunters.

Star people: The Star people are perhaps the mutant race with whom most humans are most likely to contact. The Star people genome is believed to have begun forming as far back as the early golden age through the crew of space ships. Generations of sailors spending years and years in space away from any permanent terrestrial settlement would cause the bodies ( and subsequently the genes ) of these sailors to acclimate to their non-terrestrial climates. The star people ( as they affectionately call themselves ), are slender humanoids who stand at around 7-8 feet tall and lack almost any melanin at all within their skin ( this being why they typically wear heavy and dark clothing when not indoors ). Hundreds of years of living in the relative darkness of space and ships has garnerd them some of the most impressive night vision amongst any species bar none. Extended exposure to solar radiation allows the star people a kind of natural resistance to heavy dosages of radiation. The star people can be mostly found within space, where their bodies are most naturally inclined and their natural talents as sailors are most profitable. Most space faring enterprises across the galaxy highly favor the employment of star people, for their bodies being naturally suited for space travel. Most notably, the Daedalus space station has several star people among it's high council. It is rumored that unregistered space stations/settlements in uncharted space have been established by bands of star people, in order to escape the bigotry of the GF and live in their own homogeneous societies.

AEH: This is simply an umbrella term for the dozens of mutant species which came about via evolving to the climates of their terrestrial colony, either naturally or artificially. AEH stands for, Alien Evolved Humans. Beings of such species tend to stay around the colonies which they were genetically adapted to, though many exceptions exist. The political situation of these groups is a difficult one, as, at the moment, only human beings may be members of the Galactic senate, and thus, colonies with a majority AEH population must rely on humans for political representation.
Galactic Politics



Federalism: This is the unofficial ideology of the Galactic Federation. Federalism means loyalty to the Galactic Federation and the Galactic Senate despite recent stagnation. Federalists consider the Galactic Federation the only way to ensure peace and order among galaxy's thousands of settlements and colonies. Loyalty and the senate means peace and order to a Federalist.

Separatism: The general umbrella term for every independence movement throughout the galaxy. Though there had always been independence movements throughout the GF, they had been considered little more than a pest prior to the battle of Lemuria. Now, thousands of colonies across the galaxy clamor for an official political separation from the hegemony of Earth. Though there are thousands of distinct separatist ideologies which all have unique characteristics derived from their place of origin, all share the commonality of independence. Some of these movements seek peaceful separation, while others seek more militant means.

Reformism: In the same vein as Federalism, Reformists are for a restructured and open Galactic Federation. Reformers believe that the Galactic Federation is the only way to maintain peace in the galaxy, but it must reform in order to break the recent trend of stagnation. Reformers tend to want more autonomy for colonial settlements, strict anti-trust laws, and mutant integration on the political and societal level. Tolerance and Equality means freedom and liberty to a reformist.

Paternalism: In the same vein as Federalism, Paternalists are for a more centralized and authoritarian Galactic Federation. Paternalists believe that the Galactic Federation is the only way to maintain peace in the galaxy, but it must shed it's stagnate and decadent political system in order to re-garner the strength it had during the Golden Age. Paternalists are for the centralization of power away from the Galactic senate and into the hands of a smaller and more competent stratocracy or general ruling class. Instead of bringing the galaxy to Earth, they wish to bring Earth to the galaxy through government intervention in galactic commerce and strict human supremacy. Paternalism has few political affiliates, due to a general distrust of the Galactic Senate. Strength and Action means power and prosperity to a paternalist.

Mutant Nationalism: The rampant discrimination faced by mutants all across the galaxy has caused some radicals within the mutant community to demand political independence not only from the Galactic Federation, but from humanity itself. Nearly every single species of mutant has at least one such group to represent their species's struggle ( some groups being more militant than others). The great schism which generally splits mutant nationalists is the relationships with humanity: should the two simply live in a segregated state, or should a war of extermination be waged?

Human Supremacy: With the ever growing populations of mutants across the galaxy, fear about the survival of humanity has been stoked in some people. To human supremacists, the idea of a mutant uprising destroying humanity and wiping out it's civilization is a very real and dangerous possibility. In order to prevent this from ever coming to pass, human supremacists support the suppression and eventual extermination of all non-humans throughout the galaxy.

Bio:
Drazhan was born on the remote mining world of Heptara in the year 2959. Growing up in the poor and underdeveloped New Cartagena Sector of the Perseus Arm, he never had many economic prospects besides being a miner or a career in the military. Growing bored with a seemingly directionless life, Drazhan chose the latter and enlisted shortly after his 18th birthday.

It was during basic training that the unquenchable thirst that was Drazhan's ambition awoke, never to go back to asleep. He threw himself zealously into every aspect of naval training, finding enough success in the initial courses that he was able to gain a spot in the Naval Academy on Titan.

During his four years at the academy, Drazhan's lack of formal education caught up with him. He struggled in several classes, but excelled at the hands-on exercises in the void of space. Breaks consisted of bi-annual trips to Earth, where Drazhan was continuously dumbfounded by the opulence and self-confidence of the Federation's capital, compared to the relative poverty and danger of the frontier. It was also during the Academy years that Drazhan became close friends with a number of similarly out-of-place cadets from outer worlds, including future subordinates Emilio Altieri and Braxton Massey.

Drazhan graduated in the lower middle of the Class of 2982 and was commissioned as a Lieutenant aboard the battleship FNS Bearcat. He saw action almost immediately during the Betelgeuse Campaign of 2983-84, and distinguished himself in several engagements, leading to his promotion to Lieutenant Commander. One of his closest Naval friendships actually developed with the captain of the Bearcat, an old veteran named William Stapleton. Stapleton became not only a tutor but also something of a father figure to the impressionable Vasilchuk.

Following Betelgeuse, Drazhan's rise through the ranks became meteoric. Stapleton left the Bearcat to take up his new position as a Commodore. His replacement was Drazhan, who at age twenty-six was now a Captain.

Over the following decades, Drazhan would find himself in the thick of Federal efforts to combat armed rebellion across the galaxy. Notable victories of his include Eyzuno in 2990, Susan's Spring in 2994, Matarabad in 2995, (after which he was promoted to Commodore) Krotevu in 2999, Tarodes in 3002, Brookland in 3008, and Dinzas in 3011 (Admiral).

In 3012, Drazhan was promoted to Admiral, putting him under the command of newly minted Grand Admiral and old friend William Stapleton. But in 3017, Stapleton was killed at Lemuria, and the after effects of that disastrous battle caused the Federation to begin breaking apart. Drazhan had previously thought his ambitions ended at an Admiralty, but as the prospect of civil war looms he finds himself lusting for more power still.


Interesting info-Opt: Vasilchuk is not particularly loyal to the Federation and does believe it will last indefinitely. Vasilchuk is loyal to Vasilchuk, and his personal ambition may yet lead him to turn on the Federation for his own gain. Since he is one of the most decorated officers in the Navy and is surrounded by an extremely loyal cadre of officers, this makes him a dangerous man indeed.

It was also during the Academy years that Drazhan became close friends with a number of similarly out-of-place cadets from outer worlds, including future subordinates Emilio Altieri and Braxton Massey.

Drazhan graduated in the lower middle of the Class of 2982 and was commissioned as a Lieutenant aboard the battleship FNS Bearcat. He saw action almost immediately during the Betelgeuse Campaign of 2983-84, and distinguished himself in several engagements, leading to his promotion to Lieutenant Commander. One of his closest Naval friendships actually developed with the captain of the Bearcat, an old veteran named William Stapleton. Stapleton became not only a tutor but also something of a father figure to the impressionable Vasilchuk.

Following Betelgeuse, Drazhan's rise through the ranks became meteoric. Stapleton left the Bearcat to take up his new position as a Commodore. His replacement was Drazhan, who at age twenty-six was now a Captain.

Over the following decades, Drazhan would find himself in the thick of Federal efforts to combat armed rebellion across the galaxy. going off with his friends both new and old on their own expeditions throughout Earth. Sometimes they would hit the slum levels, seeking the raw thrill of the seedy underbelly of their society. Other times it was to the mutant collectives, where Gregor led his friends into street fights for the sole reason that he had the ability and wanted to act on it.

His parents returned for his graduation, bringing with them their own words of advice for their only son. They wanted him to follow in their footsteps, and the footsteps of their parents. The Robertsons and Blacks were career soldiers, able to trace a direct line right back to the Martian Rebellion all those centuries before. James came with arguments and Matilda had armed herself with promises, but both found themselves happy that such measures were unnecessary. Gregor had already made his mind, whether that was when he first came to understand what it was that his parents did, or when he first grasped the true realities of hierarchical power. He would join the Navy, serving in the illustrious military that had brought peace and security to trillions of lives since its inception. It was the only thing that made sense to him.

Gregor attended military academy with many of his friends, all of them convinced in turn that they would spend their careers rising through the ranks together. And initially it looked to be that they were going to accomplish just that, as each of them managed to scrape through their studies and find themselves assigned to deployments aboard the then workhorse cruiser FNS Felicia Sings. Though later given reason to believe that their good success came at the hands of Gregor's parents instead of simple good fortune, the new Federal officers came to blossom as they worked together towards the goal of keeping peace in the galaxy. Slowly working their way up through the ranks aboard the active cruiser, it seemed that they were going to enjoy a life together as a team.

However, eventually, the harsh realities of military life reared its head. When the Felicia Sings was attached to the Jovian Sieges, Gregor Robertson proved himself as an exemplary commander, prompting his promotion to flag officer at the age of twenty-eight. Assigned the cruiser FNS Gorgon Head, Gregor found himself stripped of his longstanding relationships. For a long time he found this a difficult situation to come to terms with, becoming increasingly pessimistic without the comforting presence of his old lackeys. As such, he remained a flag captain for almost ten more years, unable to spark his ambition to help drive him further up the ranks. It was only the timely intervention of the rebellion of the mutants calling themselves the Harmony Commune that restarted the upward ascent of Gregor's career.

For months the Commune were able to strike out against the interstellar trade lanes of the region, staying ahead of any naval retaliation by means unknown. Eventually the problem became so dire that the space lanes through the Commune's region of activity was cut off in an effort to starve the Commune of its local support. Taking matters into his own hands, Gregor instigated the genocide of the Commune's home colony. Despite acting on his own initiative, Gregor was able to provoke the Commune into a direct engagement, which saw their destruction above the skies of their desolated homeland.

Promoted to Commodore for his heroism, Gregor was once more reunited with several of his old friends, grown officers who now served as captains under his command.
They served with distinction against the insurrectionists of Galvin, St Helena's, and Korvan, eventually finding themselves serving in the infamous Culling of Calamis.
Against the rampant horde of mutant rebels, Gregor and his squadron were involved in both the opening assaults on the deep space installations, and the final assault on the planet. Credited with the decisive orbital strike that caused tectonic plate shifts to blanket the world in molten lava, Gregor found himself promoted to the illustrious position of Admiral.

His celebrations were short lived however, when it was revealed that his command was a desk, his subordinates junior officers who were serving their government as reservists in the rear echelons. Gregor found himself relegated to an advisory position within the Admiralty, one voice among a thousand trying to impress their superiors both military and civilian in order to win themselves a new command. For years Robertson wasted away as a pencil-pusher, authorizing new doctrines and training regimes while his friends battled and died in the name of the Federation. That was, until he dreamed up his own idea.

Accepted by his peers, many of whom believing that they were to be the ones assigned to its command, Gregor Robertson found his way out of a life as a powerless bureaucrat. Directive Thirteen. It was to be the crowning glory of all of his hopes and dreams. An ideal weaponised by the Federation to finally wipe out the division and stagnation that had gripped the citizens of humanity's greatest civilisation. A weapon wielded only by him.
History
Directive Thirteen is the brainchild of Admiral Gregor Robertson, an organisation that blurs the line between accountable military doctrine and rogue state. Officially the Directive is a simple support branch of Naval Intelligence: a collection of fringe system sensor probes, fuel refineries, and deep space training centers. Unofficially the Directive is capable of independent survival. Research stations, automated factories, and private sector companies join the list of assets possessed by Gregor's organisation, as well as a great host of intelligence and black ops agents who scour the Federation hunting down persons and technologies of interest.

The mission of Directive Thirteen as outlined by Gregor all those years ago was simple: a fully fledged black ops organisation whose existence is known to only two groups of people: members of the Directive, and the admirals who worked with Gregor to finalise its inception. It is a military outfit unknown to the ruling senators of the Federation, and the majority of the Admiralty itself. In this unique position Admiral Robertson is given full autonomy to pursue whatever interests he believes is in keeping with the maintenance of the Federation and the betterment of its control over humanity. As such it has spread its influence throughout the galaxy, from blackmailing Federation officers to buying up shares in promising markets and companies across the thousands of human colonies. And every now and again, the Admiralty receives encrypted files from their enigmatic soldiers, detailing new and more terrible weapons and technologies by which they can spread the glowing light of civilisation to the stars.

In recent years, as the moral corruption of the Federation and its colonies has become apparent to even the blind, Admiral Gregor Robertson has encouraged a gradual course change for his command. The recruitment tithes have increased, seeing a greater portion of the Federation's promising officers earmarked for special assignment with the Directive. Research stations no longer seek to better understand the galaxy, and instead look towards such technologies as living metals, black hole generation,
and genetic rewriting. And the fueling refineries, which once freely supplied Federation ships be they battleship or hydroponic leisure craft, now find their coordinates wiped from the naval databases. Agents no longer communicate freely with their opposites in the various secret services of the government, and black ops teams now race against official missions to retrieve criminals and political dissidents before they can be brought to legal justice.

The upper heights of Earth are populated by gleaming towers and monuments - testaments to the greatness of humanity. The lower levels of Earth are far less glamorous and utilitarian.

Most compartments are made up of a combination of steel and carbon polymer materials - though there are numerous rooms dedicated to more organic materials ( such as wood or plaster ), and there are several large green rooms with real soil areas as well.
What lives here and how many?: The station has exactly 500,000 permanent residents at any given time ( this discounts however many temporary travelers are attending ). There are around 350,000 human beings, around 100,000 star people, and 50,000 other assorted mutant species
What is this place known for ( why is it important? ): The Daedalus station is known for being not only the largest space station in the galaxy, but the first and largest permanent space colony. Situated as close to the core of the Milky Way as possible, the Daedalus is the main fueling station for nearly all trans-galactic shipping throughout the entire Federation.
Interesting info-Opt. ( flesh out this place ): The Daedalus houses a significant corporate presence, with numerous companies establishing HQ's in the port itself. The Daedalus, being a permanent colony, is hypothetically self sufficient ( in regards to food and air ). If ever attacked, the Daedalus could hypothetically survive for months before needing to be rescued.

History
Directive Thirteen is the brainchild of Admiral Gregor Robertson, an organisation that blurs the line between accountable military doctrine and rogue state. Officially the Directive is a simple support branch of Naval Intelligence: a collection of fringe system sensor probes, fuel refineries, and deep space training centers. Unofficially the Directive is capable of independent survival. Research stations, automated factories, and private sector companies join the list of assets possessed by Gregor's organisation, as well as a great host of intelligence and black ops agents who scour the Federation hunting down persons and technologies of interest.

The mission of Directive Thirteen as outlined by Gregor all those years ago was simple: a fully fledged black ops organisation whose existence is known to only two groups of people: members of the Directive, and the admirals who worked with Gregor to finalise its inception. It is a military outfit unknown to the ruling senators of the Federation, and the majority of the Admiralty itself. In this unique position Admiral Robertson is given full autonomy to pursue whatever interests he believes is in keeping with the maintenance of the Federation and the betterment of its control over humanity. As such it has spread its influence throughout the galaxy, from blackmailing Federation officers to buying up shares in promising markets and companies across the thousands of human colonies. And every now and again, the Admiralty receives encrypted files from their enigmatic soldiers, detailing new and more terrible weapons and technologies by which they can spread the glowing light of civilisation to the stars.

In recent years, as the moral corruption of the Federation and its colonies has become apparent to even the blind, Admiral Gregor Robertson has encouraged a gradual course change for his command. The recruitment tithes have increased, seeing a greater portion of the Federation's promising officers earmarked for special assignment with the Directive. Research stations no longer seek to better understand the galaxy, and instead look towards such technologies as living metals, black hole generation,
and genetic rewriting. And the fueling refineries, which once freely supplied Federation ships be they battleship or hydroponic leisure craft, now find their coordinates wiped from the naval databases. Agents no longer communicate freely with their opposites in the various secret services of the government, and black ops teams now race against official missions to retrieve criminals and political dissidents before they can be brought to legal justice.

And in the black abyss of dark space, Directive ships funnel great quantities of minerals and manpower.


I like this - I like this a lot. The writing is quite tasteful and the idea is quite original.

I am curious though, does an official HQ exist? That being, one distinct from any facility held by the Admiralty ( perhaps a planet in unknown space or a space station )?

Is this group legal and it's existence accepted ( if at all known ) by the GF?: Completely illegal. The Pact's existence is unknown to the Federation at this time. If it were discovered, it would be an act of treason.
What is the purpose of this group?: To establish a new state in a part of Federation space, so that Vasilchuk and his men can take their place as major players in the future of mankind.

History: The Pact of Gideon stems from the meeting of subordinates of the 9th Federal Fleet that Vasilchuk convened in orbit around the sleepy planet of Gideon in 3015. There, the Admiral and his officers took solemn vows that they would take whatever action necessary to safeguard the greater part of mankind, Federation be damned. It was in essence a declaration of loyalty to Vasilchuk himself rather than to Earth. Since then, neither Vasilchuk or his men have taken much action that would suggest the kind of coup d'état to which they are firmly committed. It has been enough to watch the Federation begin to crumble and wait for the proper time.

Interesting Info-Opt. ( flesh out your faction ): The Pact is quite covert in that the average sailor or grunt of the Pact does not even know what it is they are a part of. Knowledge of the vows is limited to the captains, Terraine Commanders, and commodores under Vasilchuk, with some officers of lower rank being aware as well.

Vasilchuk's personal legend, magnetic personality and long combat record is sufficient glue to keep his officers tied to him, with personal loyalty to the Admiral being the number one consideration for promotion. Indeed, his most trusted subordinates, like Terraine Commander Emilio Altieri or Commodore Braxton Massey, have been linked to him for decades, perhaps even back to the Academy years.

Such is the extent of Vasilchuk's patronage that the Admirality has finally started to take notice of what has often been casually described as "the Navy within the Navy."

The Five Fleets consist of the 6th, 7th, 8th, 9th and 10th Federal Fleets, with the 9th being under the Grand Admiral's personal command since the Battle of Loihiri in 3004.


Couple things here.

1. Grand Admirals are watched - CAREFULLY. They are just below the Chief Admiral and directly report to him, treason for a Grand Admiral is unlikely, though I will admit possible. However, treason the scale proposed would indeed be impossible. The officers under the command of a Grand Admiral rank in the hundreds of thousands, that they would all swear loyalty to Gideon and not mention anything to the Admiralty would be almost certainly impossible ( what is more, members would be considered people who are actually aware and willing participants of the group ). The goal of the group does not match the paternalism supposedly held by Vasilchuk. Paternalism want's to keep the GF together, what your faction app proposes would be separatism.

For that reason, the faction is ( at the moment ) denied.

Si monsiour its Overseer Station Nu. Should be linked to a galaxy map in both the faction details and character boxes (Headqaurters, and Current Location respectively)
