The main problem with that is Full Garden World are already going to be fought over - fiercely. Leaving a base on a full garden world is just asking to have the world easily taken by a faction closer to that area. And besides, I'm already starved for credits already.

System is kinda small, and Horizon became a "sanctuary" during the Reaper War. It is highly likely the mass number of refugees would spark some kind of communist or socialist government following the massive influx of people.
